Township Council Minutes - April 27, 2004

COUNCIL MINUTES - APRIL 27, 2004

 

Council met in regular session Tuesday, April 27, 2004 at 9:00 a.m. in the Council Chambers, Sharbot Lake.

 

Present:                        Mayor Bill MacDonald

                                    Deputy Mayor Faye Putnam

                                    Councillors Bill Guigue, Bob Harvey, Logan Murray,

                                    Jack Nicolson and Bill Snyder

 

Absent:            Councillors Janet Gutowski and Frances Smith

 

Also in attendance Heather Fox - Clerk Administrator, Sandra Clow - Clerical Assistant,

Bill Nicol - Public Works Manager, Jeff Green - Frontenac News Reporter and John Chambers - Gazette Reporter.

 

Approximately 10 members of the public attended other than those scheduled on the Agenda.

 

There were no disclosures of pecuniary interest.

 

O.P.P. Inspector Gerry Salisbury and Sargeant Jeff McCann attended to provide Council with a quarterly policing update.

 

Ken Black attended to request Council to consider expenditures on the Henderson Road north for 2004.

 

The following correspondence was received for information.

 

1.            R.V.C.A. Municipal update.

2.         Olden District Recreation Committee minutes.

3.         Copy of letter from the Kennebec Lake Association.

4.         County Council minutes of March 25, 2004

5.         Letter from Ministry of Health

 

The following resolutions were presented.

 

#144                Faye Putnam, Bill Guigue

                        That the agenda of April 27, 2004 be adopted as amended with the                                            following additions/changes:  Change agenda items 9 (d) and (e) to 7 (h)                                and (i).

                        That the minutes of April 13, 2004 be adopted as circulated.

                        That Chris Matheson be hired on a full time basis of 35 hours per week

                        at the salary regulated by the salary schedule.

                        That the request from the Land O' Lakes Public School for a donation for                                their fund raising activity be approved and 2 books "Back of Sunset", 2                                 mugs and 6 lapel pins be donated.

                        That the request for permission from Rick and Elaine Steele to hold a                                     Competitive Trail Ride on June 5 & 6, 2004, and a two day Endurance                                Ride on July 3 & 4, 2004 on the K & P Line from Sharbot Lake towards                                    Clarendon be approved.

                        Pursuant to Section 357 of the Municipal Act, 2001 as amended the

                        assessment on roll number 1039010030068010000 be reduced in the                           amount of $93,000 due to the campground assessments being cancelled.

                        Pursuant to Section 357 of the Municipal Act, 2001 as amended the                             assessment on roll number 1039060020093000000 be reduced in the                           amount of $481,000 due to the campground assessment being cancelled.

                        That the application from the Sharbot Lake Bridge Club for the "Adopt a                             Highway" program be approved for the portion of Road 38 from the                                Shibley Road to the Ducharme Road.

                        That the Township of Central Frontenac approve the Accounts Payable                                    Report dated April 16, 2004 in the amount of $388,967.20.

                        That the Public Works Report dated April 27, 2004 providing a 10 year                                  road cost projection be received.

                        That the Public Works Department report dated April 27th, 2004 regarding

                        Salt Containment be received for information only.

                        That the resolution from the Township of Adelaide Metcalfe re: access to                                  Birth and Death Records for Property Assessment Purposes be received                                   and filed.

                        That the Resolution from the Town of North Perth re: regulation

                        170/03 be endorsed and the appropriate letters sent.

                        That the items listed on the agenda as 9 (a-g) be received for information,

                        exclusive of (d) and (e).

                        Pursuant to Section 239(2) of the Municipal Act, 2001 that Council                                     proceed in Camera to discuss: A proposed or pending acquisition or                            disposition of land by the municipality or local board.

                        That the In Camera meeting return to regular Council.

                                                                                                Carried

 

#160                Logan Murray, Faye Putnam

                        That non profit sports association located in Central Frontenac and                                     providing recreational services to the residents of Central Frontenac be                            allowed to use a public facility, free of charge, for registration purposes,                                 once yearly.  And that the By-law be amended to reflect this change and a                            definition as to once a year use.

                        That the option to provide a transfer station at the Wilkinson Waste                          Disposal Site scheduled to close on April 30, 2004 be denied.

The meeting recessed at noon and reconvened at 1:00 p.m. for budget deliberations.

                        That the meeting adjourn until Monday, May 3, 2004 at 7:00 p.m. at                          Sharbot Lake for continuation of budget discussion.
