Council met in regular session, Monday March 12, 2007 at 7:00 a.m. at the Mountain Grove Community Centre, Mountain Grove.
Present: Mayor, Janet Gutowski
Deputy Mayor, Bill Snyder
Councillors, Norman Guntensperger, Bob Harvey, Jeff Matson, John Purdon, Frances Smith, Gary Smith, Phillip Smith
Also in attendance: John DuChene, Acting Clerk-Administrator, Cathy MacMunn, Deputy Clerk and Judy Gray Treasurer. Also present: Craig Bakay – Gazette Reporter and Jeff Green – Frontenac News Reporter
The Agenda was introduced. Two items were introduced to the agenda (a) update on the CP Trail line and (b) Hydro Line Spaying. (Both items to be discussed under unfinished business).

That the agenda of March 12, 2007 be adopted as amended.

Councillor Jeff Matson then declared a potential conflict of pecuniary interest regarding Accounts Payable.
The minutes of February 12 and February 23 2007 were then introduced for errors or omissions.

Delegations were then introduced.
1) Glen Fox, representing the Mayflower Lodge, Parham then approached Council requesting that the municipality finish previously started work along the front of the lodge building adjacent Road #38. Certain areas were paved, other areas were not. Council directed staff to assess the situation and to “finish” intended work in the spring and to ensure that the approach to the hall is safe and attractive.
2) Mike Wise and Keith Feasey then approached Council on behalf of the Blue Heron Ridge Association to request that the municipality consider providing financial assistance toward the maintenance of the Blue Heron Ridge/Thrush trail road which they identified as being a publicly owned but unassumed road. A copy of the presentation and attached draft policy was submitted to the Clerk

#84 Frances Smith, Bob Harvey Medical Centre Update
That the Medical Centre Report regarding the proposed $1.58 million expansion (including municipal contribution of $500,000) be received.

· Council was then advised by the Clerk that no action has been taken to date regarding arrangements regarding the CP Trail line.
· Arrangements will be made to have a Hydro Ontario representative attend the municipality to discuss the use of herbicides to control plant growth on hydro easements.
New Business/Reports
#85 Bob Harvey, Frances Smith North Frontenac Telephone
That the request from North Frontenac Telephone Company to install 14 additional poles and anchors along Long Lake Road between Howes Lane and Opeongo Point Lane be approved provided said poles comply with township placement requirements and further that a location plan accompany the application/request.

That the Cranberry Lake Road Bridge repair project 07-02 be awarded to All Services Inc. for the total construction price, including GST of $86,835.20

That preliminary 2007 Road Improvement Project report dated March 5th be received for consideration as part of the budget process.

That Council for the Township of Central Frontenac approve the Accounts Payable Reports dated February 6, 2007 in the amount of $6,000.00; February 8, 2007 in the amount of $1,469.75; February 9, 2007 in the amount of $231,384.61; February 23, 2007 in the amount of $461,620.48; February 28, 2007 in the amount of $19, 471.73.

#89 Gary Smith, Bill Snyder Assets Management Grant
That an expression of interest be completed by the Township of Central Frontenac for the Asset Management Program component of the Canada-Ontario Municipal Rural Infrastructuire Fund (COMRIF) for a grant in the amount of $8,117 and further
That the Township contribute $4,059 to this project (1/3rd funding) bringing the total project cost to $12,176.00 and that the municipal portion be allocated in the 2007 budget and further
That the Township advertise for a skilled accounting employee for a 4 month period to provide inventories, locate historical data, calculate depreciation and do data input and further
That a lap-top computer and related assets software module be also paid from this funding.

That Committee of Adjustment training be provided for the following committee members ( Janet, Normand, Phillip, Bob and Fran)And further that the sessions will be held in the evening a And the training will be provided by Sharon Beverly and further, that following the training the Committee review its member composition and procedures.

That staff circulate the draft Screening Policy for Employees and Volunteers dated February 12, 2007 to the Volunteer firefighters, Recreation Committees and O.P.P. for comment.

That the minutes of the Central Frontenac Economic Development Committee Meeting dated January 25, 2007 be received and further that staff be authorized to advertise for new members.

#93 Normand Guntensperger, John Purdon Recycling Committee - #1
That staff be authorized to negotiate an interim arrangement for recycling pick-up services at all municipal landfill sites for a period of 3 to 4 months and further
That the municipality review its recycling pick-up needs, waste transfer options and the issue of household hazardous waste with the intent of going to public tender by mid year.

#94 John Purdon, Normand Guntensperger Recycling - Hinchenbrooke
That That the services of Golder Associates Ltd. be retained to assist the municipality with submission of an application to MOE to establish a transfer site at the Hinchinbrooke Landfill Site for local waste and recyclables and further,
that staff be directed to make appropriate arrangements to establish transfer capabilities at the site for implementation by April 20, 2007.

That the Arden Landfill Site be closed for public use on Monday April 30, 2007 and that residents be notified of this scheduled closing and further, that the remaining waste capacity of the site and final closure grades be met through periodic waste transfers from other municipal locations for the balance of 2007.
