COUNCIL MINUTES - JANUARY 27, 2004
Council met in regular session Tuesday, January 27, 2004 at 9:00 a.m. in the Council Chambers, Sharbot Lake.
Present: Mayor Bill MacDonald
Deputy Mayor Faye Putnam
Councillors Bill Guigue, Janet Gutowski, Bob Harvey, Logan Murray
Frances Smith and Bill Snyder.
Absent:Jack Nicolson
Also in attendance Heather Fox - Clerk Administrator, Bill Nicol - Public Works Manager, Sandra Clow - Clerical Assistant, Jeff Green - Frontenac News Reporter.
2 members of the public attended.
There were no disclosures of Pecuniary Interest.
Frank Pfendt of McCormick Rankin attended to discuss Stone's Bridge.
Mark Snider of McIntosh Perry attended to discuss an unregistered cemetery on the property owned by Waterfront Communities Incorporated as well as the appraised value for the road allowance to be stopped up, closed and conveyed to Waterfront Communities Inc.

That the request from Mark Snider of McIntosh Perry Consulting Engineers Ltd., to approve in principle the Township of Central Frontenac
assuming ownership of an unregistered cemetery on lands owned by
Waterfront Communities Incorporated at lot 1, concession 4, Oso District
be, deferred for further municipal staff investigation.

That the report on Stone's Bridge submitted by McCormick Rankin be
received and McCormick Rankin authorized to obtain approvals from
applicable Ministries and agencies, prepare tender documents and
provide Council with a quotation to prepare the application for funding.

That the resolution from the City of Sarnia to ask the new McGuinty
government to immediately review the current assessment system and to
correct a number of the injustices that are occurring and to immediately
review the so-called "tax fairness legislation" that is mandating communities to shift the tax burden from multi-residential industrial
commercial to residential be endorsed and the appropriate letters sent.

That the resolution from the City of Sarnia to request the Minister of
Finance to undertake a review of MPAC's role and responsibilities with a
view, in particular, to improve the quality of assessment service
delivered and to improve customer service be endorsed and the appropriate letters sent.

That the resolution from the Municipality of West Elgin to request the
Minister of Revenue to pass a resolution to exempt the "omitted
assessment" for trailers for the 2003 taxation year be endorsed and the

That the letter from John Balint, 2004 Ottawa Kids Triathlon Race
Series Coordinator advising the community of Sharbot Lake that the
Ontario Association of Triathletes has approved their application to
host the 2004 Ontario Kids of Steel Provincial Triathlon Championships
at Sharbot Lake on Sunday morning, August 22, 2004 and outlining their
routes and plans be received, and Mr. Balint invited to attend a Council
meeting.

That the 2004 Rideau Valley Conservation Authority preliminary budget
be received and reviewed, and Dell Hallett be invited to attend a meeting
to discuss increase.

That the Township of Central Frontenac accept with much regret, the
resignation of Jay DeBernardi as Fire Chief of the Township of Central
Frontenac effective February 27, 2004, and wish him much success in
his new position. Further that Council accept Mr. DeBernardi's offer to
continue as part of the team past February 27th to complete the projects
undertaken during his tenure that are nearing completion.

That the position of part time Fire Chief be advertised and that applications will be received until Friday, February 13, 2004 at 3:00 p.m.

That the resolution from the County of Oxford to request the Province of
Ontario and the government of Canada to commit to their fair share of the
funding of capital upgrade expenditures for water, i.e. one third being paid
by each level of government be endorsed and the appropriate letters sent.

That the letter from Ontario Federation of Anglers and Hunters
encouraging Council along with all rural municipalities in Ontario, to
write to Premier McGuinty advising him of the deep disappointment in
his decision not to reinstate the spring bear hunt and urging him to
reconsider his decision be received and a letter of support forwarded.

Golder and Associates at a cost of $7,200.00 to perform the mandatory
testing, monitoring and reporting to the government pursuant to Provincial
Regulation #127/01 (Airborne Contaminant Discharge Monitoring and
Reporting at Waste Disposal Sites).

That the option suggested by Morneau Sobecco to increase the Life
