COUNCIL MINUTES - OCTOBER 12, 2004
Council met in regular session Tuesday, October 12, 2004 at 7:00 p.m. at the Community Hall, Mountain Grove, On.
Present: Mayor Bill MacDonald
Deputy Mayor Faye Putnam
Councillors Bill Guigue, Bob Harvey, Logan Murray, Jack Nicolson,
Frances Smith and Bill Snyder
Absent: Councillor Janet Gutowski
Also in attendance Heather Fox - Clerk Administrator, Mark MacDonald – Fire Chief, Jeff Green - Frontenac News Reporter and John Chambers - Gazette Reporter.
Seven members of the Public attended.
There were no disclosures of pecuniary interest when Mayor MacDonald called for same.
O.P.P. Officer Chris Amell, on behalf of Seargent McCann, attended to present the
quarterly report.
Fire Chief, Mark MacDonald attended to discuss a temporary proposal to accommodate
Fire equipment until such time as the new fire hall is built in Mountain Grove.

4. Land O’ Lakes Tourist Association Newsletter.
5. Olden District Recreation minutes.
6. Letter from Ministry of Municipal Affairs.
The following resolutions were presented.

That the agenda of October 12, 2004 be adopted as presented.

That the minutes of September 28, 2004 be adopted as circulated.

That the OPP quarterly report be received for information.

That the presentation by the Fire Chief on temporary housing for the Mountain Grove Fire Department equipment be received and approved.

That the Council of the Township of Central Frontenac approve the “Agreement for the provision of 9-1-1 CERB Service and further that a By-law be introduced later at this meeting to formally adopt the agreement.

That the Township of Central Frontenac accept the initiative of the Ministry of Consumer & Business Services to designate municipal clerks to perform civil marriages; and further that the Clerk attend the training session on November 22, 2004 and the registration and expenses be paid in accordance with By-law #2003-145.

That the accounts payable be approved: September 30, 2004 - $724,822.21 and October 7, 2004 - $125,253.98.

That staff be instructed to await announcements from the Minister of the Environment on possible changes to Regulation 170/03 which may modify the requirements for small municipal non-residential water facilities and thus alleviate some of the financial burden while still ensuring safe drinking water in our facilities.

That the invitation to attend the official opening of the Frontenac Electronic Waste Recovery Facility (FEWR) be received and the following to attend, Bill MacDonald, Frances Smith, Bob Harvey, Bill Guigue, Logan Murray, Faye Putnam, Bill Snyder, Janet Gutowski.

That the Goals and Objectives of the members of Council be prioritized and adopted as follows: to be submitted by each Councillor by November 8, 2004, for a brain storming session on November 30/04 at Olden Community Hall.

That By-law #2004-163, being a by-law to execute an agreement with the Ontario Provincial Police for Central Emergency Bureau (CERB) Services be read a first and second time.

That By-law #2004-163, being a by-law to execute an agreement with the Ontario Provincial Police for Central Emergency Bureau (CERB) Services be read a third and final time and passed.

That the meeting adjourn until Tuesday, October 26, 2004 at 9:00 a.m. at the Council Chambers, Sharbot Lake or the call of the Mayor.
