COUNCIL MINUTES – April 26, 2005

 

Council Met in regular session, Tuesday April 26, 2005 at 9:00 a.m. in the Council Chambers, Sharbot Lake.

 

Present – Mayor, Bill MacDonald

                Deputy Mayor, Faye Putnam

                Councillors – Bill Guigue, Janet Gutowski, Bob Harvey, Logan Murray, Jack

    Nicolson, Frances Smith, & Bill Snyder.

 

Also in attendance Heather Fox Clerk-Administrator, Bill Nicol – Public Works Manager, Chris Matheson – I.T., Mark MacDonald – Fire Chief and Jeff Green – Frontenac News Reporter. Cathy MacMunn – Planning co-ordinator and Judy Gray – Treasurer, attended for portions of the meeting.

 

No members of the public attended other than those scheduled on the agenda.

 

No one attended in opposition to the proposal road allowance closure at lot 11, between Concessions 2 & 3, Olden District.

 

There were no disclosures of pecuniary interest when the Mayor called for same.

The following resolutions were presented:

That the Agenda of April 25, 2005 be amended as to move item #11 to New Business.

                        That the minutes of April 11, 2005 be adopted as circulated.

That By-law #2005-183, being a by-law to stop up, close and sell part of the original road allowance at lot 11, between Concession 2 & 3 in the District of Olden and designated as Part 1 on Reference Plan 13R17791 be read a first and second time.

                                                                                                Carried.

That By-law #2005-183, being a by-law to stop up, close and sell part of the original road allowance at lot 11, between Concession 2 & 3 in the District of Olden and designated as Part 1 on Reference Plan 13R17791 be read a third and final time and passed.

Pursuant to Section 239(2) of the Municipal Act, 2001 that Council proceed In Camera to discuss:  Advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

                                                                        Carried.

                        That the In Camera meeting return to regular Council.

#164                Janet Gutowski, Bill Snyder.

That the Amnesty Day Program be implemented for 2005 with the following changes that the passes be used only at Mountain Grove Site and Crow Lake Site, and that the Amnesty Day Program be implemented for 2005 following the same rules as 2004.

#165                Janet Gutowski, Frances Smith.

That the letter from the Land O’ Lakes Tourist Association expressing concerns from some of the local Sharbot Lake Businesses about the lack of signage on Highway 7 notifying travelers that businesses exist in the village, and other staff be requested to investigate signage and funding options.

                                                                        Carried.

 

#166                Robert Harvey, Logan Murray.

That the request from North Frontenac Telephone Company to place a 205 inch pipe as indicated on reference Plan 13R5845 from Road 38, east and adjacent to W.A.Robinson & Associates Building be Approved.

                                                                        Carried.

#167                Jack Nicolson, Bob Harvey.

WHEREAS May 8 to 14, 2005 is recognized as International Building Safety Week,

AND WHEREAS the Municipalities of Ontario are encouraged to support and recognize the critical role their Building Departments and Building officials play in maintaining and improving public safety,

AND WHEREAS the Municipal Building Department of Ontario have been involved in extensive training upgrades to meet the new regulatory requirements of the Ontario Building Code Act,

AND WHEREAS the Ontario Building Official Association continually represents the needs of Building Departments and their Municipalities,

AND WHEREAS the Ontario Building Officials Association in conjunction with the Ministry of Municipal Affairs and Housing and the Ontario Municipal Fire Prevention Officers Association, has developed an International Building Safety Week promotional poster to promote the profession of Building Official,

AND WHEREAS this Council deems it necessary to recognize the dedication and commitment of its Building Department Staff,

BE IT THEREFORE resolved that the Council of the Township of Central Frontenac hereby proclaims May 8 – 14, 2005 as International Building Safety Week and further, it acknowledges the professionalism of its Building Officials and their dedication to Public Safety.

#168                Logan Murray, Jack Nicolson.

That the Council of the Township of Central Frontenac approves the adjustment of assessment to nil on Roll Number 1039 040 060 15000 pursuant to Section 358 of the Municipal Act and further pursuant to Section 354 of the Municipal Act, the recommendation of the treasurer to write off taxes and penalty as uncollectible due to this error in assessment be approved.

                                                                                                Carried.

#169                Logan Murray, Jack Nicolson

That the recommendation of staff to establish an “Electronic Voice-Mail Hotline” to provide a single point of contact for public works service requests, and that a report on the system be brought before council after three months of operation be Approved.

                                                                        Carried.

 

#170                Logan Murray, Jack Nicolson.

That the request from Gordon VanTol, on behalf of himself and Lorraine Hickox, to stop up close and convey that portion of the road allowance at lot 14, between concessions 8 & 9, Olden District be approved in principle.

                                                                        Carried.

 

#171                Logan Murray, Jack Nicolson.

That Council support Cathy MacMunn, Planning Coordinator, in her quest to seek re-election as a Director to the Ontario Association of Committees of Adjustment and Consent Authorities for the term 2005-2006 as outlined in her report dated April 26, 2005.

                                                                        Carried.

 

#172                Janet Gutowski, Frances Smith.

That the Mayor and Clerk be authorized to sign the agreement between the Township of Central Frontenac and Waterfront Communities Inc. to build a new roadway located at lot 1 Concession 5 in the District of Oso as reviewed by Council on April 26, 2005.

                                                                        Carried.

 

#173                Bill Snyder, Janet Gutowski.

Pursuant to Section 7 of O.Reg. 387/04 made under the Ontario Water Resources Act, the notification of applications for permit to take water by Ducks Unlimited Canada Kingston Division from the tributary to Meadow Lake at part lots 13 and 14, Concession 3 and part lot 14, Concession 4, in the District of Hinchinbrooke be received.

                                                                                                Carried.

 

#174                Bill Snyder, Logan Murray.

That the following accounts payable be approved for payment: April 21, 2005 - $191,369.25.

                                                                        Carried.

 

#175                Jack Nicolson, Bob Harvey.

That the report from the Clerk-administrator to fill the positions of Patroller, Public Works Supervisor and Mechanic be received and approved and that Council be further advised when acceptance of the positions has been finalized.

                                                                        Carried.

That the draft budget and by-law be presented at the meeting on May 9, 2005 for approval and public notification given.

                                                                        Carried.

 

#177                Bob Harvey, Logan Murray.

That the correspondence and reports identified on the agenda as items 9 (A-L) be received for information.

                                                                        Carried.

 

#178                Logan Murray, Bill Snyder.

Be it resolved that Council review the hiring procedures to develop a new procedure for establishing hiring committees and that a vote of the hiring committee will determine the applicant selected.

                                                                        Tabled.

That the meeting adjourn until Monday, May 9, 2005 at 7p.m. at Mountain Grove, or the call of the Mayor.
