COUNCIL MINUTES
July 14, 2003
Council met in regular session, Monday, July 14, 2003 at 7:00 p.m. at the Library Building, Mountain Grove.

Also in attendance: Heather Fox - Clerk Administrator, Cathy MacMunn - Deputy Clerk, Bill Nicol - Public Works Manager, Jay DeBernardi - Director of Fire and Emergency Services, Josse Tanner - Frontenac News Reporter, Mike Depew - Gazette Reporter.
Deputy Clerk, Cathy MacMunn performed the duties of the Clerk until Heather Fox's arrival at 8:00 p.m.
No members of the public attended for the entire meeting other than those associated with delegations on the agenda.
There were no disclosures of pecuniary interest.

Steve Salmond attended to request permission to construct a road on the road allowance between concession 2 and 3 at lot 30, Kennebec District, Township of Central Frontenac.
Norm MacIntosh, scheduled for 7:15 was unable to attend. Discussion took place in his absence and the Public Works Manager was requested to ask Rod Clow to remove his hay from the road allowance on the York Road.
Logan Murray and approximately 15 people attended to present a petition to request Council to re-instate casual labourer, Terry Goodenough.
Barbara Schumacher and Marjorie Luscotte attended to listen to the discussion regarding their request to have Empire Lane changed back to MacLean lane.

That the request from Steve Salmond to open the road allowance between concessions 2
and 3 at lot 30, Kennebec District and build a road to his property be approved by by-law
stipulating the following conditions: that a plan of survey be prepared and registered at
the Registry Office, Kingston, with a copy deposited with the Township of Central
Frontenac to become Schedule "A" to the by-law; that proof of liability insurance be
provided to the Township yearly, protecting the municipality against any liability; that
there will be no encroachment or disturbance of abutting properties now or in the future;
that Mr. Salmond post a sign at the beginning of the road allowance stating "Road not
assumed by Municipality, use at your own risk"; and that Mr. Salmond ensure the sign is
kept posted; that documentation of any work intended for the said road allowance be filed
with the township; that any construction will not adversely affect any wetland or the
environment; that the Township does not intend to open or assume this road allowance or
assume any liability for same.

District in the Township of Central Frontenac be received and be considered at the same

That the request from the OPP for the township's request for priorities be received and that
Detachment Commander Salisbury be invited to the next council meeting to discuss our
priorities; and that a copy of last years report be circulated to all Councillors.

That the recommendation of the Director of Fire and Emergency Services, dated July10,
2003 to purchase 3 fire apparatus by way of a "Request for Pricing" be approved.

That the request from Barbara Schumacher and Marjorie MacLean Luscott to reverse the
decision of Council to change the name of MacLean Point road to Empire Lane and
change the name of McLean Road in District 2 be denied.

That the Township allocate $20,000. for fencing of the K & P line in Oso District, for
the year 2003 and that the applicants be dealt with in order of date of application for
fencing to the extent of the budget. The work to be done will be under the supervision
of the Public Works Manager.

That the County of Frontenac GIS-Update/orothophotography from Elizabeth Fulton be
received and that County Council provide more information on this process.

That the letter from the Limestone District School Board seeking a location for school
records and artifacts for the former Frontenac County School and former municipal boards
due to the closure of former Robert Meek Public School where these items were stored be
received and advised that there is not a suitable location within the boundaries of the
Township of Central Frontenac.

That the sample resolution from the Ontario Federation of Anglers and Hunters to call
upon Parliament to retain the licensing component of Bill C-68; to strengthen the
sentencing and penalties associated with the use of a firearm in the commission of a
crime; and abolish the unworkable national firearms registry for long guns and redirect
the tax dollars being spent on the registry to programs in support of municipal
infrastructure, health care, education, and local law enforcement be endorsed and the
appropriate letters sent.

Small Craft Harbour Facility and lobby the Federal Government for additional $25,000.
to replace the structure removed from the site due to ice damage; and request the Township
of South Frontenac, on behalf of their residents using the facility, to contribute to the cost
of the new facility and ongoing maintenance of same in the amount of $20,000.

Kingston, as being composed of the entire former Township of Hinchinbrooke and
hereinafter referred to as District No. 4 throughout this by-law, be read a first and second
time.
