Township Council Minutes - June 14, 2004

COUNCIL MINUTES - JUNE 14, 2004

 

Council met in regular session, Monday June 14, 2004 at the Library Building,

Mountain Grove.

 

Present:                        Mayor Bill MacDonald

                                    Deputy Mayor Faye Putman

                                    Councillor Bill Guigue, Janet Gutowski, Bob Harvey,

                                    Logan Murray, Jack Nicolson, Frances Smith and Bill Snyder

 

Also in attendance Heather Fox - Clerk Administrator, Sandra Clow - Clerical Assistant, Jeff Green - Frontenac News Reporter and John Chambers - Gazette Reporter.

 

Three members of the public attended.

 

There were no disclosures of pecuniary interest.

 

Mark Snider attended for the public hearing on the zone change as outlined in

By-law #2004-159 as amended.  No other members of the public appeared either in

opposition of or in support of the re-zoning.

The following resolutions were presented.

                        That the agenda of June 14, 2004 be adopted as amended by adding

                        emergency items:  In Camera - personal and property.

                        That the minutes of May 25th and June 8th, 2004 be adopted as circulated.

                        That By-law #2004-159, being a by-law to amend By-law #2002-120 as

                        amended for property located at part lot 1, Concession 4, Oso District

                        be read a first and second time.

                        That By-law #2004-159, being a by-law to amend By-law #2002-120

                        as amended for property located at part lot 1, Concession 4, Oso District

                        be read a third and final time and passed.

                        That the Clerk be instructed to prepare an amendment to

                        By-law #2001-109.  To establish a cost of the civic address number blade

                        only at $20.00 and that the property owner install the blade.

                        That the request from the Parham Agricultural Society for financial

                        support for the Parham Fair be received and approved in the amount of

                        $1,000.00, subject to the submission of their financial statement.

                        That the Clerk be instructed to prepare a by-law to restrict parking as

                        follows:  East side of Arden Road at the Legion.

                        That the resolution from the City of Kawartha Lakes opposing the waste

                        of staff time and money for the Municipal Performance Measurement

                        Program be endorsed and the appropriate letters sent.

                        That the resolution of the Municipality of Hastings Highlands to revise

                        water Regulation 170/03 be endorsed and the appropriate letters sent.

                        That the agenda for the Ontario East Municipal Conference be received

                        and the following registered to attend;  Heather Fox, Judy Gray,

                        That the summer schedule for Council meetings be July 12th, and

                        August 16th at the Library Building, Mountain Grove at 7:00 p.m. or at

                        That the request from the Township of Addington Highlands to make a

                        contribution towards the "Find a doctor roadshows" sponsored by the

                        Province, to attract a doctor for the Northbrook Medical Centre be

                        received and deferred to the next meeting and that Councillor Gutowski

                        contact surrounding medical facilities and submit a report.

                        That the accounts payable report of May 28, 2004 in the amount of

                        $30,696.47 and June 10, 2004 in the amount of $118,224.00 be approved.

                        Pursuant to Section 357 of the Municipal Act 2001, S.O. 2001, c.25 as

                        amended the assessment be reduced on roll number 1039 040 010 10100

                        0000, Ioma Robinson in the amount of $113,000 due to the house being

                        destroyed by fire on February 16, 2004.

                        Pursuant to Section 357 of the Municipal Act 2001, S.O. 2001, c.25 as

                        amended the assessment be reduced on roll number 1039 040 010 11750,

                        Brian Ashurst in the amount of $46,000 due to the house being destroyed

                        by fire.

                        Pursuant to Section 357 of the Municipal Act 2001, S.O. 2001, c.25 as

                        amended the 2003 assessment be reduced on roll number 1039 070 020                                   17408, Erica Jean Lee in the amount of $29,000 due to the building being

                        demolished on October 2, 1003.

                        Pursuant to Section 357 of the Municipal Act 2001, S.O. 2001, c.25 as

                        amended the 2004 taxation be reduced on roll number 1039 070 020                                   17408, Erica Jean Lee in the amount of $30,000 due to the building being

                        demolished on October 2, 1003.

                        Pursuant to Section 357 of the Municipal Act 2001, S.O. 2001, c.25 as

                        amended the assessment for 2003 taxation be reduced on roll number 1039                080 020 05302 0000, Nora Veronica Prezewoznik in the amount of                            $7,640 for CTN and increased by $7,640 for RTP as there is no longer

                        a commercial operation at the property.

                        Pursuant to Section 357 of the Municipal Act 2001, S.O. 2001, c.25 as

                        amended the assessment for 2004 taxation be reduced on roll number 1039                080 020 05302 0000, Nora Veronica Prezewoznik in the amount of                            $8,990 for CTN and increased by $8,990 for RTP as there is no longer

                        a commercial operation at the property.

                        That the K & P Fencing Tender $04-04 be awarded to Northern Tree

                        Service and that the Public Works Manager be authorized to negotiate

                        a reduction in the quantity to stay within the budget of $20,000.00."

                        That the Surface Treatment Tender #04-02 be awarded to Smith

                        Construction in the amount of $254,805.00.

                        the tender not be awarded until the Engineering Consultant has reviewed

                        and reported to Council.

                        agreement extending payment of taxes, be read a first and second time.

                        and passed.

                        trespassing of any domestic animal excluding dogs and cats, within the

                        That the correspondence identified on the agenda as items 9 (a-j) be

                        received for information, excluding (c).

                        proceed In Camera to discuss;  personal matters about an identifiable

                        individual, including municipal or local board employees;  a proposed

                        local board.
