COUNCIL MINTUES – JULY 12, 2004
Council met in regular session, Monday, July 12, 2004 at the 7:00 p.m.
Present: Mayor Bill MacDonald
Deputy Mayor Faye Putnam
Councillor Bill Guigue, Janet Gutowski, Logan Murray,
Jack Nicolson, Frances Smith, and Bill Snyder
Absent: Councilor Bob Harvey
Also in attendance Heather Fox – Clerk Administrator, Jeff Green – Frontenac News Reporter & John Chambers – Gazette Reporter. Treasurer Judy Gray & Planning
Co-ordinator Cathy MacMunn attended for a portion of the meeting.
Approximately 15 members of the public attended other than those scheduled on the agenda.
Desiree Kennedy of KPMG Attended to present the 2003 FIR
Bob Boutillier & Kirsty Hannaford of M.T.O. attended to present the primary design for Highway 7 from 0.6 km West of Road 38 easterly to Wemyss.
Reg Peterson & Dennis Scott attended to request financial assistance in obtaining a deed for the Bordenwood Cemetery.
Gary Smith attended on behalf of the township’s Economic Development Committee and presented an Initial Marketing Plan.
Mary Ritter attended as a representative of the Eagle Lake Property Association to discuss the dock at Eagle Lake Beach.
The following correspondence & reports were received for information:
1. Olden District Recreation Committee minutes.
2. June building construction report.
3. Letter of appreciation for the fire department from the Ministry of the Environment.
4. Public Works report on Stone’s Bridge.
The following resolutions were presented.

That the agenda of July 12, 2004 be adopted as presented.

That the minutes of June 22, 2004 be adopted, as circulated.

That By-law #2004-162, being a by-law to stop up, close and sell all that part of the original unopened road allowance at part lot 20, between concession 8 & 9 in the District of Kennebec, in the Township of Central Frontenac, County of Frontenac and designated as Part 2 on Reference Plan 13R10025 be read a first and second time.
Carried.

That By-law #2004-162, being a by-law to stop up, close and sell all that part of the original unopened road allowance at part lot 20, between Concession 8 and 9 in the District of Kennebec, in the Township of Central Frontenac, County of Frontenac and designated as Part 2 on Reference Plan 13R10025 be read a third and final time and passed.

That the 2003 Financial Information Return, as prepared by KPMG, be received and adopted.
Carried.

That the Preliminary Design for Highway 7, as presented by MTO, be received.
Carried.

That the request from Reg Peterson for financial assistance form the Township to obtain a deed for the Bordenwood Cemetery be approved in the amount of $2,000.00, funds to come from reserves.
Carried.

That Council support the recommendation of the Economic Development Committee to promote Central Frontenac featuring the Villages Beautiful as a central theme for advertising and promotion and that the balance of the presentation be received for information purposes.
Carried.
#274 William Snyder, Janet Gutowski.
That the Township of Central Frontenac in partnership with the Hinchenbooke Recreation Committee and the Eagle Lake Property Owners Association purchase a floating dock and a buoy line for the Parham Landing to address the safety concerns at Eagle Lake, and that the project be funded $500.00 from the Eagle Lake Property Owners Association, $1,000.00 from the Hinchinbrooke Recreation Committee and the balance funded from the parkland reserves.

That the request from Villages Beautiful for permission to set up a bench, an arbour and some flower boxes on the North side of Road 38, between the Parham Post Office and railway tracks be Approved.
Carried.

That the resolution of the town of Tecumseh to request funding assistance from the Provincial Government to assist municipalities in providing water servicing infrastructure in rural areas be endorsed and the appropriate letters sent.
Carried.

That Council receive and acknowledge the request from Gary Vest and Maria-Elena Tierno to withdraw and terminate the process for a zoning amendment on their property located at part lot 18, Concession 7, Plan 13R9075, Judges Plan 1608, Lot 31, Kennebec District.

That the request from Archie Meeks to stop up, close and convey to him a portion of the road allowance between Lots 5 and 6, Concession 2, Olden District be Denied.

That the letter from Brenda Piat expressing concerns regarding the application for a subdivision to be built between Crow and Bob’s Lakes in South Frontenac Township and whether there will be a financial impact on the Township of Central Frontenac be received and acknowledged.

Pursuant to Section 357 of the Municipal Act, 2001 the assessment on roll number 10 39 060 010 20600 0000, Murray and June Scott be reduced by $101,000.00 due to damage (not voluntary)
Carried.

That the request from Elaine Steele for financial assistance to travel to Spruce Woods Park in Manitoba to represent Ontario in the Canadian Competitive Trail Riding Championships be denied in accordance with similar requests.
Carried.

That By-law #1998-23, Section 3.10 be amended to allow salvage at the waste disposal sites by the attendant with following conditions that the attendant have salvage rights.
Defeated.

That ‘Hunting on Sunday’ within the boundaries of the Township of Central Frontenac be deferred until input received from the public.

That household hazardous waste be taken to Lappens Lane, Kingston, for disposal per By-law.

That fish entrails be composted by the individual catching the fish.
Carried.

That the following accounts payable be approved: June 18,2004 - $300.00, June 23, 2004 - $386,970.88, June 29, 2004 - $2,585.06 and July 8, 2004 - $740,125.98.

That the storage of file storage space be acknowledged and staff investigate and report.

That the letter from Bell Canada regarding the Bell Canada and Carleton University - $2M Partnership Fund to support Community Economic Development be received and forwarded to the Economic Development Committee for a recommendation to Council.

That Tender #04-09, to build an addition to the Olden District garage be awarded to T.A. Andre General Contractor in the amount of $211,470.00 plus GST.
Carried.

That Tender #04-06, to reshingle Mountain Grove Hall be awarded to Bowen & Collins Construction in the amount of $5,600.00, plus applicable taxes.
Carried.

That Tender #04-05, to install siding and windows to Sharbot Lake Community Hall be awarded to Bowen & Collins Construction in the amount of $17,800.00 plus applicable taxes.

That Tender #04-08, to Design build a canteen at Mountain Grove Ball Park not be awarded as the only tender received was in excess of the budget allocated for this project.

That Tender #04-07, to reshingle the roof at the works garage in Arden be awarded to Charles Steele in the amount of $9,200.00 plus applicable taxes.
Carried.

That the correspondence and reports identified on the agenda as items 9 (a-d) be received for information.
Carried.
#295 Jack Nicolson, Logan Murray.
That the rules of the Procedural By-law be waived and the meeting continue until 10:15p.m.

Pursuant to Section 239(2) of the Municipal Act, 2001 that Council proceed In Camera to discuss; Personal matters about an identifiable individual, including municipal or local board employees, A proposed or pending acquisition or disposition of land by the municipality or local board.
Carried.

That the In Camera meeting return to regular Council.

That the rules of the Procedural By-law be waived and the meeting continue until 10:30p.m.

That the meeting adjourn until August 16, 2004 at Library Building, Mountain Grove at 7:00p.m. or the call of the Mayor.
