COUNCIL MINUTES - MARCH 8, 2004
Council met in regular session Monday, March 8, 2004 at 7:00 p.m. at the Library Building Mountain Grove, On.
Present: Mayor Bill MacDonald
Deputy Mayor Faye Putnam
Councillor Bill Guigue, Janet Gutowski, Bob Harvey, Logan Murray,
Jack Nicolson, Frances Smith and Bill Snyder
Also in attendance Heather Fox - Clerk Administrator, Sandra Clow - Clerical Assistant,
Mark MacDonald - Fire Chief, Jeff Green - Frontenac News Reporter, John Chambers -
Gazette Reporter. Cathy MacMunn - Deputy Clerk/Treasurer/Planning Co-ordinator attended for the Road Closing portion of the meeting.
8 members of the public attended other than those scheduled on the agenda.
Councillor Janet Gutowski declared conflict of interest on the by-law to stop up, close and sell a road allowance to John Anderson.
No one attended, either in support of or opposition to the two advertised road allowance closures to be sold to Grete McQuaid and John Anderson.
Emergency items added to the agenda were: Councillor Nicolson - purchase of coffee pot for Kennebec District Community Hall. Councillor Snyder - dog tags, parking in front of bank at Sharbot Lake and requesting item 7 (q) on the agenda be discussed during 5(b) of the agenda. Mayor MacDonald - verbal report on ROMA/Good Roads Conference. Councillor Gutowski - Notice of Motion re: Economic Development Committee.
A delegation of approximately 50 people from the Wagarville Road and Fifth Lake Road attended to request repair be started on these two roads this year and be completed on a program of not more than three years. Doug Bearance was the spokesperson and presented a petition. The delegation was advised that a decision would be reached during budget deliberations. It was verbally moved by Frances Smith and seconded by
Bob Harvey that a resolution submitted by Bill Snyder be tabled until Council votes to take it from the table.
Jim MacPherson, on behalf of the Land O' Lakes Tourist Association attended to request funding. A decision was deferred to budget deliberations.

WHEREAS Seniors' Month is an annual nation-wide celebration;
WHEREAS Seniors have contributed and continue to contribute immensely to the life and vibrancy of this community;
WHEREAS Seniors continue to serve as leaders, mentors, volunteers and
important and active members of this community;
WHEREAS their contributions past and present warrant appreciation and
recognition and their stories deserve to be told;
WHEREAS the health and well-being of seniors is in the interest of all and further adds to the health and well-being of the community;
WHEREAS the knowledge and experience seniors pass on to us
continues to benefit all;
THEREFORE the Township of Central Frontenac does hereby proclaim
June 1 - 30, 2004 Seniors' Month and encourage all citizens to recognize
and celebrate the accomplishments of our seniors.

That the resolution from Loyalist Township expressing concern over the
fact that the Ministry of Finance and the Ministry of Municipal Affairs
issued a letter stating "municipalities are asked to recognize that the
government cannot commit in advance to a Fall 2004 reconciliation" and
that the statement generates a significant degree of uncertainty for both
the 2003 and 2004 fiscal years where actual costs incurred have in
the past been funded by a year end reconciliation be endorsed and the
appropriate letters sent.

Regulations removing the need for additional testing of water beyond the

current test results indicate the water is safe to drink" be endorsed and
the appropriate letters sent.

revenue realized by the 8 percent PST, and 7 percent GST, imposed on

governments, and that the agreed upon figure be remitted by the
organizations and businesses directly to the municipality based upon the
time schedules now implemented" be endorsed and the appropriate

Government of Canada and the Government of Ontario to invest in a plan
to help fund universal water metering programs for small municipalities
