COUNCIL MINUTES - NOVEMBER 17, 2003
Council met in regular session Monday, November 17, 2003 at 9:00 a.m. in the Council Chambers, Sharbot Lake.
Present: Mayor Bill MacDonald
Deputy Mayor Jack Nicolson
Councillors Bob Harvey, Marsden Kirk, Boyce Peters, Faye R. Putnam,
Frances Smith and Bill Snyder
Absent: Councillor Elva Price
Also in attendance Heather Fox - Clerk Administrator, Bill Nicol - Public Works Manager,
Jay DeBernardi - Fire Chief, Judy Gray - Treasurer/Tax Collector, Sandra Clow - Clerical Assistant and Gazette Reporter. Ian Trickett attended for the delegations portion of the meeting.
Councillor elect, Janet Gutowski also attended.
No members of the public attended other than those scheduled on the agenda.
There were no disclosures of pecuniary interest.
Wayne Moase attended to request permission to use the road allowance between lot 15 & 16, concession 1, Oso District to gain access to a lot created from a natural severance of Part 2 on plan 13R-11544. The access would not be assumed as a road by the municipality.

Mayor MacDonald presented plaques to Councillors Marsden Kirk and Boyce Peters, and thanked them for their contribution to Council. Councillor Elva Price will be presented with a plaque at a later date.

That the request from Wayne Moase to use the unopened road allowance between
lots 15 and 16, Concession 1, Oso District to gain access to a lot created as a result
of a natural severance be approved in principle with the understanding that the Township does not intend to assume any road developed on the unopened road
allowance and that a by-law be prepared pending notice of written approval from
the Conservation Authority, Ministries of Environment and Natural Resources as
applicable.

assessment be denied with a letter of explanation.

That the request from AMO to encourage members to ask the Federal Minister of
Environment, the Honourable David Anderson, and the Chairman of the Special
Committee of Council, the Honourable Don Boudria, not to proceed with the "final
order" that would legally list road salts as toxic, but rather let municipal governments develop and implement Best Practices approaches before considering
a "toxic" designation be approved and the appropriate letters sent.

services provided by Peter McAbe in the purchase of the CP rail bed from Havelock
