Council Minutes – September 26, 2006

Council met in regular session Tuesday, September 26, 2006 at 9:00 a.m. at the Community Hall, Sharbot Lake.

Present:  Mayor Bill MacDonald
       Deputy Mayor Frances Smith
   Councillors Bill Guigue, Janet Gutowski, Bob Harvey, Logan Murray, Jack
   Nicolson, Faye Putnam and Bill Snyder.

Also in attendance Heather Fox – Clerk Administrator, Bill Nicol – Public Works Manager, Mark MacDonald – Fire Chief, Jeff Green – Frontenac News Reporter and Craig Bakay – Gazette Reporter.

Several election candidates in the up coming election observed the meeting.

There were no delegations scheduled.

The following resolutions were presented.

That the agenda for September 26, 2006 be adopted as amended, as per agenda changes, to discuss vandalism, to discuss bonding for contractors, and to move 9 (q) to 7 (h)

        That the minutes of September 11, 2006 be adopted as circulated.
                                            Carried

That the Clerk be instructed to prepare a by-law for the next meeting to regulate the operation of all terrain vehicles on municipal highways within the Township of Central Frontenac, as per the sample by-law provided to Council.

That the report from the Public Works Manager outlining the costs of the improvements to the Tryon Road as per the petition submitted by the residents on the Tryon Road be received and deferred to the 2007 budget deliberations.

That the report from the Public Works Manager regarding exterior recycle bins for public facilities be received and deferred to 2007 budget deliberations and Public Works to investigate local supplier.

That the quotation in the amount of $7,600.00 plus taxes for renovations to the Arden Community Hall be received and awarded to Interior Zone.

That the request from Grant Wylie to trap municipal property at lot 14, 15, 16, Concession 8, Kennebec District be approved.

That the following be appointed to the Economic Development Committee for a two (2) year term:  Jane Drew, Brent Tullis, Gary Smith, Rosemarie Bowick, Doug Steele, and Roy Chornchus.

That the 2006 Economic Development Committee Budget be received and adopted.

That the accounts payable report dated September 21, 2006 in the amount of $39,783.09 be approved.

That invitation from the South East LHIN to attend their official opening in Belleville be received.

That the County of Frontenac Year 4 Joint Accessibility Plan 2006/2007 be received and adopted.

That the request for a $100.00 donation to support Arden Piano Concert be filed as request has been withdrawn.

That the contract for the fire hall at Wagner Road be awarded to Cornerstone Builders Ltd. in the amount of $475,000.00

That the correspondence/reports identified on the agenda as items 9 (a-p) be received for information.

Pursuant to Section 239 (2) of the municipal Act, 2001 that Council proceed In Camera to discuss, advice that is subject to solicitor-client privilege, including communications necessary for that purpose.
                                    Carried

        That the In Camera meeting return to regular Council.
                                            Carried

Pursuant to receipt of client-attorney privileged information, resolution #281-2006 is hereby rescinded.
                                            Carried

That the meeting adjourn until Tuesday, October 10, 2006 at 7:00p.m. at Mountain Grove.
                                    Carried

The meeting adjourned at 11:15a.m.
