Council Minutes – June 27, 2006

 

Council met in regular session Tuesday, June 27, 2006 at the Community Hall, Sharbot Lake.

 

Present:            Mayor, Bill MacDonald

                        Deputy Mayor, Frances Smith

                        Councillors – Bill Guigue, Janet Gutowski, Bob Harvey, Logan Murray,

Jack Nicolson, Faye Putnam, Bill Snyder

 

Also in attendance – Cathy MacMunn – Deputy Clerk, Jeff Green – Frontenac News Reporter, and Craig Bakay – Gazette Reporter.

 

No members of the public attended other than those scheduled on the agenda.

 

There were no disclosures of pecuniary interest when the Mayor called for same.

 

Patricia Dawson of the ATV Club made a presentation to council requesting that a by-law be passed to allow ATV’s to travel on Municipal Roads.  Other members of the Club accompanied her.

(d)   Ministry of Municipal Affairs News Release.

(e)    Resolution of the Town of Niagara of the Lake.

(f)     Resolution of the Township of Leeds & The Thousand Islands.

(g)    Resolution of the National Farmers Union (Via AMO).

(h)    AMO Alerts.

(i)      Information report on Official Plan Research & Internet access.

(j)     Information report on bag tags sales at the waste disposal sites.

(k)   Construction details for May, 2006.

 

The following resolutions were presented:

That the agenda of June 27, 2006 be adopted as amended to add Cottage Meeting information, and Motion to tender two halls.

                        That the minutes of June 12, 2006 be adopted as circulated.

That the presentation from Patricia Dawson of the ATV Club be received for review.

That the staff report requested by council on 4 vacant properties in Tichborne be received and the following action taken, Petro Canada  contacted asking for their plans for these buildings.

That the Mayor and Clerk be authorized to sign the agreement between Cheryl Matson and the Municipality described as part of Lot 8, concession 9, in the District of Olden, Township of Central Frontenac as a condition of severance.

That the Mayor and Clerk be authorized to sign the agreement between Milton Lacelle and the Municipality described as part of Lot 1, concession 4, being Parts 1,2, and 3 on Plan 13R-18363 in the District of Olden, Township of Central Frontenac as a condition of severance.

That information from Intake 3 for COMRIF funding be received and that staff investigate the possibility to apply for upgrading, construction, and hard topping of 100 Kilometers of high traffic gravel road,  as determined by the public works manager.  Report to be received at July 25, 2006 meeting for discussion.

That the Accounts Payable Reports dated June 8, 2006 - $130,143.57; June 15, 2006 - $394,971.37 and June 16, 2006 - $371,825.44 be approved for payment.

Pursuant to Section 357 and 358 of the Municipal Act the assessment be reduced on Roll Number 1039 040 020 09810 in the amount of $6,000 for 2005 and 2006 and further that Council approve an adjustment of taxes for related years.

That Council approve the following apportionments of Assessment: Roll Numbers 1039 040 010 04800, 1039 040 010 04820, 1039 060 02007200 and 1039 060 020 07205, 1039 080 040 20200 apportioned with MTO for road purposes as recommended by MPAC for 2006.

That By-law #2006-213, being a by-law to authorize participation in the Ontario Municipal employees Retirement System (OMERS) in respect of the employees of the Township of Central Frontenac be read a first and second time.

That By-law #2006-213, being a by-law to authorize participation in the Ontario Municipal employees Retirement System (OMERS) in respect of the employees of the Township of Central Frontenac be read a third and final time and passed

That By-law #2006-214, being a by-law to authorize the execution of the Funding Agreement under Intake 2 of the Canada-Ontario Municipal Rural Infrastructure Fund (COMRIF) and designating the signing officers be read a first and second time.
