(These minutes will require approval/adoption at the next regular session of Council, scheduled for January 14, 2008)

 

Council met in regular session, Monday, December 10 at 7:00 p.m. at Mountain Grove.

 

Present:            Mayor, Janet Gutowski

                        Deputy Mayor, Bill Snyder

Councillors: Normand Guntensperger, Jeff Matson, John Purdon, Gary Smith, Councillor Phillip Smith

Absent:            Councillors Frances Smith and Bob Harvey

Also in attendance: Staff members John DuChene, Judy Gray, and Cathy MacMunn

Also in attendance: Craig Bakay – Gazette Reporter and Jeff Green – Frontenac News Reporter

 

The agenda was introduced. Deputy Mayor Snyder requested that an item be added under Public Works, re: level of service issue, Hincinbrooke Ward. The Clerk requested that a letter from the Ministry of Municipal Affairs and Housing re: Algonquin Land Claim and Municipal Official Plans – consultation, be added under Information and Miscellaneous Correspondence.

That the agenda for the December 10, 2007 meeting be adopted as amended.

Disclosure of pecuniary interest was then requested.

Councillor Matson declared potential conflict with the Public Works item 7b) Winter Ploughing Contract Amendment and item 7c) Accounts Payable.

 

The Minutes of the last meeting were then introduced.

That the 2008 Preliminary Budget Proposal for the Crow Lake School House Association be received and further that the materials be brought forward to the 2008 budget process.

That Council for the Township of Central Frontenac rescind resolution # 468  regarding additional Snow Plowing in Contract Area #1 (Matson and Sons Ltd..)

That Council for the Township of Central Frontenac approve the following road segments to be included within the Snow Plowing Contract Area #1 (Matson and Sons Ltd.) for the average additional call out rate of $ 225.00.

-Cranberry Lake Road(from Bull Lake Road to Boomhaur Road), Hayes Road, Hinchy Road, Clark Road (from the junction of Brock road to currently maintained route) and Woodcock Road.

That Council for the Township of Central Frontenac approve the Accounts Payable Reports dated November 22, and November 30, 2007.

That Council for the Township of Central Frontenac on the recommendation of the Treasurer write-off taxes for the following Roll Numbers as a result of an unsuccessful Tax Sale.

Roll # 10 39 040 060 05900 -$7,487.19 and that this property be vested to the municipality.

                        Roll # 10 39 040 020 07000-$85,462.10 for tax arrears and penalties                                   up to and including 2004. This property will be in Tax Sale position                                    Dec 31, 2007 and will be eligible to start the Tax Sale process in 2008.

Roll # 10 39 040 020 10401 -$9,786.50 and that this property be vested to the municipality

And further that the appropriate amount be charged back to the School Board and the County.

That Council for the Township of Central authorize the Treasurer to sign the Municipal Data Works Agreement with Ontario Good Roads Association for the transfer of data identified by the Treasury Department for the purpose of Fixed Asset Valuation.

That Council for the Township of Central authorize the borrowing of funds for the Medical Centre Project through a capital line of credit from the Royal bank to an amount of $500,000.

That Council for the Township of Central Frontenac approve in principle the request by Lisa Labett Wilson to Stop up and Close and convey to the Labbett family the road allowance at Lot 31, between Concession 1 & 2, Hinchinbrooke District..

That the Mayor and Clerk be authorized to sign an agreement between Marlene King and the municipality described as part of Lot 16, Concession 9,and being Part 1 & 2 on Plan 13R-19023, in the former geographic Township of Kennebec, now in the Township of Central Frontenac to fulfill conditions of severance requirements.

That the Council of the Corporation of the Township of Central Frontenac Township hereby appoints the following individuals to the Heritage Festival Committee; Jane Drew, Tom Dewey, John Purdon, Carol Coupland, Marcel Giroux and Janet Gutowski..

That the Council of the Corporation of the Township of Central Frontenac Township authorizes the Heritage Festival Committee to make application for funding under the Eastern Ontario Development Program and other such grant programs as the Committee may feel appropriate to meet its objectives.

Whereas Section 14 of the Procedural By-Law authorizes the appointment of a Deputy Mayor on an annul basis; how therefore Robert Harvey is hereby appointed by Council as Deputy Mayor of the Corporation of the Township of Central Frontenac for the period December 11, 2007 to the first regular Council meeting in December 2008.

That Council provide year end recognition to staff in the form of a turkey or ham to each full-time employee and chocolates for part-time staff with the municipality.

That By-Law 2007-252 being a by-law to appoint Brian Donaldson as the Investigator pursuant to Sections 8,9 and 10, and 239.1 of the Municipal Act 2001 as amended be read a first and second time this 10th day of December 2007.

That By-Law 2007-252 being a by-law to appoint Brian Donaldson as the Investigator pursuant to Sections 8,9 and 10, and 239.1 of the Municipal Act 2001 as amended be read a third time and finally passed this 10th day of December 2007.
