COUNCIL MINUTES

SEPTEMBER 24, 2002

Council met in regular session, Tuesday, September 24, 2002 at 9:00 a.m. at the Council Chambers, Sharbot Lake.

Heather Fox - Clerk Administrator, Sandra Clow - Clerical Assistant, Bill Nicol - Public Works Manager, Jay DeBernardi - Director of Fire and Emergency Services, Jeff Green - Frontenac News Reporter and Craig Bakay - Gazette Reporter.

No members of the public attended other than those scheduled on the agenda.

There were no disclosures of Pecuniary Interest.

Pete Nedow attended to request that Violet Black be granted permission to operate a chip wagon on her property prior to completion of the re-zoning application.

that the property at part of lot 18, Concession 9, Kennebec District and identified as roll number 103902001021202, which was vested to the Township of Central Frontenac through the tax sale process, and properly declared surplus, be listed for sale through Lake District Realty in the amount of $3,000.00.

That the property at part of lot 3, Block 2, Plan 46, Kennebec District and identified as roll number 1039030010350, which was vested to the Township of Central Frontenac through the tax sale process, and properly declared surplus, be listed for sale through Lake District Realty in the amount of $13,000.00.

That the report of the Livestock Valuer to compensate Ken Shepherd for the loss of a calf to wolves in the amount of $450.00 be approved, and further that the Livestock Valuer fee be paid.

That as a result of research and recommendation by staff, the ASYST software be purchased from USTI Canada at a cost of $18,335.00, Data Conversion $2,915.00, Training $2,850.00 plus applicable taxes, plus annual support cost of $6,425.00.

That the staff request to attend the training course for "Local Government Financial Reporting" in Kingston on October 17 and 18 be approved and the registration fee of $529.65 plus expenses be paid.

Pursuant to the Ontarians With Disabilities Act the Township of Central Frontenac Participate in a Joint Committee with the Frontenac Management Board and that compensation be paid in the amount of $50.00 per meeting plus mileage at 32ยข per km. An appointee to the Committee to take place in the near future.

That the request to waive the rules of the zoning by-law and operate a chip wagon prior to approval of the zone change application on the property of Violet Black, 1008 Gordon Crescent, Sharbot Lake be denied.

That the invitation from the Town of Greater Napanee to attend a presentation of a Regional Plan for Waste Management on October 10, 2002 at the Tyendinaga Township hall be received and Public Works Manager Bill Nicol attend.

That the staff policy regarding the Waste Site Burning process be adopted.

Due to the deterioration of the Fifth Lake Road the Public Works Manager be authorized to rip up the surface treatment on 4 km, from the Fourth Lake intersection west to Bearance Lane and return to gravel.

That the Public Works Manager be authorized to purchase a used 2000 Sterling tri-axle truck in the amount of $100,000.00 plus taxes as described in the report dated September 19, 2002 and any over expenditure, above insurance claim monies, to be funded from reserves.

That the Council meeting schedule for the month of October be changed to October 15th and 29th, 2002.
