Council Minutes – November 27, 2007

(These minutes will require approval/adoption at the next regular session of Council, scheduled for December 10,  2007)

 

Council met in regular session, Tuesday November 27, 2007 at 9:00 a.m. in Sharbot Lake.

 

Present:            Mayor, Janet Gutowski

                        Deputy Mayor, Bill Snyder

Councillors: Normand Guntensperger, Bob Harvey, Jeff Matson, John Purdon, Frances Smith, Gary Smith, Councillor Phillip Smith

 

Also in attendance: Staff members John DuChene, Judy Gray, Cathy MacMunn, Doug Bowes and Bryon Dawn.

Also in attendance: Craig Bakay – Gazette Reporter and Jeff Green – Frontenac News Reporter

 

The Mayor introduced the meeting as a Public Meeting under the Planning Act for the purpose of reviewing the following re-zonings:

  • Wilkes-Kennebec Lake
  • Mag – Bull Lake
  • Siteman – Sharbot Lake

A presentation for each rezoning proposal was made by the municipal planner Glenn Tunnock. The Mayor asked the public in attendance if there were any persons present to speak in favour of or against the proposed rezoning. There were no oral or written submissions received at the meeting in relation to any of the subject applications.

There were also no comments or questions by members of Council.

The “public meeting” was closed and the regular Council meeting agenda was then introduced.

That the agenda for the November 27, 2007 meeting be adopted.

Disclosure of pecuniary interest was then requested.

Councillor Matson declared conflict with the Public Works item # 8b) Winter Ploughing Contract Amendment and item 8c) Accounts Payable.

Councillor Harvey declared conflict with discussions to be held in item #11 - Closed Session

 

The Minutes of the last meeting were then introduced.

That the minutes of the November 12, 2007 Council meeting be adopted.

Delegations were then introduced, starting with the OPP as represented by Inspector Salsbury and Sergeant McCann of the Lanark Detachment.

That the Report submitted by Sergeant Jeff McCann of the OPP be received.

David Taylor, representing the Tay Valley Lake Planning Program was then introduced.

That the presentation by representatives of the Tay Valley Lake Planning Program, regarding Lake Management Planning be received, and further, that staff be directed to provide comment on the materials presented.

That Council for the Township of Central Frontenac approve the following road segments to be included within the Snow Plowing Contract for Area #1 (Matson and Sons Ltd.) for the average call out rate of $188.00 per call. (Cranberry Lake Rd. to Bull Lake Rd, Hinchy Rd., Clark Rd from junction of Brock to current route, and Woodcock Rd.

That Council for the Township of Central Frontenac approve the appointment of KPMG LLP Chartered Accountants as auditors for the Township of Central Frontenac for 2007, 2008 and 2009 based on the received quote.

That By-Law #2007-247 (Wilkes) to amend Schedule ‘A2’of By-law #2002-120 by changing the zoning of certain lands, being 14.5 ha in lot area and legally described as Part of Lots 19 & 20, Concession 8, geographic township of Kennebec, now in the Township of Central Frontenac shown on Schedule A to this by-law from Rural (R) to Rural Holding (R-h) Zone and certain lands, being 15 ha and 1.5 ha in lot area shown on Schedule “A” to this by-law from Rural (R) and Waterfront Residential (RW) Zone to Waterfront Residential (RW) Zone be read a first and second, time this 27th day of November 2007.
