Township Council Minutes - November 28, 2005

COUNCIL MINUTES – November 28, 2005

 

Council met in regular session, Tuesday November 28, 2005 at 9:00 a.m., at the Community Hall, Sharbot Lake.

 

Present – Mayor, Bill MacDonald

                Deputy Mayor, Faye Putnam

                Councillors – Bill Guigue, Janet Gutowski, Bob Harvey, & Bill Snyder.

Absent – Councillors – Logan Murray, Jack Nicolson, and Frances Smith.

 

Also in attendance – Heather Fox -  Clerk-Administrator, Bill Nicol – Public Works Manager, Jeff Green – Frontenac News Reporter & Kristina Chryssanthis – Gazette Reporter.

 

There were no disclosures of pecuniary interest when the Mayor called for same.

 

No one attended either in favour of or in opposition to the changes to the Road naming by-law.

 

Dr.Peter Bell attended to provide Council with an update on the Family Health Team and the proposed expansion of the Medical Centre.

The following resolutions were presented:

That the agenda of November 29, 2005, with the addition of 7(L) – Mural Project be adopted as presented.

                        That the minutes of November 14, 2005 be adopted as circulated.

That Schedule “A” to By-law number 2002-125 be amended to add Louden Lane, Oak Bluffs Road, MacDonald Lane and Wemp Lane; and further that the spelling of McCrimmon Road be corrected to MacCrimmon Road and Lost Lane changed to Ivy Lane, be read a first and second time.

                                                                                                Carried.

That Schedule “A” to By-law number 2002-125 be amended to add Louden Lane, Oak Bluffs Road, MacDonald Lane and Wemp Lane; and further that the spelling of McCrimmon Road be corrected to MacCrimmon Road and Lost Lane changed to Ivy Lane, be read a third and final time and passed.

                        That resolution #427-2005 be lifted from the table.

That the recommendation from the District 4 Hinchinbrooke Recreation Committee to purchase a prefabricated steel building from Gerald Howes for use as a storage building and change facility at the Tichborne Rink as per the submission, be approved.

That the quote from Hopkins & Cormier Surveying Limited regarding the K & P Station Area be approved and authorized to proceed.

That the Mayor and Clerk be authorized to sign the agreement between Lawrence and Jessie Kennedy and the Municipality described as being that part of Lots 1 and 2, Concession 7 and being part 1, 13R-18054 Oso District, as a condition of Severance.

That the appraisal from Rivington & Associates for the part of the road allowance at Lot 21, between Concession 6 & 7, Kennebec District in the amount of $1,000, not be accepted and the selling price be established at $3,000.

That the request from Cindy Cassidy, of Eastern Ontario Trails Alliance to hold a special meeting with Council to encourage Central Frontenac Township to reconsider its withdrawal from the purchase of the CP trail from Havelock to Glen Tay which lies within the boundaries of Central Frontenac, be approved and the meeting date established as December 6, 7 or 13/05.

That Council thank Dr. Peter Bell for the update on the Family Health Team and support the project in principle.

That the request from the Sharbot Lake Legion regarding the Community Safety Net and a Drug Safety Program to make a donation to the program, be received and that while Council supports the program in principle a donation will not be made.

That the information for the OGRA/ROMA combined Conference in Toronto on February 19 – 22, 2006 be received and the following to attend, Jack Nicolson, Janet Gutowski, Bill MacDonald, Bill Guigue, Bob Harvey, and Logan Murray.

That the invitation from Quinte Conservation to attend a Christmas Social on December 1, 2005 at the Belleville Office, be received.

That the accounts payable be paid in the amount of October 27, 2005 - $65,378.95 and November 14, 2005 - $347,826.99

                        That the following apportionments of assessment be approved:

That the resolution of the Town of Midland to request the Province of Ontario to end its continued downloading of Provincial programs and use of Municipal property tax dollars for the subsidizing of provincial health and social programs; and that the Provincial Government work with the association of Municipalities of Ontario to develop a plan to begin the uploading of provincial program costs back to where they belong, be endorsed and the appropriate letters sent.

                                                                                                Carried.

That the December meeting be re-scheduled to Tuesday, December 13th at 9:00a.m. at the Community Hall, Sharbot Lake, followed by a catered luncheon.

That the report submitted by Councillor Gutowski regarding the Central Frontenac Heritage Mural Project be received.

                                                                                                Carried.

That should there be a shortfall in fund raising for the mural project by December 22, 2005, that the township make funds available to the Economic Development Committee to a maximum of $2,000.00 and that the committee to continue fund raising and all fund raising used to return the funds provided by the municipality.

That the reports/correspondence identified on the agenda as items 9(a-l) be received for information.

Pursuant to Section 239(2) of the Municipal Act, 2001 that Council proceed In Camera to discuss:

Personal matters about an identifiable individual, including municipal or local board employees, and litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board.

                        That the In Camera meeting return to regular Council.

That the meeting adjourn until December 13, 2005 or the call of the Mayor.
