COUNCIL MINUTES

JUNE 9, 2003

Council met in regular session, Monday, June 9, 2003 at 7:00 p.m. at the Library Building, Mountain Grove.

Also in attendance Cathy MacMunn - Deputy Clerk, Sandra Clow - Clerical Assistant, Bill Nicol - Public Works Manager, Jeff Green - Frontenac News Reporter.

In the absence of Heather Fox, Deputy Clerk Cathy MacMunn carried out the duties of the Clerk.

There was one member of the public in attendance other than those scheduled as part of the delegation portion of the meeting.

There were no disclosures of Pecuniary Interest. Clerk Administrator - Heather Fox provided a written declaration that Steven Fox was a relative and all files would be handled by Cathy MacMunn.

The following correspondence was received for information.

  2. Animal Control Officer's Report.
  3. Health & Safety Committee minutes.
  4. Newsletter from the Town of Coburg.
  5. Olden District Recreation Committee minutes.
  6. Advisory Committee report on watershed based source protection planning.
  7. Senior of the Year award up-date.

That the agenda of June 9, 2003 be adopted as amended.

That the request from Steven Fox for a quit claim deed for the forced road running through his property at part of lot 9, concession 10, Kennebec District, Township of Central Frontenac be approved.

That the request for Fence Viewers received from Melvin Conboy to view the fence at Lot 19, Concession 2, Lot 18, Concession 2, Lot 17, Concession 2, Oso District, abutting the K & P abandoned rail line, now owned by the Township of Central Frontenac, stating that the fence is in need of reconstruction be deferred pending further information.

That the request from M.T.O. to complete the transfer of 3 one foot reserves along Road 38 to the Township of Central Frontenac be approved.

That the resolution of the County of Wellington requesting the Ontario Progressive Conservative Party withdraw from its recently announced campaign platform the initiative which would legislate a referendum should a municipality wish to increase property tax rates be endorsed and the appropriate letters sent.

That the resolution of the County of Grey to encourage the senior levels of Government to take immediate action to show financial support to mitigate the negative impact being felt by the announcement of a cow infected with Mad Cow disease be endorsed and the appropriate letters sent.

That the resolution of the Town of Tecumseh to petition Emergency Measures Ontario to amend the requirement for each municipality to perform a community hazard identification and risk assessment; achieve the Essential Program standards as defined in the Framework of Community Emergency Management Programs and adopt an emergency management program by by-law, from April, 2004 to December 31, 2004, in order to allow municipalities to incorporate the costs of the aforementioned requirements for an emergency management program into its 2004 municipal budget be endorsed and the appropriate letters sent.

That the Public Works Manager be authorized to stockpile winter sand at the following locations: Four sites.

That the proposal from Danford Construction to crush 50,000 tonnes of gravel for the 2004 year at the 2002 price of $1.80 per tonne, and invoice in 2004 be approved pending confirmation of the lowest price available.

That the tender for surface treatment be awarded to Smith Construction and that the total costs not exceed the budgeted amount of $250,000.00.
