Council met in regular session, Tuesday March 27, 2007 at 9:52 a.m. (following the Committee of Adjustment meeting) at the Oso Hall, Sharbot Lake.

 

Present:            Mayor, Janet Gutowski

                        Deputy Mayor, Bill Snyder

Councillors, Normand Guntensperger, Bob Harvey, Jeff Matson, John Purdon, Frances Smith, Gary Smith, Phillip Smith

 

Also in attendance: John DuChene, Acting Clerk-Administrator, Cathy MacMunn, Deputy Clerk and Judy Gray Treasurer. Also present: Craig Bakay – Gazette Reporter and Jeff Green – Frontenac News Reporter

 

The Agenda was introduced.

                        That the agenda of March 27, 2007 be adopted.

Councillor Jeff Matson then declared a potential conflict of pecuniary interest regarding Accounts Payable.

 

The minutes of March 12th and March 19th (Budget Session)  were then introduced for errors or omissions.

A proposed rezoning by Paul Scott was introduced

That the Council of the Corporation of the Township of Central Frontenac hereby approves the proposed rezoning amendment for Lots 6,7,8 & 9, Concessions 1 and 2, Olden District (application by P. Scott) to permit a Camp-Recreational use and that a by-law amendment be prepared.

OP Amendment/Garrison Shores was then introduced by Glenn Tunnock Ltd.

That the Council of the Corporation of the Township of Central Frontenac hereby directs Tunnock Consulting Ltd. to meet with the Ministry of Municipal Affairs and Housing to discuss possible revisions to the Ministry’s “draft modifications” as submitted to the municipality dated February 13, 2007 and further that a draft implementing zoning by-law be prepared and discussed with the Ministry to ensure that the proposed OP Amendment and Zoning By-law amendment adequately addresses required issues and concerns.

Terry Shea from the Land O’ lakes tourist association was scheduled as a delegation however time constraints required him to leave early. His presentation will be reschedule

            #112            Bob Harvey, Normand Guntensperger                                                                          That the Corporation of the Township of Central Frontenac award                                       the supply and crushing of aggregates for 2007 to Gemmill Sand and                               Gravel Ltd for the total bid (excluding applicable taxes) of $182,500 to                             provide 30,000 metric tones of Granular “A” (to be crushed at the                                        municipal pit - Arden Pit), 10, 000 metric tones of Granular “B” (to                                be crushed at the municipal pit - Arden Pit) and 25,000 metric tones                            of Granular “A” (to be crushed at other pits located within the                                            boundaries of Central Frontenac

                        That Council for the Township of Central Frontenac approve the                                          Accounts Payable Reports dated March 9, 2007 in the amount of                                                 $282,690.84 and March 20, 2007 in the amount of $25,774.68.

                        That future Committee of Adjustment meetings be scheduled                                             independently in an effort to minimize potential timing conflicts with                             regular council meetings and further that the Planning clerk work with the                           Chair of the committee to schedule such meetings.

                        That the Construction Reports submitted by the Chief Building Official for                    the months of January and February be received.

            That staff be directed to proceed with finalizing the building design and associated tender packages for construction of a new Fire Hall in Mountain Grove and further that the final design be shared with Council(at a future Council meeting) prior to the issuance of advertisements requesting construction proposals and further, that rezoning of the subject property proceed as soon as possible, if so required.

That By-law # 2007-231being a By-law to amend Zoning By-law 2002-120 to permit a Camp-Recreational use in a Rural Zone be read a first and second time this 27 day of March 2007.

That the letter from the Central Frontenac Railway Museum dated March 19, 2007 regarding assistance for a rail line survey in the village be received and further that the Mayor, Clerk and Councillor Harvey meet with the Museum Group to determine opportunities to work together.

o       Ministry of Community Safety and Correctional Services: Confirmation that the municipality in 2006 completed all steps required of the Essential Level Emergency Management Program required under the Emerg. Management & Civil Protection Act.

o       Min. of Agriculture, Food and Rural Affairs: “Strong Rural Communities: Working Together for Success….and Getting Results”. 2007 Update (Document will be shown at the meeting)

o       Bill and Lorraine Shorts: Road Crew “thank-you”.

o       Building Better Communities: What’s new in the planning Act.
