COUNCIL MINUTES

AUGUST 26, 2003

Council met in regular session, Tuesday, August 26, 2003 at 9:00 a.m. in the Council Chambers, Sharbot Lake.

Also in attendance Heather Fox - Clerk Administrator, Bill Nicol - Public Works Manager, Jay DeBernardi - Fire Chief, Sandra Clow - Clerical Assistant, Craig Bakay - Gazette Reporter and Jeff Green - Frontenac News Reporter.

Two members of the public attended other than those scheduled on the agenda.

There were no disclosures of pecuniary interest.

Stefania Dignum and Ken Gilpin attended to discuss a lamb kill by coyote's.

Mel Conboy attended to request a signed agreement from Council as to the start date and completion date of the fencing of the K & P right of way owned by the Township of Central Frontenac.

Mark Snider of MacIntosh Perry attended to request approval in principle to stop up, close and convey the unopened allowance between the former Township of Bedford and Oso to accommodate a draft plan of subdivision in the Township of South Frontenac.

The following correspondence was received for information
  1. Letter from the Ministry of Public Safety & Security;
  2. Copy of letter from M.N.R. to Eastern Ontario Trails Alliance;
  3. Fire & Emergency Services Information;
  4. Ministry of the Environment Backgrounder;
  5. Building Department Report.

That the agenda of August 26, 2003 be adopted as presented.

That the Livestock Valuer's report of his investigation into the killing, by coyotes, of one lamb and injuring of two others owned by Stefania Dignum be received and compensation paid for the killed lamb.

That the request from Mel Conboy, Darren Castleman, Josh Middleton and Lorne Smith to set a date by which the construction, reconstruction or repairs of the K & P abandoned track bed shall be commenced and the date by which such work shall be completed be received and negotiated by all parties.

That the request from McIntosh Perry to stop up, close and convey a portion of the road allowance between the former Townships of Oso and Bedford, now in the Townships of Central Frontenac and South Frontenac as indicated on the sketch presented by McIntosh Perry be approved in principle.

That tender #03-08 for the Crow Lake Wharf be awarded to Crain's Construction Ltd., in the amount of $33,191.40, including taxes.

That the Clerk and Mayor be authorized to sign Purchase Order Number F2930- 030116 from the Small Craft Harbours division of Fisheries and Oceans Canada to a maximum upset limit of $31,950.60 (including taxes and GST rebate) for completion of the Crow Lake Wharf project.

That Dennis Scott's contract for Caretaker of Municipal Buildings in Sharbot Lake, and groundskeeper of municipal properties in the village of Sharbot Lake and groundskeeper of Crow Lake Beach be renewed for one year with the option to renew.

That by-law #2003-139 as amended be read a third and final time and passed.
