COUNCIL MINUTES – November 23, 2004
Council met in regular session Tuesday, November 23, 2004 at the Council Chambers, Sharbot Lake at 9:00 a.m.
Present Mayor, Bill MacDonald
Deputy Mayor, Faye Putnam
Councillors, Bill Guigue, Janet Gutowski, Bob Harvey, Logan Murray, Jack Nicolson, Frances Smith, and Bill Snyder.
Also in attendance Heather Fox, Clerk-Administrator for the opening of the meeting, Cathy MacMunn - Deputy Clerk for the remainder of the meeting, Jeff Green – Frontenac News Reporter & John Chambers – Gazette Reporter.
No members of the public attended other than those scheduled on the agenda and their association.
There were no disclosures of pecuniary interest when the Mayor called for same.
Jim MacPherson & Brent Tullis from FEWR attended at the request of Council to discuss how the township could involve volunteers in collecting e-waste. Mr MacPherson advised that draft regulations are being drawn up to ban e-waste from waste disposal sites. It is anticipated that the WDO will develop a program to deal with this regulation. Mr. MacPherson congratulated Council on being pro-active in this process.
Glenn Jackson, Chair of the Frontenac Environmental Partnership, attended to answer any question that Council had regarding their request to allow a view of roads, major water bodies, official plan schedules, zoning by-laws and civic addressing.
Gertrude Landreville attended to request Council to do something to advise the public that her private property is not a public access to the East Basin of Sharbot Lake. Council advised they had no control over private property and suggested she call the O.P.P. and possibly fence her property.

4. Revenue and expenditures report.
5. Memorandum from M.O.E. re: regulation 170/03.

That the request from the FEP to allow a view of base map information including property boundaries, roads major water bodies, official plan schedules, zoning by-laws and civic addressing be denied and that Council recommend to the FEP that they investigate partnering with Provincial authorities and Conservation Authorities pursuant to the Official Plan.

That the resolution from the Township of Augusta urge the Province of Ontario to either leave the CRF allocation as it is currently with somewhat the same funding formula or to replace the CRF with some other form of funding that will be comparable in the dollars received, be endorsed and the appropriate letters sent.

That the resolution from the Township of Augusta urge the Minister of Finance and the Province of Ontario to re-examine the access to the gas tax fund allocation to be distributed so that municipalities that are without public transportation would also be assisted be endorsed and the appropriate letters sent.

That the resolution from the Township of Adjala-Tosorontio to request the Ontario Government to support the dairy farmers and rural community in general and reinstate DHI funding immediately be endorsed and the appropriate letters sent.

That pursuant to Section 357 of the Municipal Act the assessment on Roll Number 10 39 080 040 01400 be reduced in the amount of $73,000 for 2004 taxation and $58,000 for 2003 taxation and taxes refunded.

That the request from the Mayflower Lodge for a grant in the amount of the paid 2004 taxes be approved and a copy of the 2004 financial report forwarded to Council.

That the quote from MacLelland Water Technology to do the water sampling, prepare a written report and assist in designing an RFP, based on findings, be accepted in the amount of $6,750. plus GST.

That tender #04-12 to supply and crush aggregates for 2005 be awarded to R.G.T. Clouthier Construction in the amount of $215,200.00.

That Elizabeth Street and Road 38 between the two entrances to Elizabeth street be temporarily closed on Saturday, December 4, 2004 starting at 1:00 p.m. for approximately 1 hour for the Santa Claus parade; And further that members of Council participate in the Parade.

That the SLIMS contract with CGIS not be renewed on the expiry date May 2005 and that this service be performed in house by staff, and further that a letter of thanks be forwarded to CGIS for their services in the past.
