Township Council Minutes - July 11, 2005

COUNCIL MINUTES – July 11, 2005

 

Council met in regular session Monday, July 11, 2005 at the Community Hall, Mountain Grove at 7p.m.

 

Present – Mayor, Bill MacDonald

                Deputy Mayor, Faye Putnam

                Councillors – Bill Guigue, Janet Gutowski, Logan Murray,

   Jack Nicolson, Frances Smith, & Bill Snyder.

 

Absent – Councillor – Bob Harvey.

 

Also in attendance – Cathy MacMunn, Deputy Clerk, Bill Nicol – Public Works Manager, Jeff Green – Frontenac News Reporter and John Chambers – Gazette Reporter.

 

4 members of the public attended other than those scheduled on the agenda.

 

There were no disclosures of pecuniary interest when the Mayor called for same.

 

Norm Landry attended on behalf of the Railway Museum.  He suggested Council consider a multi purpose building to house the Library and High End Office Space for rent and that the building would be a municipal building.  His Committee respectfully requested a reply by October as they do not want to start fundraising if this is not a viable option.

The following resolutions were presented.

That the agenda of July 11, 2005 be amended by public meeting date discussed.

#272                Jack Nicolson, Bill Guigue.

That the minutes of June 28, 2005 be amended by changing Bill Robinson to Bill Robertson and #269 safe change to save.

                                                                                                            Carried.

That the Council Thanks Norm Landry for the update on the railway museum and looks forward to a further report in the fall and will continue to offer its support.

                                                                                    Carried.

 

 

 

#274                Janet Gutowski, Jack Nicolson.

That the recommendation from the Quinte Conservation Authority to remove two policies that currently allow building in the flood plain be removed so that the policy would read that there will be “no” building in the flood plain be approved.

                                                                                    Tabled.

 

#275                Janet Gutowski, Frances Smith.

That the letter from Amanda MacDonald, 2005 Kids of Steel Race Director advising of the Kids of Steel Triathlon at Sharbot Lake on Sunday, August 14th, 2005 be received and reviewed, and approved, subject to the following conditions: Signage at Parham Notify Public to Detour, Engage the media i.e. Radio, Highway #7 Signage, Engage O.P.P., Event Rep’s must meet with Public Works Manager to discuss event.

#276                Bill Snyder, Logan Murray.

That the resolution of the County of Frontenac to continue to petition the Province of Ontario, through the Ministry of Labour, to amend Ontario Regulation 285/01 to include a full exemption from Part VII of the Employment Standards Act, 2000, as amended for paramedics in the employment of municipalities, other service delivery agents or delegates across the Province of Ontario be endorsed and appropriate letters sent.

                                                                                                            Carried.

 

#277                Bill Snyder, Logan Murray.

That accounts payable reports dated June 27, 2005 in the amount of $5,500.00, June 29, 2005 in the amount of $432,938.66 and July 6, 2005 in the amount of $566,165.70 be approved for payment.

                                                                                    Carried.

 

#278                Bill Snyder, Frances Smith.

That the request from the Public Works Department for direction from Council regarding the Arden and Elbow Lake Waste Disposal Sites be received, a waste committee, Janet Gutowski, Bill Snyder, Logan Murray, should meet with Public Works Manager to discuss options and recommendations for future direction for landfills.

                                                                                                            Carried.

 

#279                Janet Gutowski, Frances Smith.

That the request from the Land O’Lakes Tourist Association for a donation be approved in the amount of $6,000.00 as per the 2005 budget adopted by Council.

                                                                                    Carried.

 

#280                Bill Snyder, Logan Murray.

That an application be submitted for funding at the Tichborne, Mountain Grove and Arden Rinks and that the Central Frontenac Soccer Association be provided with a copy of information on this grant.

                                                                                    Carried.

 

#281                Janet Gutowski, Frances Smith.

That the request under Section 3(a) of the Township of Central Frontenac Noise By-law to play music until 1:00a.m. on September 4, 2005 at Camp Kennebec for a wedding and reception be approved.

                                                                                    Carried.

 

 

 

 

 

#282                Frances Smith, Bill Guigue.

That the request from the Crow Lake Community Association for financial assistance with fence repairs at the former Crow Lake Public School be approved in the amount of $500.00, and financed from the 5% account.

                                                                                    Carried.

 

#283                Frances Smith, Faye Putnam.

That Council support the request from the Family Health Team for the Township of Central Frontenac to be the Corporate body for the proposal for funding; and further that the Treasurer and the Audit Firm determine the appropriate accounting methods for this proposal.

                                                                                                            Carried.

 

#284                Frances Smith, Faye Putnam.

That the items identified on the agenda as 9 (a-l) be received for information.

                                                                                    Carried.

 

#285                Faye Putnam, Frances Smith.

Pursuant to Section 239(2) of the Municipal Act, 2001 that Council proceed In Camera to discuss: personal matters about an identifiable individual, including municipal or local board employees

                                                                                                            Carried.

 

#286                Bill Guigue, Frances Smith.

                        That the In Camera meeting return to regular Council.

                                                                                                            Carried.

 

#287                Bill Guigue, Faye Putnam.

That the In Camera report submitted by the Clerk-Administrator, dated July 11, 2005 regarding employee advancement to the next step on the salary grid for staff members be approved.

                                                                                    Carried.

 

#288                Faye Putnam, Bill Guigue.

That the meeting adjourn until Monday, August 8, 2005 at 7:00p.m. at Mountain Grove or the call of the Mayor.

                                                                                    Carried.
