Council Minutes - March 28, 2006
Council met in regular session, Tuesday, March 28, 2006 at 9:00 a.m. at the Community Hall, Sharbot Lake.

Present:
Mayor, Bill MacDonald
Deputy Mayor, Frances Smith
Councillors - Bill Guigue, Bob Harvey, Logan  Murray, Jack Nicolson, and
Faye Putnam
 Absent: Janet Gutowski and Bill Snyder.
Also in attendance: Heather Fox - Clerk Administrator, Bill Nicol - Public Works Manager, Chris Matheson - Information Technologist and Jeff Green - Frontenac News Reporter.
No members of the public attended.
Clerk Administrator, Heather Fox declared a conflict of pecuniary interest on item #7(a) of the agenda.

Gary Racine and Richard Chippingdale attended to discuss the 5% requirement should the shareholders of Bridgen's Island proceed to a plan of subdivision to ascertain titles to properties.

Glenn and Mary Stinson attended to request permission to use the unmaintained "Old Tryon Road".

That the request from Bridgen's Island Associates to waive the 5% requirement pursuant to By-law #1999-36, be approved

That the request from Glenn and Mary Stinson to upgrade the unmaintained Old Tryon Road in order to access their property on lot 6 Concession 8, Olden District be approved subject to a plan of survey being prepared and registered at the Registry Office, Kingston; that proof of liability insurance be provided to the Township of Central Frontenac yearly protecting the municipality against any liability; that there will be no encroachment or disturbance of abutting properties now or in the future; that Mr.and Mrs. Stinson post a sign at the start of the Old Tryon Road stating that the road is not maintained by the township and use at own risk and that the Stinson's ensure the sign is kept posted; that Mr. and Mrs. Stinson provide documentation to the Township of Central Frontenac of any work intended for the said Old Tryon Road; that any construction will not adversely affect any wetlands or the environment; that the township does not intend to maintain the Old Tryon Road or assume any liability for same; and that the Old Tryon Road be built to the Private Road Standard adopted by the Township of Central Frontenac

That the Mayor and Clerk be authorized to sign the Transfer/Deed of Land between Gerald Mika and the municipality described as part of Lot 3, Concession 2, being Part 3 on Plan 13R-18198, Olden District to rectify an old error and further that the municipality will be responsible for the cost of registration

That the request from the Crow Lake Community Association to include $2,000 for labour, material and equipment contribution in the 2006 budget, a grant $2,000 for labour, material and equipment contribution in the 2006 budget, a grant of $2,500 for electrical work in the 2007 budget and a grant of $2,000 in the 2008 budget, subject to approval of the Trillium Grant, be approved

That the Council of the Corporation of the Township of Central Frontenac supports the 2006 Census and encourages all residents to complete their census forms online at www.census2006.ca or by mail by Tuesday, May 16, 2006, so that accurate and complete data will be available to support programs and social services that benefit us all.

Mayor's Proclamation
WHEREAS: Statistics Canada will conduct the Censuses of Population and Agriculture on Tuesday, May 16, 2006; and
WHEREAS: the Corporation of the Township of Central Frontenac supports the census because grants are provided to our township based on a complete enumeration; and
WHEREAS: census information is vital to support policy analysis and public debate by governments, business and public debate by governments, businesses and institutions for a wide variety of social and economic issues such as health, immigration, education, training, housing, income support, and the environment; and
WHEREAS: the Statistics Act of Canada requires that personal information provided on census questionnaires will be kept strictly confidential; and
THEREFORE: I, Bill MacDonald, Mayor of the Township of Central Frontenac do hereby declare the week of May 14 to 20 as CENSUS WEEK in Central Frontenac and call upon all residents to complete and return their census questionnaire online at www.census2006.ca or by mail by Tuesday, May 16, 2006

That the letter from the Ontario Federation of Anglers and Hunters asking Council to revisit the decision not to allow Sunday Hunting and provide an opportunity for public input and discussion to come back to council at a later date, giving public the opportunity to voice their views by letter or the internet
