Council Minutes – April 10, 2006
Council met in regular session, Monday, April 10, 2006 at 7:00 p.m. at the Community Hall, Mountain Grove.

Present:
Mayor, Bill MacDonald
Deputy Mayor, Frances Smith
Councillors - Bill Guigue, Bob Janet Gutowski, Bob Harvey, Logan Murray, Jack Nicolson, and Faye Putnam.
 Absent: Councillor Bill Snyder.
Mayor MacDonald retired from the meeting at 9:00 p.m.  – Deputy Mayor Frances Smith assumed the chair.  Also in attendance: Heather Fox - Clerk Administrator, Jeff Green - Frontenac News Reporter.
3 members of the public attended for the full meeting.  Others attended regarding issues under the delegation portion of the meeting.

No one attended either in support of or in opposition to the proposed road allowance closure application by Mary Courneyea.

Glen Jackson attended on behalf of FEP to request Council’s support and endorsement of workshops regarding septic systems.

Michael MacDonald attended on behalf of the Ontario Federation of Anglers and Hunters to discuss Sunday gun hunting on Private Land and Crown Land during regular hunting seasons.

Glenn Tunnock and Andrew Pascuzzo attended to discuss the Issues paper as a result of the public meetings on the Official Plan 5 year review.

The following Correspondence/Reports were received for information:

(b)    Around the Rideau Brochure.
(c)    E-mail from Harold Dobbie re:Sunday gun hunting.
(d)    AMO Alert.

The following resolutions were presented:

That the agenda of April 10, 2006 be adopted as amended, reverse delegation 3 and 4, item 12 be discussed before item 10 on agenda.

        That the minutes of March 28, 2006 be adopted as circulated.

That the value of the sale of the land (road allowance) to be sold to Mary Courneyea between lots 20 and 21, concession 10, Kennebec District be established at $644.00.

That by-law #2006-209, being a by-law to stop up, close and sell part of the original road allowance as set out and described as all that part of the road allowance between lots 20 and 21, Concessions 10 in the District of Kennebec, in the Township of Central Frontenac and designated as Parts 1 and 2 on Reference Plan 13R18250 be read a first and second time.

That by-law #2006-209, being a by-law to stop up, close and sell part of the original road allowance as set out and described as all that part of the road allowance between lots 20 and 21, Concessions 10 in the District of Kennebec, in the Township of Central Frontenac and designated as Parts 1 and 2 on Reference Plan 13R18250 be read a third and final time and passed.

That the presentation by Glenn Jackson, Chair of the FEP regarding their focus for the coming year being “septic systems”; and workshops being held to support re-inspection programs be received and Mr. Jackson thanked for the presentation.  And that Mr. Jackson’s request for endorsement and assistance in publicizing these workshops as well as the township’s participation in the planning of these workshops be approved

That the Issues Paper on the Official Plan 5 year review, as presented by Glenn Tunnock be received for information and recommend the update process continue.

That the request from the Ministry of Natural Resources to allow Sunday Gun Hunting on private land during gun hunting seasons within the Township of Central Frontenac be approved.

That the staff update on the Railway Museum project be received for information and further discussion be deferred to budget deliberations.

That the Accounts Payable Reports dated March 23, 2006 in the amount of $865,152.87 and March 28, 2006 in the amount of $19,963.99 be approved for payment.

That the free dump pass to allow one free load of garbage per residence between June 2006 and October 14, 2006 be issued with the same conditions as 2005 and only used at Olden and Oso Waste Disposal Sites.

That the Mayor and Staff be directed to contact the Sharbot Lake OPP to discuss responsible boating practices with reducing the risks of spreading invasive species within the bodies of water within Central Frontenac.

That the request from Land O’Lakes Communications network to extend the lease on 1020 Wagner Road to September 30, 2006, be approved and a request for proposal to extend service on a fee basis.

Whereas the Township of Central Frontenac provides landfill sites for its ratepayers to allow citizens to dispose of waste in a responsible manner and;
Whereas ratepayers are required to purchase garbage bag tags in an effort to encourage citizens to reduce, re-use and recycle and assist with costs associated with management of landfill sites and;
Whereas bag tags are currently available only at the township office during business hours or by mail and;
Whereas it is a hardship for many ratepayers to visit the township during business hours due to circumstances such as employment or seasonal use of their properties and;
Whereas ordering bag tags by mail is time consuming and inconvenient for many ratepayers who are making every effort to dispose of waste responsibly;
Be it therefore resolved that the Township of Central Frontenac introduce a system whereby bag tags purchase will be available at Waste Disposal sites within the township;
Be it resolved that every effort be made that this system is in place by the end of May of 2006.
