COUNCIL MINUTES

OCTOBER 29, 2002

Council met in regular session, Tuesday, October 29, 2002 at 9:00 a.m. in the Council Chambers, Sharbot Lake.

Also in attendance Heather Fox - Clerk Administrator, Sandra Clow - Clerical Assistant, Bill Nicol - Public Works Manager, Jay DeBernardi - Director of Fire & Emergency Services, Chris Matheson - 911 Coordinator, Jeff Green - Frontenac News Reporter and Craig Bakay - Gazette Reporter. Cathy MacMunn, Planning Coordinator attended for CGIS's presentation.

No member of the public attended other than those scheduled on the Agenda.

There were no disclosures of Pecuniary Interest.

Jim Peden and Jeff Dean of CGIS attended to present a status report on the "SLIMS" program.

Herb Underhill attended to present the O.P.P. quarterly report.

Chris Matheson presented a list of road and private road names which could be potential problems with the delivery of Emergency services once the 911 service is implemented. The Clerk was instructed to implement the changes as discussed in a By-law for approval of Council.

That the letter of opinion provided by Bowes and Cocks Limited to place a value on the land for the road allowance closure application at Lot 1, Concession 4 & 5 Olden District between Olden and Hinchinbrooke Districts be accepted.

That the invitation from the Central Frontenac Fire Department, District 4 to participate in their Santa Claus Parade on December 1st, be received and Council will participate.

That the invitation from the Land O'Lakes Tourist Association to attend the Ontario Tourism Partnership Forum at Kaladar on November 4th, 2002 at 9:30 a.m. be received and the following attend, Marsden Kirk and Boyce Peters.

Pursuant to Section 442 of the Municipal Act, R.S.O. 1990 as amended, that the assessment be reduced on roll number 1039 080 040 09800 0000 by $125,700 as the building was assessed to the incorrect property.

That the resolution from the Town of St. Marys that the provincial government issue a policy directive under Section 27.1 of the Ontario Energy Board Act disallowing the retroactive rate hike granted to Union Gas in order to protect consumers and taxpayers be endorsed and the appropriate letters sent.

That the resolution from the Township of Pickle Lake to petition the provincial government to amend the recent legislation to exclude existing installations from the restrictive standards regarding personal fuel holding tanks, fuel tanks stands, fuel lines, furnaces and chimneys be, endorsed and the appropriate letters sent.

That the request from the Child Centre for exemption from the Community Halls Rental by-law be denied.

That the letter from Kathy Bateman to raise awareness and concerns surrounding the former Food Town building and chip trailer in Parham be received and acknowledged.

That $1,000.00 be donated to the Sharbot Lake and District Lions Club towards the 2002 Santa Claus Parade from budget line #761.

That the request from the Tri-Board Student Transportation Services to install 2 bus stopping signs at their expense be approved and the cost of $200.00 be paid by the Tri-Board Student Transportation Services.
