Council Minutes – August 14/06

 

Council met in regular session Monday, August 14, 2006 at the Community Hall, Mountain Grove.

 

Present:  Mayor, Bill MacDonald

               Deputy Mayor, Frances Smith

               Councillors:  Bill Guigue, Janet Gutowski, Bob Harvey, Jack Nicolson, Faye

               Putnam, and Bill Snyder.

 

Absent:  Councillor Logan Murray.

 

Also in attendance Heather Fox – Clerk Administrator, Jeff Green – Frontenac News Reporter, and Craig Bakay – Gazette Reporter.  Cathy MacMunn – Planning Coordinator attended for item 5 (a) on the agenda.

 

2 members of the public attended other than those scheduled on the agenda.

 

There were no disclosures of pecuniary interest when the Mayor called for same.

 

Brian Wylie attended for the Zoning amendment.  No objections were received.

 

Glenn Tunnock, Planning Consultant presented Amendment #1 to the Official Plan as a result of public meetings held in February, 2006.

 

Margaret Taylor, Brian Garnier and Heather O’Reilly attended to request burning in barrels in Central Frontenac be abolished based on information provided on the health and environmental adverse affects of such burning,

 

Bernie Dertinger and 3 others attended to request maintenance on the Baker Valley Road beyond the Red Oak Road.

The following resolutions were presented:

                        That the agenda of August 14, 2006 be adopted as presented.

That By-law #2006-217, being a by-law to amend By-law #2002-120 as amended by changing the zoning of certain lands shown on Schedule “A” legally described as Part of Lot 2, Concession 4, Olden District from Waterfront Residential (RW) Zone to Waterfront Residential Exception (RW-X18 and RW-X19) be read a first and second time.

That By-law #2006-217, being a by-law to amend By-law #2002-120 as amended by changing the zoning of certain lands shown on Schedule “A” legally described as Part of Lot 2, Concession 4, Olden District from Waterfront Residential (RW) Zone to Waterfront Residential Exception (RW-X18 and RW-X19) be read a third and final time and passed.

That Glenn Tunnock’s presentation of Amendment No.1 to the Official Plan be received and the Public Meeting date set for September 23/06, Open House 10-12 and Public meeting at 1:00 p.m. in Mountain Grove.

That the request from Margaret Taylor and others, to ban burning in barrels be received for information and consideration at the end of the permit season, October 31, 2006.

That the request from Bernie Dertinger on behalf of property owners in the Gray subdivision to provide maintenance on the Baker Valley Road beyond the Red Oak Road be received and become part of the dialogue regarding maintenance on unassumed township roads.

That the staff report regarding application for Intake 3 of COMRIF be received and an application not be submitted at this time.

That the accounts payable report dated July 21, 2006 in the amount of $78,909.33 be approved for payment.

That the Council of the Township of Central Frontenac approve the following apportionments of Assessment: 

Roll Numbers 1039 010 020 14600 and 1039 010 020 21300.

Roll Numbers 1039 040 020 09000, 1039 040 020 09100 and 1039 040 020 09500 as recommended by MPAC for 2006.

That the request from the Land O’Lakes Tourist association for a donation of $6,000 to continue marketing our area be approved.

That the Mayor and Clerk be authorized to sign the agreement between Tay Valley Township and the Township of Central Frontenac for Fire Protection Services.

That the report of the Livestock Valuer for the loss of a colt to wolves be received and the compensation be paid pursuant to the report.

That the Cenotaph in the village of Arden is hereby presumed to be owned by the Township of Central Frontenac, and the repairs be undertaken by the township.

That the meeting adjourn until Tuesday, August 29th at 9:00 a.m. at Sharbot Lake or the call of the Mayor.

After discussion the motion resulting from Notice of Motion was withdrawn.
