COUNCIL MINUTES - OCTOBER 28, 2003
Council met in regular session Tuesday, October 28, 2003 at 9:00 a.m. in the Council Chambers, Sharbot Lake.
Present: Mayor Bill MacDonald,
Deputy Mayor Jack Nicolson
Councillors Bob Harvey, Marsden Kirk, Boyce Peters, Elva Price,
Faye R. Putnam and Bill Snyder
Absent: Councillor Frances Smith
Also in attendance Heather Fox - Clerk Administrator, Bill Nicol - Public Works Manager,
Jay DeBernardi - Fire Chief, Sandra Clow - Clerical Assistant & Jeff Green - Frontenac News Reporter.
Candidates Howard Gibbs and Janet Gutowski also attended.
There were no disclosures of pecuniary interest.
Inspector Jerry Salisbury, Sergeant Jeff McCann, and Buff Chadwick of the O.P.P. attended to
up-date Council and present an overview of the number of occurrences within Central Frontenac. Quarterly reports are to be provided in the future.
Gertrude Landreville attended to request an extension of the date for her amnesty dump ticket.
Fire Chief Jay DeBernardi and members of Council presented Fire Fighters long service awards to Paul Lowery, Bernie Quinn, Keith Hawley and Gordon Whan.
Gordon Calver attended to discuss Garrison Shore's Plan of Condominium. Mr. Calver was advised that the township's planning and legal consultants were reviewing the Safe Drinking Water Act as it relates to this plan.
Mel Conboy and Lorne Smith attended to present a second agreement regarding fencing of the
K & P trail and requested that Council sign it.
Lawrence Villalta attended during the discussion of the Goodfellow Road. No decisions were reached until the Public Works Manager meets with the school board to determine bus access.
Deputy Mayor Jack Nicolson advised Council of the rumored sale of a large tract of land being purchased in the south end of Olden District to be used as a gravel pit. He and other members of Council expressed concern over noise, dust, and wear and tear on the roads.

That the Township of Central Frontenac provide a letter of support to the Land O' Lakes Communications Network, and further that the LOLCN is authorized as
a sole authority to submit a business plan on behalf of the Township of Central
Frontenac in our region.

That the resolution from the Association of Municipal Tax Collectors of Ontario
regarding assessments upon registration of a plan of subdivision be endorsed and the
appropriate letters sent.

That the information from the Quinte Conservation Authority regarding the structural and safety studies for Second and Third Depot Lakes Dams mandated
by the Province of Ontario be received and the amount of $5,550.00 be forwarded
to the Treasury Department for inclusion in the 2004 budget.

That the request from Rod Clow to fence the south property line of the entrance road
at the Elbow Lake Waste Disposal site from Road 38 to the intersection of the old
road allowance at an estimated cost of $4,000.00 be built on a cost sharing 50/50
