Council Minutes – May 23, 2006

 

Council met in regular session Tuesday, May 23, 2006 at 9:00a.m. at the Community Hall, Sharbot Lake.

 

Present – Mayor, Bill MacDonald

               Deputy Mayor, Frances Smith

   Councillors, Bill Guigue, Janet Gutowski, Bob Harvey, Logan Murray, Jack

   Nicolson, Faye Putnam, and Bill Snyder.

 

Also in attendance Heather Fox – Clerk-Administrator, Jeff Green – Frontenac News Reporter, and Craig Bakay – Gazette Reporter.

 

There were no disclosures of Pecuniary Interest when the Mayor called for same.

 

Jeff McCann, O.P.P. Sergeant, attended to advise Council of the cleansing of their watercraft when travelling from one lake to another.

 

The following correspondences/reports were received for information:

(a)    Economic Development Committee minutes, March 2 and April 6.

(b)   Rural Library hour changes.

(c)    Olden District Recreation Committee minutes.

(d)   Frontenac County Council minutes.

(e)    Newspaper clipping form the forum Councillor Gutowski attended in Perth.

(f)     Quinte Conservation Media Release.

(g)    Construction details for March and April.

(h)    Kennebec District Recreation Committee minutes.

(i)      South Stormont Resolution.

(j)     Municipality of Leamington Resolution.

(k)   Correspondence from Mississippi Valley Conservation Authority.

That By-law #2006-211, being a by-law to adopt the estimates for the sums required during the year 2006 for the purposes of the Township of Central Frontenac and to set the appropriate tax rates be read a first and second time.

That the request from Councillor Gutowski to have the Economic Development Committee arrange a meeting with the lake associations similar to last year be approved and the following dates suggested, July 2006.

That the letter from Frances Thurlow enquiring as to whether the Conservation Authorities will be regulating the wetlands identified in the townships Official Plan, be received and referred to staff for a response.

That the Council of the Township of Central Frontenac award the contract to erect the salt storage facility at the Godfrey Works yard to Derrick’s Construction in the amount of $239,740.00, plus taxes.

That the Council of the Township of Central Frontenac award the engineering proposal for Road 38 Rehabilitation to Genivar Consulting Group Ltd. as per their RFP.

That the tender contract for surface treatment be awarded to the lowest bidder, Smith Construction Ltd. in the amount of $318,347.47.

Due to the fact that the brush burning location must be re-located at the Mountain Grove Waste Disposal site and there is no easily accessible location to use, that the practice of burning at that site be discontinued and that brush for burning be taken to the Elbow Lake Site burning area.

That the request to amend the open air burning by-law to ban burning within the villages be referred to the Fire Chief for a report to Council for the 1st meeting in June for discussion.

That the following members be appointed to the Kennebec District Recreation Committee for the year 2006:  Kelly Wilson, Rochelle Cahoon, Bill Miles, Rhonda MacFarland, Dave McCourt, Sheila McCourt, Peter Wadham, Rosemary Wadham, Diane Nicolson, Rene Kirk, Judy Paddick, Pat Tucker, Si Tucker, Al Scott, Dora Scott, Mardi Brown, Vera Steele, Helen Praskey, Gloria Smiley, Judy Kennedy, Wilma Ardnt, Edith Nitsche, Ina Hunt and Wanda Harrison.

That the accounts payable reports of May 5, 2006 in the amount of $58,740.62, May 11, 2006 in the amount of $266,170.62 and May 16, 2006 in the amount of $35,179.50 be approved for payment.

Whereas Central Frontenac provides facilities for recreational use and whereas the citizens of Central Frontenac use those facilities and whereas Central Frontenac wishes to be proactive in its recreational policy, be it resolved the Central Frontenac Council invite submissions from interested individuals and sports and recreation associations concerning future needs for facilities or required improvements in facilities located in Central Frontenac.
