COUNCIL MINUTES

JULY 8, 2002

Council met in regular session, Monday, July 8, 2002 at 7:00 p.m. at the Library Building Mountain Grove.

Also in attendance Heather Fox - Clerk Administrator, Bill Nicol - Public Works Manager, Jay DeBernardi - Director of Fire and Emergency Services, Sandra Clow Clerical Assistant, David Brison - Frontenac News Reporter and Craig Bakay - Gazette Reporter. Judy Gray - Treasurer attended for a portion of the meeting.

Two members of the public attended other than those scheduled on the Agenda.

There were no disclosures of Pecuniary Interest.

James Yateman and Maurice Woodcock addressed Council regarding the proposal of a 3-way-stop at the Elm Tree Road and Garrison Lake Road as a result of Mr. Yateman's request for safety measurers. Letters were also received. No one in favour of the 3-way-stop.

Jim MacPherson from the Land O' Lakes Communications Networks made a presentation on Connect Ontario and requested a letter of support to accompany their application for funding.

Several individuals attended in support of their requests for road name changes.

The following resolutions were presented:

That the agenda of July 8, 2002 be adopted as amended.

That the minutes of June 24, 2002 be adopted as circulated.

That any further action on Council's suggestion to pass a by-law for a 3-way-stop at Elm Tree Road and Garrison Lake Road cease due to opposition from the residents in the immediate area.

That the Township of Central Frontenac supports, in principle, the Land O' Lakes Communications Network's application to Connect Ontario and that a letter of Support accompany the application.

That the following requests for road name changes and review of Road Naming By-law #2002-79 be:

  • Sport Street to Sport Lane approved
  • Boomhauer Road to Boomhower Road approved
  • Un-named lane named Bertrim Lane approved
  • Paul Smith Lane to Derven Lane approved
  • Kirk Cove Road to Kirk Kove Road approved
  • Un-named road named George A. McPherson Road deferred
  • Mann Lane to Manns Lane approved
  • Robinson Road to Elijah Road approved
  • Art Duffy Road to Child Centre Road denied
  • Guigue Road name re-instated (District 3) approved
  • Barr Lane to Barr Road denied
  • Northview Lane to Harold Love Lane deferred
  • Easton Lane to Ragen Lane approved
  • Lindsey Burke Road to Lindsay Burke Road approved
AND FURTHER that By-law #2000-79 be amended to reflect approved requests.

That the Fire Protection Services Agreement between the Township of Central Frontenac and the Township of South Frontenac be signed as amended and forwarded to South Frontenac for signatures.

That the Clerk be authorized to attend the Business Grammar workshop on September 19, 2002 in Kingston and the registration fee of $199.00 plus authorized expenses be paid.

That File number 00-01, 00-03, 00-04, 00-05, 00-08 and 00-09 be vested to the municipality as a result of non-sale at the Sale of Land by Public Tender.

That the meeting adjourn until Tuesday, July 23, 2002 at 9:00 a.m. at Sharbot Lake or the call of the Mayor.
