COUNCIL MINUTES - SEPTEMBER 23, 2003
Council met in regular session, Tuesday, September 23, 2003 at 9:00 a.m. in the Council Chambers, Sharbot Lake.
Present: Mayor Bill MacDonald
Deputy Mayor Jack Nicolson
Councillors Bob Harvey, Marsden Kirk, Boyce Peters, Elva Price, Faye R. Putnam,
Frances Smith and Bill Snyder
Also in attendance Heather Fox - Clerk Administrator, Bill Nicol - Public Works Manager,
Jay DeBernardi - Fire Chief, Sandra Clow - Clerical Assistant, Chris Matheson - IT & Coordinator of Special Projects, Jeff Green - Frontenac News Reporter and Craig Bakay - Gazette Reporter.
Judy Gray - Treasurer/Tax Collector, Cathy MacMunn - Planning Coordinator and Ian Trickett -
Chief Building Official attended for a portion of the meeting.
One member of the public attended other than those scheduled on the agenda.
There were no disclosures of pecuniary interest.
Lawrence & Muriel Villalta attended to discuss their request for a bus turn around on the Goodfellow Road.
Bev Disney, Peter Moran and Marty Kapitan of MPAC attended to make a presentation to Council and explain the current value assessment process as mandated by the Ministry of Finance.
Jeff Moxley and Amy Dunham of GRIDS attended to discuss a GeoSmart application for a Strategic GIS Plan and a Cemetery plot management plan.

That Council approve the proposal to submit an application from the Township of
Central and North Frontenac with North Frontenac acting as the project lead for
GeoSmart Funding to address GIS needs for the two townships including the
development of a Township GIS Strategic Plan and Cemetery Plot Management
System in accordance with the proposal presented to Council by GRIDS on
September 23, 2003. Said application will identify GRIDS Ltd., a GIS Consulting
Firm based in Kingston as a potential project partner. It is understood that there is
no cost to the municipality for this application.

That Council authorize the Mayor and the Clerk to sign the Transfer Framework
Agreement between Fisheries and Oceans Canada and the Township of Central
Frontenac regarding the Small Craft Harbours' Crow Lake facility.

That the request from the County of Frontenac for input regarding opportunities
or challenges that the County of Frontenac might encounter, presently or over the
next five years, including goals, directions, objectives and thoughts on the County
role in governance and service delivery be received and suggestions forwarded to
County for inclusion after presentation to Council: Strengths/Opportunities - Good water and air quality as well as cultural and scenic attractions concurrent with huge increases in property values in areas such as Ottawa, Toronto and Muskoka could result in more permanent residents being attracted to this area as retirement age approaches. Challenges - We should adopt a pro active approach towards attracting
seniors as has been done in other areas - Napanee, Belleville, Brighton for example.
