COUNCIL MINUTES – June 13, 2005

 

Council Met in regular session Monday, June 13, 2005 at Community Hall, Mountain Grove at 9 p.m.

 

Present – Mayor, Bill MacDonald

                Deputy Mayor, Faye Putnam

                Councillors – Bill Guigue, Janet Gutowski, Bob Harvey, Logan Murray, Jack

                                       Nicolson, Frances Smith, & Bill Snyder.

 

Also in attendance – Heather Fox, Clerk-Administrator, Bill Nicol – Public Works Manager, Jeff Green – Frontenac News Reporter, and John Chambers – Gazette Reporter.

 

5 members of the public attended.

 

There were no disclosures of pecuniary interest when the Mayor called for same.

 

The following correspondence/reports were received for information:

(a)  Reminder of meeting with Associations on July 9, 2005.

(b)    May construction details.

(c)     Land O’Lakes Tourist Association Newsletter.

(d)    Letter from MPAC – permanent trailers in campgrounds.

(e)     Sharbot Lake Beach washroom facility up-date.

(f)      Office renovations up-date.

(g)     GIS update.

(h)     Ministry of Labour – Legislation introduced to end mandatory retirement.

(i)       Villages Beautiful up-date.

(j)      M.O.E. memorandum reg.252/05 – Drinking water system serving non-residential and seasonal residential uses.

(k)    Resolution of the City of Cambridge.

(l)       Amo Alerts

(m)   Toronto Legislation.

(n)     Roads Committee minutes – May 31, 2005.

 

Dianna Bratina, Frontenac County Economic Development Manager attended to seek Council’s support to proceed as the primary contract for a County-Wide application to the Under Serviced Area Program.

 

The following resolution were presented:

 

#221                Frances Smith, Faye Putnam.

That the agenda of June 13, 2005 be amended as follows, Emergency Personnel Issue.

                                                                                    Carried.

 

#222                Faye Putnam, Frances Smith.

                        That the minutes of May 24, 2005 be adopted as circulated.

                                                                                                            Carried.

 

#223                Bob Harvey, Frances Smith.

That by-law #2005-187, being a by-law to amend by-law #2002-120 to rezone certain lands described as lot 1 Concession 6, Hinchinbrooke District and as shown on Schedule “A” from Rural and EP-1 to Rural Special Exception Zone, be read a first and second time.

#224                Bob Harvey, Frances Smith.

That by-law #2005-187, being a by-law to amend by-law #2002-120 to re-zone certain lands described as lot 1 Concession 6, Hinchinbrooke District and as shown on Schedule “A” from Rural and EP-1 to Rural Special Exception Zone, be read a third and final time and passed.

                                                                                    Carried.

#225                Frances Smith, Bob Harvey.

That by-law #2005-186, being a by-law to amend by-law #2002-120 to re-zone certain lands described as part lots 5 and 6, Concession 1, Hinchinbrooke District and as shown on Schedule “A”, from Rural to Rural Special Exception Zone, be read a first and second time.

                                                                                                            Carried.

 

#226                Frances Smith, Janet Gutowski.

                        That by-law #2005-186, being a by-law to amend by-law #2002-120 to rezone certain lands described as part lots 5 and 6, Concession 1, Hinchinbrooke District and as shown on Schedule “A”, from Rural to Rural Special Exception Zone, be read a third and final time and passed.

#227                Janet Gutowski, Frances Smith.

                        That the request from Dianna Bratina, Manager of Economic Development for the County of Frontenac to seek the support of the Township of Central Frontenac to proceed as the ‘primary contact’ for a County-wide application to the Under serviced Area Program, be approved.

                                                                                                            Carried.

 

#228                Logan Murray, Frances Smith.

                        That the accounts payable be approved for payment as follows: May 31, 2005 - $53,120.95 and June 2,2005 - $9,416.52.

                                                                                                            Carried.

 

#229                Logan Murray, Frances Smith.

                        Pursuant to Sections 357 and 358 of the Municipal Act, 2001, the assessment be reduced in the amount of $26,000 on roll number 1039 080 030 14700 as building has been demolished, and that the taxes be adjusted accordingly.

                                                                                                            Carried.

 

#230                Logan Murray, Bill Snyder.

That the request from the Parham Agricultural Society for financial support be received and a donation in the amount of $1,000 made.

                                                                                    Carried.

 

#231                Logan Murray, Bob Harvey.

That the information for the Ontario East Municipal Conference to be held in Kingston on September 14, 15 and 16 be received and the following Councillors authorized to attend, Janet Gutowski and Faye Putnam.

                                                                                    Tabled.

 

#232                Bill Guigue, Frances Smith.

That the notification from the Ministry of Environment for a permit to take water from Ducks Unlimited at part lot 28, Concession 11, Kennebec District be received for information.

                                                                                    Carried.

 

 

 

 

 

 

#233                Logan Murray, Bill Guigue.

That the request from the Public Works Department to purchase a used 4 X 4 pick-up truck to replace the 1994 chev pick up, and the expenditure to be made with the under run of the Cab & Chassis and plow equipment tender be postponed until we have a discussion of vehicle use.

                                                                                    Defeated.

 

#234                Frances Smith, Janet Gutowski.

That the Public Works Manager be authorized to purchase a used 4 X 4 pickup Truck to be used as a Service vehicle.

                                                                                    Carried.

 

#235                Bill Snyder, Logan Murray.

Pursuant to the report from the Public Works Department advising that the surface treatment tender was awarded under budget, Council hereby authorized the Public Works Department to do the further hard toping as per the report from Public works.

                                                                                    Carried.

 

#236                Frances Smith, Janet Gutowski.

That the report and recommendation of the Clerk dated May 24, 2005 regarding staff Performance Review be approved.

                                                                                    Carried.

 

#237                Bill Guigue, Logan Murray.

That the letter from Morrison Hershfield regarding the detail design for Highway 7 Rehabilitation and Passing Lane construction,  from 0.6 km West of Road 38 to Wemyss be received for information.

                                                                                    Carried.

 

#238                Janet Gutowski, Bill Snyder.

That the announcement of available funding through the Eastern Ontario Development Fund be received, and the following projects submitted for funding, The Central Frontenac Heritage Mural Project.

                                                                                                            Carried.

 

#239                Bill Snyder, Janet Gutowski.

That the summer schedule (July and August) for Council meetings be reduced to 1 meeting per month, being the first meeting each month.

                                                                                    Carried.

 

#240                Janet Gutowski, Frances Smith.

That the invitation from Highway #7 Community Development Corp. to attend the formal announcement ceremony for the receipt of a $25,000. Ontario Trillium Foundation grant be received; and that Mayor MacDonald will bring greetings from Council; and further that as many members of Council will attend as possible.

                                                                                                            Carried.

#241                Bill Snyder, Bill Guigue.

That the report/correspondence identified on the agenda as items 9(a-n) be received for information.

                                                                                    Carried.

 

#242                Janet Gutowski, Bill Snyder.

Pursuant to Section 239 (2) of the Municipal Act, 2001 that Council proceed In Camera to discuss, personal matter about an identifiable individual, including municipal or local board employees.

                                                                                    Carried.

 

#243                Frances Smith, Janet Gutowski.

                        That the In Camera meeting return to regular Council.

                                                                                                            Carried.

 

#244                Bill Guigue, Bill Snyder.

That the meeting adjourn until Tuesday, June 28, 2005 at 9:00 a.m. Sharbot Lake.

                                                                                    Carried.

 

The meeting adjourned at 9:30 p.m.
