Township Council Minutes - April 11, 2005

COUNCIL MINUTES – April 11, 2005

 

Council Met in regular session, Monday April 11, 2005 at the Community Hall, Mountain Grove at 7:00p.m.

 

Present – Mayor, Bill MacDonald

                Deputy Mayor, Faye Putnam

                Councillors – Bill Guigue, Janet Gutowski, Bob Harvey, Logan Murray, Jack

    Nicolson, Frances Smith, & Bill Snyder.

 

Also in attendance Heather Fox Clerk-Administrator, Jeff Green – Frontenac News Reporter.

 

No members of the public attended.

 

There were no disclosures of pecuniary interest when the Mayor called for same.

 

The following correspondence/Reports were received for information:

1.      Hinchinbrooke District Recreation Committee minutes.

2.      Ontario Fire Services Grant.

3.      Frontenac County Council minutes.

4.      Land O’Lakes Tourist Association Newsletter.

5.      AMO Alerts.

6.      Resolutions for information.

7.      Greater Bob’s and Crow Lake Association information Report.

8.      Statement of Remuneration and expenses paid to members of Council.

 

The following resolutions were presented.

 

#140                Frances Smith, Janet Gutowski

That the agenda for April 11, 2005 be amended to include Canada Day Resolution, information on sign at Eagle Lake Beach, and information on Central Frontenac Council meeting Lake Associations.  

                                                                        Carried.


#141                Bob Harvey, Faye Putnam

                        That the minutes of March 22, 2005 be adopted as circulated.

                                                                                                Carried.

 

#142                Frances Smith, Bob Harvey

That the appraisal received from Rivington Associates Ltd. For sale of part of the road allowance at Lot 11, between Concessions 2 and 3, Olden District be accepted in the amount of $1,545.27.

                                                                                                Carried.

 

#143                Bill Guigue, Faye Putnam

That Council approve the apportionment of Assessment for Roll Numbers 1039 050 020 26410 and 1039 050 020 26403 as recommended by MPAC for 2004 and 2005.

                                                                        Carried.

 

#144                Bill Guigue, Bill Snyder

That Council approve the apportionment of Assessment for Roll Numbers 1039 060 010 01500 and 1039 060 010 01550 as recommended by MPAC for 2003, 2004 and 2005.

                                                                                                Carried.

 

 

 

#145                Bill Guigue, Faye Putnam            

That the request form the Ministry of Natural Resources to allow gun hunting on Sundays on private land during existing gun hunting seasons, which remain subject to all restrictions under the Fish and Wildlife Conservation Act including those associated with public safety and conservation be approved.

                                                                        Defeated.

That the Terms of Reference be prepared for the Roads Committee to include – review to achieve efficiencies; review to improve maintenance & deployment of staff; review to create a policy manual, review to create a long term plan, to create a road tour, to promote a phone system for messages and complaints.

                                                                        Carried.

 

#147                Bill Snyder, Bill Guigue

That the recommendation from the Roads Committee to hold 2 public meetings to give the public the opportunity to provide comments and suggestions regarding the construction and maintenance of municipal roads be approved.  The first meeting to be held on Wednesday, April 27th at the Community Hall, Mountain Grove and the second meeting to be held on Thursday, April 27th at the Community Hall, Sharbot Lake at

7:00 p.m.

                                                                        Carried.

 

#148                Bill Guigue, Frances Smith

That the recommendation for the Roads Committee to prepare a questionnaire to be posted on the web site inviting comments, both positive and negative, on all services, including roads, provided by the municipality be approved.  The questionnaire must include the name, address and phone number of the responder.  The questionnaire to be made available at the municipal office and the public meetings on April 27th and 28th.

                                                                        Carried.

That the accounts payable reports dated March 30, 2005 in the amount of $340,580.91 and April 7, 2005 in the amount of $452,709.85 be approved for payment.

That the Township of Central Frontenac recommend the Request for Proposal for a Commercial Property Study for Central and South Frontenac Township from S.Rayner & Associates Ltd. of Kingston be accepted in the amount of $17,0000.00 plus disbursements, not to exceed $750.00, plus GST.

                                                                        Carried.

That the Township of Central Frontenac apply for funding in the amount of $2,600.00 to Celebrate Canada Committee for Ontario under the “Celebrate Canada” program.

That By-law #2005-181, being a by-law to appoint a Community Emergency Management Coordinator for the Township of Central Frontenac, pursuant to the Standards established by Regulation under the Emergency Management Act, R.S.O.; 1999, Ch E 9 as amended, be read a first and second time.

                                                                        Carried.

That By-law #2005-181, being a by-law to appoint a Community Emergency Management Coordinator for the Township of Central Frontenac, pursuant to the Standards established by Regulation under the Emergency Management Act, R.S.O.; 1999, Ch E 9 as amended, be read a third and final time and passed.

                                                                                                Carried.

 

#154                Faye Putnam, Jack Nicolson

That By-law #2005-182, being a by-law to appoint a member of the Council to act in the place of the Head of Council when the Head of Council is absent or refuses to act or if the office is vacant in the event of declaring an emergency, be read a first and second time.

                                                                                                Carried.

 

#155                Bob Harvey, Frances Smith

That By-law #2005-182, being a by-law to appoint a member of the Council to act in the place of the Head of Council when the Head of Council is absent or refuses to act or if the office is vacant in the event of declaring an emergency, be read a third and final time.

                                                                        Carried.

 

#156                Frances Smith, Robert Harvey

That the correspondence/reports identified on the agenda as items 9 (a-h) be received for information.

                                                                        Carried.

That the meeting adjourn until Tuesday, April 26, 2005 at 9:00 a.m. or the call of the Mayor.

                                                                                                Carried.
