COUNCIL MINUTES – AUGUST 16, 2004
Council met in regular session, Monday, August 16, 2004 at 7:00p.m. at the Library Building, Mountain Grove.
Present: Mayor, Bill MacDonald
Deputy Mayor, Faye Putnam
Councillors – Bill Guigue, Janet Gutowski, Bob Harvey, Logan Murray, Jack Nicolson, Frances Smith, & Bill Snyder.
Also in attendance Heather Fox – Clerk Administrator, Mark MacDonald - Fire Chief, Chris Matheson – I.T. & Jeff Green – Frontenac News Reporter
4 members of the public attended.
Roger Cadieux, who had requested a delegation to council did not attend.
Steve Mitchell & Mark MacDonald attend to discuss property issues in camera.
The rules of the Procedural By-law were waived by the majority of Council to allow Marilyn Crawford to address the staff report regarding the draft proposal from the Frontenac Environmental Partnership (FEP). The matter was deferred by resolution. Art Dunham & Jeff Dean accompanied Mrs. Crawford.

Pursuant to Section 239(2) of the Municipal Act, 2001 that Council proceed In Camera to discuss: personal matters about an identifiable individual, including municipal or local board employees, and a proposed or pending acquisition or disposition of land by the municipality or local board.

That the In Camera meeting return to regular Council.

That the property at part lot 17, Concession 7 Kennebec District, (the former Sleepy Hollow property), be sold to Steve and Regina Mitchell in an “as is” state at a price of $4,500.00; and that Timothy Wilkin prepared the agreement of purchase and sale and that the purchaser be responsible for all costs.

That the request from the Frontenac Environmental Partnership (FEP) to partner with the municipality in a GIS System be differed until the F.E.P. and staff have had opportunity for further discussion to address the concerns outlined in the report.

That the policy dated August 11, 2004 regarding sale and distribution of mapping and mapping data to the general public be approved on a cost
recovery basis.

That the report entitled “Submission to the Minister of Natural Resources: Re-Investment on Ontario’s Conservation Authorities – Now and in the Future be Endorsed and the appropriate letters sent.

That the letter from the Rideau Valley Conservation Authority providing information on the Federal Forest 20/20 Plantation Demonstration and Assessment Initiative be received for information.

That the request from the National Project Coordinator for Waste Reduction Week in Canada to declare October 18-24, 2004 as “Waste Reduction Week in Canada 2004” be received for information.

That the resolution from the Township of Greater Madawaska demanding the total repeal of all sections of Regulation 170/03 that deal with untreated water system be endorsed and the appropriate letters sent.

That the resolution from the City of Cornwall to lobby the Province to provide special funding that will help municipalities to employ the staff needed to co-ordinate the Ontarians with Disabilities Committee requirements be received and forwarded to the County of Frontenac.

That the resolution from the Township of Essa urging the Provincial Government to enact legislation which will protect the employment rights of double hatter fire fighters be endorsed and the appropriate letters sent.

That the resolution from the Township of Galway-Cavendish & Harvey imploring the Premier to take immediate action to do what is right for the citizens of this Province, to do what is best for community safety and to protect the rights of individuals by enacting legislation to protect emergency volunteer workers before more damage is done be endorsed and the appropriate letters sent.

That the report of the Livestock Valuer regarding the loss by a wolf of a newborn calf owned by Earl Sergeant be approved and Mr. Sergeant reimbursed in the amount of $135.00

That the application submitted by the “Arden Seniors Happy Gang” to Adopt-A-Highway, being 1km. of the Arden Road from Highway 7 to Willett Lane be approved and the appropriate signage ordered.

That the letter from Quinte Conservation Authority making an offer of hydrogeological peer review services at $60.00 per hour be received for information.

That Rem Westland, Sara Carpenter and Doug Steele be appointed to the Township of Central Frontenac Economic Development Committee.

#318 Councillor Logan Murray requested a recorded vote on the following resolution

That the winter sand tender be awarded to Gemmill Sand and Gravel for screening and delivery of 5000 cy of sand from the Arden pit to the Olden Garage in the amount of $29,150.00 and to Nedow Construction for the supply of, screening and delivery of 5000 cy of sand to the Godfrey Garage in the amount of $30,000.00

That the Township of Central Frontenac apply for funding under the Eastern Ontario Economic Renewal Fund and that staff be instructed to complete the necessary application forms as they become available.

That the rules of the purchasing policy be waived that the Fire Chief be given authority to purchase a tanker if it meets our requirements up to $15,000.00 after his site inspection.
