Township Council Minutes - August 8, 2005

COUNCIL MINUTES – August 8, 2005

 

Council met in regular session Monday, August 8, 2005 at the Community Hall, Mountain Grove at 7p.m.

 

Present – Mayor, Bill MacDonald

                Deputy Mayor, Faye Putnam

                Councillors – Bill Guigue, Bob Harvey, Janet Gutowski, Logan Murray,

   Jack Nicolson, Frances Smith, & Bill Snyder.

Also in attendance – Cathy MacMunn, Deputy Clerk, Jeff Green – Frontenac News Reporter and John Chambers – Gazette Reporter.

 

7 members of the public attended other than those scheduled on the agenda.

 

There were no disclosures of pecuniary interest when the Mayor called for same.

 

Doug Brown was in attendance for the public hearing on his proposed zone change.

 

Vicky Leakey from K.P.M.G. attended to present the 2004 financial statements.

 

Steve Roberts, Hollie Kew attended on behalf of the County of Lennox & Addington accompanied by Terry Shea from the Land O’Lakes Tourist Association to discuss installation of 8 signs in Central Frontenac as part of their trail.

 

Maurice Woodcock attended to request an update on Garrison Shores.

That the agenda of August 8, 2005 be adopted as amended by moving items 9(F & H) to new business.

                        That the minutes of July 11, 2005 be adopted as circulated.

That By-law #2005-190, being a by-law to amend By-law No. 2002-120 by changing the zoning of certain lands shown on Schedule “A”; legally described as Part of Lot 13, Concession 2, Hinchinbrooke District to Rural Exceptions 8 (R-X8) Zone, be read a first and second time.

                                                                                                            Carried.

That By-law #2005-190, being a by-law to amend By-law No. 2002-120 by changing the zoning of certain lands shown on Schedule “A”; legally described as Part of Lot 13, Concession 2, Hinchinbrooke District to Rural Exceptions 8 (R-X8) Zone, be read a third and final time and passed.

That the 2004 Financial Statements, as presented by representatives of KPMG, Auditors for the Township of Central Frontenac be received.

                        That resolution #2005-253 be lifted from the table.

That the request from the County of Lennox and Addington to seek permission for the placement of network’s primary signs for Route “F” on Arden Road be approved subject to the $100.00 fee for non regulatory signs under the Highway Traffic Act

That the response from MTO to Council’s request to place signs directing traffic to the business in Sharbot Lake be received and the Land O’Lakes Tourist Association be advised that MTO only signs “Business Section” where there are multiple access points off a highway into a municipality.

                                                                                                            Carried.

 

#296                Bill Guigue, Bill Snyder.

That the accounts payable reports dated July 21 - $68,079.83 and July 29, 2005 - $110,973.81 be approved.

                                                                                    Carried.

 

#297                Bill Guigue, Frances Smith.

Pursuant to Sections 357 and 358 of the Municipal Act the assessment on roll number 1039 010 030 06901 be reduced by $5,000.00 due to removal of a mobile unit.

                                                                                    Carried.

 

#298                Bill Guigue, Bob Harvey.

That Council approve the apportionment of assessment on roll numbers 1039 040 020 21401 and 1039 040 020 21405 as recommended by MPAC; and that Council approve the apportionment of assessment on roll numbers 1039 040 020 21500 and 1039 040 020 21520 as recommended by MPAC for 2004 and 2005.

                                                                                    Carried.

 

#299                Bob Harvey, Bill Guigue.

That the Clerk be authorized to prepare an amendment to the Road Naming By-law and provide for public notice to add “MacDonald Lane”, being a private gated land off the Long Lake Road commonly known as MacDonald Lane, to the By-law and assign civic numbers pursuant to By-law #2001-109.

                                                                                    Carried.

 

#300                Frances Smith, Bob Harvey.

That the Amo Alert seeking input on Broad Policy Proposal for the Regulation of Drinking Water Systems in Ontario be received and the following comments forwarded, that the health unit be considerate of cost recovery and be open to communicate with Municipalities.

                                                                                                            Carried.

 

#301                Bill Snyder, Bob Harvey.

That the Amo Alert regarding the amended procedures manual for Agricultural Drainage Infrastructure Program be received for information.

                                                                                    Carried.

 

#302                Bob Harvey, Bill Guigue.

That Councillor Frances Smith be authorized to attend the AMO Conference in Toronto on August 14 to 17th.

                                                                                                            Carried.

 

#303                Frances Smith, Janet Gutowski.

That the report of the Livestock Valuer be received and Donald Brown compensated $200.00 for the loss of a calf to a coyote.

                                                                                    Carried.

 

#304                Frances Smith, Janet Gutowski.

That the report prepared for the Minister of Municipal Affairs and Housing regarding the Line Fences Act and Abandoned Rail Right of Ways be received and forwarded to Frontenac County for presentation and support of the Eastern Ontario Warden Caucus.

                                                                                    Carried.

 

#305                Frances Smith, Janet Gutowski.

That the letter from Daniel R. Zadorosny requesting advice on excess speed and dust by four wheelers on the trail adjoining his property along Sharbot Lake be received and referred to O.P.P.

                                                                                    Carried.

 

#306                Frances Smith, Janet Gutowski.

That the resolution from Wasaga Beach Township in regard to unfair policing contracts be endorsed and the appropriate letter be sent.

                                                                                    Carried.

 

#307                Jack Nicolson, Logan Murray.

That Council endorse the resolution of Township of King and that the appropriate letters be sent.

                                                                                                            Carried.

 

#308                Janet Gutowski, Frances Smith.

That By-law #2005-191, being a by-law to authorize the execution of tax arrears extension agreement pursuant to section 378 of the Municipal Act, 2001, S.O. 2001, c.25 as amended, be read a first and second time.

                                                                                    Carried.

That the correspondence and reports identified on the agenda as items 9 (A-L) be received for information, save and except item (F) and (H).

That the meeting adjourn until Monday, September 12, 2005 at 7:00 p.m. at Mountain Grove or the call of the Mayor.
