COUNCIL MINUTES - OCTOBER 26, 2004
Council met in regular session Tuesday, October 26, 2004 at 9:00 a.m. at the Community Hall, Sharbot Lake, ON.
Present: Mayor Bill MacDonald
Deputy Mayor Faye Putnam
Councillors Bill Guigue, Janet Gutowski, Bob Harvey, Logan Murray,
Jack Nicolson, Frances Smith, and Bill Snyder.
Also in attendance Heather Fox – Clerk Administrator, Donna Longmire – Departmental Secretary, Jeff Green – Frontenac News Reporter and John Chambers – Gazette Reporter, Planning Co-ordinator - Cathy MacMunn, attended for the first scheduled delegation.
One member of the public attended other than those scheduled on the agenda.
There were no disclosures of pecuniary interest when the Mayor called for same for the members of Council. Clerk Administrator declared a conflict on item 7 (f).
Allan Pyle attended to discuss his request for a road allowance closure at part lot 4, between Concession 10 & 11, Olden District. Keith Howitt & Jim Irwin attended and voiced objection to the road allowance being stopped up closed and deeded as it would adversely affect their property. Mr Pyle indicated he would request permission to build a road on the road allowance if it wasn’t feasible to stop up and close it.
Superintendent Jay Hope, Inspector Gerry Salisbury, Inspector Gary McPherson, and Sergeant Jeff McCann of the O.P.P. attended. Staffing & response times were discussed as well as police visibility in the community. Council were urged to bring concerns immediately to the attention of Sergeant McCann or Inspector Salisbury for clarification or investigation.
Karen Fischer, Manager of Economic Development of the County of Frontenac and Phil
Carr from RamTel attended to advise Council of the high speed internet service initiative
they are working on. Another meeting will be held on November 9th, location not yet
determined & Council was invited to attend.
Frontenac County Warden, Jim Vanden Hock, CAO Liz Fulton and Karen Fischer
Manager of Economic Development attended to bring an update from the county and
discuss some of the challenges Council will be faced with in the future.

That the agenda of October 26, 2004 be adopted as presented.

That the request from Allan Pyle to stop up, close and convey a portion of the road allowance at lot 4, between concession 10 & 11, Olden District, be denied and the proposed by-law not be brought forth later in the meeting for passage.

Pursuant to Section 239(2) of the Municipal Act, 2001 that Council proceed In Camera to discuss: Personal matters about an identifiable individual, including municipal or local board employees.
Carried.

That the In Camera meeting return to regular Council.

That two members of staff be authorized to attend the ADP Year End Procedures & Balancing workshop on December 15, 2004 and registration and expenses be paid pursuant to By-law #2003-145.
Carried.

That the policy adopted by Council on March 24, 1998 regarding staff attendance at meetings, seminars, workshop, etc and more particularly the requirement for Council’s approval for registration fees over $100.00 be amended to authorize the Clerk-Administrator to approve the attendance and registration fee for staff in accordance with the budget and Council advised at budget time of what seminars have been attended and further than any staff request to attend a meeting, seminar or workshop which will exceed the budget, be approved by Council.

#383 Logan Murray, Faye Putnam.
WHEREAS Section 270(1) of the Municipal Act, 2001, requires Council to adopt policies with respect to hiring of its employees, including policies with respect to, (a) the hiring of relatives of a member of council or local board, (b) the hiring of relatives of existing employees of the municipality or local board, and (c) any other prescribed matter, NOW THEREFORE, the Corporation of the Township of Central Frontenac hereby adopts the following policy to meet the aforementioned requirement.
1. That Policy C-1-3 be amended by changing the heading to read “Hiring family members of members of Council and local boards and existing employees”.
2. A definition of a relative be included to read spouse, same-sex partner, child, step-child, parent or step-parent, in-law or sibling

That the Livestock Valuer report be received and Stefania Dignum compensated in the amount of $200.00 for the loss of a registered purebred Icelandic breeding ewe.

That the surplus office furniture tender be awarded to the only tender received for items #1,2 and 4, and acknowledge that no tenders were received on item #3.
