When is an entrance permit required?

An entrance permit is required for all new entrances or alterations to existing entrances that provide access to township roads.

All other entrances that enter from private lanes should be made accessible for emergency vehicles. 

A $100.00 non-refundable fee is collected at the time the application is submitted; plus a $400.00 security deposit. An additional $100.00 non-refundable fee is to be paid if applying for a Civic Address.

The security deposit will be refunded upon completion and final approval of the constructed entrance within 12 months.

The applicant will receive notification by phone and/or email with entrance  requirements. The applicant is then responsible for contacting the PWD (Public Works Department) once the construction is complete and ready for final inspection. NOTE: The final inspection must be approved before the security deposit is released.

Load Restrictions

During the spring thaw, some Township roads may become too soft and unstable to withstand the weight of a fully loaded truck, regardless of the axles. In an effort to reduce damage to the roads during spring thaw, from March 1 to April 30 each year, the Township restricts vehicles to half loads (5 tonnes per axle) on all roads in the Township.

Street Lights

The Township of Central Frontenac maintains a large amount of streetlights. Occasionally, a streetlight will malfunction causing the light to fail or to stay on at all times.  When a streetlight is not operating properly, the Township will contact a qualified professional to repair the light.

Since most of the street light faults can only be seen during the night, it is difficult for Township staff to identify a problem. Please contact the Public Works Department to report a streetlight issue roads@centralfrontenac.com 

Please provide the following information when reporting streetlights 

1. the pole number (yellow tag) 
2. the Village where the streetlight is located 
3. what the light is doing ex. staying on, flicking etc. 
4. the closest civic address to the light

After Hours Hotline

The Township of Central Frontenac offers an after hours emergency hotline to its residents. If there is a road emergency after office hours (8:30 a.m. to 4:30 p.m. Monday - Friday) please contact the Hot Line at (613) 279-2935 press "5" on your telephone keypad during the welcome message.

Winter Parking

From November 15th in any year until March 31st of the following year, no vehicle shall be parked between the hours of 12:00 midnight and 7:00 a.m. on any highway within the limits of the Corporation of the Township of Central Frontenac.

Penalties

Any person who contravenes this by-law is guilty of an offence and, upon conviction, is subject to a fine as provided in the Provincial Offences Act or the Highway Traffic Act and to any other applicable penalties.

Any vehicle of any owner found in violation of this by-law may be towed to a municipal property or compound at the expense of the owner. All costs shall be received prior to release of such vehicles so removed. The municipality shall not be held liable for any damage or costs which may be incurred by such towing or removal.

If your mailbox is damaged during winter maintenance activities the Township is not responsible for mailboxes, paper boxes, etc., during winter plowing and sanding.

Clearing Snow on Your Own Property

The Township devotes a great deal of resources to keep streets and sidewalks clear of snow and ice after a snowfall. Residents often deposit snow and ice from their property onto the street or sidewalk not realizing that this contravenes Section 181 of the Ontario Highway Traffic Act, contributes to unsafe driving and walking conditions, and increases the cost of providing winter road maintenance. When you’re clearing snow from your driveway, please keep this snow on your property. Your efforts in making winter driving and walking safe for everyone are appreciated.

We Need Your Help

Ontario’s municipalities clear and maintain some 290,000 lane-kilometers of roadway every winter to keep communities moving. But they can’t do their job without drivers using some basic “snow how” when driving safe winter driving everyone has to do their part to get around safely in the winter.Drivers need to have their own plan, which includes leaving earlier and planning a route. It is important to delay unnecessary travel during significant storms to give plows time to do their jobs. It’s also safer for drivers. Other ways to drive safely this winter include:

Be nice on the ice: Give yourself twice the space between vehicles, and pedestrians. Stopping distance on ice is double that of a dry road.  Approach intersections slowly, when they are covered with ice or snow and use extra caution on bridges and ramps.   Ice can form without warning, even if roadways are dry.  Watch out for black ice, a thin, nearly invisible coat of ice that can make the road look like shiny new asphalt. Pavement will look grey or white in the winter.

Go slow in the snow: Slow down and drive according to weather conditions, not the speed limit. Give yourself extra time, drive according to weather conditions, not the speed limit. During a storm, posted speed limits are usually too fast. Conditions can also be unpredictable and change rapidly. Adjust your speed accordingly and give yourself extra travel time.  Avoid sudden moves, starts or stops. Start slowly on slick or snowy roads and brake gradually, giving yourself plenty of space. Steer gently into turns to maintain control.  Be visible and use your low-beam headlights when it is snowing. They are brighter than daytime running lights and will turn on your tail lights.

It’s not a race, give plows space: Never pass a plow. Snow plows are extra wide, and can create clouds of snow – both of which reduce visibility and increase risk of a collision. It’s best to wait for the plow to pull over before you pass.  Plows can’t see you and you can’t see the road ahead. If you do choose to pass, be careful and don’t accelerate too quickly the road ahead is unplowed and could be slick or snowy.   Avoid parking in the street. Plows can’t clear roads that are blocked by parked cars.

Residents are encouraged to contact local utilities if trees on private property are interfering with overhead wires. Trees should not be planted in the municipal right-of-way without written permission from the Township.
