COUNCIL MINUTES

SEPTEMBER 8, 2003

Council met in regular session, Monday, September 8, 2003 at 7:00 p.m at the Community Hall, Mountain Grove.

Also in attendance Heather Fox - Clerk Administrator, Bill Nicol - Public Works Manager, Jay DeBernardi - Fire Chief, Sandra Clow - Clerical Assistant, Judy Gray - Treasurer, Mike Depew - Gazette Reporter and Josee Tanner - Frontenac News Reporter.

Two members of the public attended other than those scheduled on the agenda.

There were no disclosures of Pecuniary Interest.

Doug Hawley attended to request work on the hill at the Church on MacCrimmon Road. The Public Works Manager advised he would be looking at it.

Lawrence Villalta attended to request a bus turn around on the Goodfellow Road.

Family and friends gathered at 8:00 p.m. for presentations of service awards to five firefighters. Fire Chief Jay DeBernardi, Mayor Bill MacDonald and Councillors Elva Price and Faye Putnam had the distinct pleasure of presenting awards to Dale Gray, Art Barker and Grant Price. Councillors Frances Smith and Bob Harvey joined Mayor MacDonald and Fire Chief Jay DeBernardi, in presenting awards to Lloyd Whan and Bob Young.

Bill MacMillan of Champion Grader attended to update Council on the condition of Graders #28 and #29 and discuss options regarding repairs vs. replacement.

That the agenda of September 8, 2003 be adopted as presented.

That the request from Lawrence Villalta to build a turn around to accommodate a 72 passenger school bus at the end of the extension of the Goodfellow Road be referred until we receive a report from Public Works Manager on the total cost of Goodfellow Road extension.

That the following accounts payable be approved. August 27, 2003 - $95,720.16.

That the letter from Dwayne Peters regarding assessment and taxes be received and acknowledged.

That the letter from Marjorie MacLean Luscott requesting withdrawal of her submission to change the name of Empire Lane to Paw Mac Lane be received, and Mrs. Luscott advised that since Empire Lane will appear on the mapping, no further changes will be considered until the next mapping update, and that resolution #279-2003 be rescinded.

That the 4 point request from Richard Magie be received and
1. That the gates and obstacles obstructing the road between lot 20 and 21, concession 9 and 10, Hinchinbrooke district be removed immediately be denied.
2. That the road between lots 20 and 21 and concession 9 and 10 be named Chalk Road be denied.
3. That the road loop servicing 3 residents and the farm belonging to Dr. Richard Magie be named the Magie Road be denied.
4. That a 911 number be assigned to the farm buildings on Dr. Magie's farm be denied.

That the invitation from the Southeastern Ontario District Health Council to attend a special presentation featuring Dr. Fraser Mustard discussing Community Health Planning be received and regrets forwarded.

That 3 fire apparatus on FL70 chassis be purchased from Superior Fire Trucks at a total cost of $638,790.00 pre GST rebate.

That the purchase of 3 fire apparatus be funded through a Bank Loan with the Royal Bank of Canada in the amount of $617,895.00 after G.S.T. rebate amortized over 7 years.

That the Fire Chief be authorized to submit JEPP applications for the 2004-2005 period for
1. Emergency Operations Centre;
2. Portable 12 - 17 kw generator on a trailer;
3. Completion of the ice rescue and water rescue capabilities;
4. Telecommunications equipment;
5. Emergency Plan, as outlined in his report to Council dated Sept 3, 2003.

That the Public Works Manager and one other person be authorized to attend the two day snow and ice colloquium in Mississauga on October 23 and 24th with registration and expenses paid.

That the request from Stefania Sveinbjarvardottir for fence viewers to view the fence at the North East quarter of lot 25, concession 4 and all of lot 26, concession 4 lying west of Long Lake Road in Hinchinbrooke District between her property and the adjoining property owned by Jack York be approved and the fence viewers appointed by by-law 2001-102 requested to respond.

That we purchase a 1998 Champion Grader, model 740 at a price of $105,000.00, after trade in of Graders 28 and 29 for $55,000.00, upon inspection and acceptance of the Public Works Manager.

That the correspondence identified on the agenda as items 9 (a-c) be received for information.

Pursuant to Section 239(2) of the Municipal Act, 2001 that Council proceed in camera to discuss: personal matters about an identifiable individual, including municipal or local board employees.

That the In Camera meeting return to regular Council.

That the Public Works Manager appoint a temporary lead hand in the absence of an Area Supervisor, and be paid according to the next level of the Salary Grid from their current rate.

That the meeting adjourn until Tuesday, September 23, 2003 at 9:00 a.m. at the Council Chambers, Sharbot Lake, or the call of the Mayor.
