COUNCIL MINTUES – JUNE 22, 2004

 

Council met in regular session, Tuesday June 22, 2004 at the 9:00 a.m. in the Council Chambers, Sharbot Lake.

 

Present:                        Mayor Bill MacDonald

                                    Deputy Mayor Faye Putnam

                                    Councillor Bill Guigue, Janet Gutowski, Bob Harvey,

Logan Murray, Jack Nicolson, Frances Smith, and Bill Snyder

 

Also in attendance Heather Fox – Clerk Administrator, Bill Nicol – Public Works Manager, and Jeff Green – Frontenac News Reporter.

 

One member of the public attended other than those scheduled on the agenda.

 

There were no disclosures of pecuniary interest.

 

Art Dunham, Marilyn Crawford and Jeff Dean attended and demonstrated an integrate GIS application proposed by the Frontenac Environment Partnership (FEP)

The following resolutions were presented.

That the agenda of June 22, 2004 be adopted with the following amendments, delegation 5B not attending.

That the draft integrated GIS Application between the Township of Central Frontenac and Lake Associations, as proposed by the Frontenac Environment Partnership be received and referred to staff for comment.

That the Township of Central Frontenac donate $250.00 to the Township of Addington Highlands to aid in their recruitment of doctors for the Northbrook Clinic.

That the announcement from the minister of Municipal affairs and Housing of the public information session regarding the reforms to the Ontario Municipal Board and the Planning Act of Kingston City Hall on Tuesday, June 29th from 6:30 p.m. to 9:30 p.m. be received and the following to attend, Jack Nicolson and report.

That the news release from the Ministry of Natural Resources announcing the “Bear Wise Program” be received.

That the report of the Public Works Department to apply dynapatch to the portions of Road 38 which were not reconstructed in 2001 to repair edge and alligator cracking in the outside wheel rut in an amount not to exceed $75,000.00 to be funded from the reserves for Road 38 be received and approved.

That the quotation from Champion Road Machinery Sales in the amount of $55,240.00 plus taxes to supply and install new Viking Sander/Plow Equipment on Truck #4, be accepted.

That Tender #04-03 for the replacement of Stone’s Bridge and the change order be awarded to Karsen Kartage and Konstruction in the amount of $446,572.00 plus GST.

                        Pursuant to Section 293(2) of the Municipal Act, 2001 that Council proceed in Camera to discuss; personal matters about an identifiable individual, including municipal or local board employees, a proposed or pending acquisition or disposition of land by the municipality or local board.

That the Clerk Administrator’s Staff Performance review be received and the recommendations outlined “In Camera” be approved.

Whereas the estimates for construction of the Stone’s Bridge are significantly higher than originally estimated and;  Whereas there seems to be some support, from some of the environment agencies concerned, for the concept of constructing the bridge using a culvert;  Be it resolved that all agencies involved in deciding environmental concerns for construction of Stones Bridge, be invited to discuss the construction techniques at an open meeting of the Municipal Council of Central Frontenac.

                                                            Defeated

That the meeting adjourn until Monday, July 12, 2004 at 7:00 p.m. at Mountain Grove or the call of the Mayor.
