COUNCIL MINUTES – September 10, 2001

Council met in regular session, Monday, September 10, 2001 at 7:00 p.m. at the
Library Building, Mountain Grove.

Present Mayor Bill MacDonald
Deputy Mayor Jack Nicolson
Councillors Bob Harvey, Marsden Kirk, Boyce Peters, Elva Price,
Faye R. Putnam, Frances Smith and Bill Snyder

Also in attendance Cathy MacMunn, Deputy Clerk, Chris Bertrim, Departmental
Secretary, Bill Nicol, Public Works Manager, David Brison, of the Frontenac
News.

In the absence of Heather Fox, Cathy MacMunn performed the duties of the
Clerk.

Derek Matson and Corey Hayes attended for a portion of the meeting.

Three members of the public attended other than those scheduled on the agenda.

There were no declarations of pecuniary interest.

Leona Dombrowsky MPP attended to discuss Council’s concerns which were
expressed as downloading without appropriate funding, Health Care, Education
and wildfire costs.

Randy and Suzanne Kay attended to request a road name change.

The following items were received for information and filed: 1) Animal Control
Officer’s Report; 2) Mississippi Valley Conservation Authority and Rideau
Valley Conservation joint “ Expression of Interest in undertaking Municipal
Groundwater Studies; 3) Oso District Fire Department minutes, September 5,
2001; 4) Summary of items considered by Frontenac Management Board August
29, 2001; 5) Treasurer’s Report;

The following resolutions were presented:

That the agenda of September 10, 2001 be adopted as amended.

That the request from Randy and Suzanne Kay to change the name of Northview
Lane to Kay Lane be denied as the name Kay is already used within Central
Frontenac.

Pursuant to section 10(b) of By-law#2001-89, being the Procedural By-law, that
resolution #356-2001 be removed from the table and voted on.

That whereas it is imperative that all Township fire equipment be properly
housed in order that timely response is available at all seasons of the year, and
that extended training sessions required due to Ontario regulations require
provision of adequate working space and washroom facilities, the request for
funding of an addition to the Arden fire station in the amount of $31,000 is
approved;

AND THAT the said funding be charged to the Contingency Reserve or that the
said amount be advanced as a loan to be repaid out of Kennebec Fire Department
budgetary allocations in annual installments of $3100.

tonnes of winter sand at the Ardoch Pit at a price of $1.75 per tonnes.

cheque for tender #01-19 returned be approved.

That due to the withdrawal of the successful bidder on winter sand tender #10-
19, the tender be awarded to the second bidder, being Nedow Construction in the
amount of $24,400.

That the Public Works Manager be authorized to proceed with the camera survey
and preconstruction engineering for Tichborne and Parham storm sewers up to a
cost of $25,000.00. Funds to come from Road #38 and 509 road reserves.

That the following account batches be approved for payment: Batch#850 -
$23,249.59; Batch #851 - $1,583.60; Batch#853 - $201,330.02; Batch #854 -
$27,404.13; Batch #855 - $7,430.27 as per the report submitted by the Treasurer.

That the rate of pay for Central Frontenac firefighters to fight wildfires be $15.00
per hour and only paid to certified wildfire firefighters.

Where an emergency situation arises which requires additional manpower and
Mutual Aid is either not available or exhausted, uncertified wildfire firefighters
can be enlisted by the District Chief upon the approval of the Mayor or Director
of Fire and Emergency Services. The rate of pay for uncertified wildfire
firefighters hired this time be $15.00 per hour.

That Judy Gray, Treasurer be authorized to attend the USTI User Forum
Conference on October 22nd, and 23rd, 2001, in Waterloo, and Council approves
the request of $235.00 registration plus expenses.

That the request for funding for a volunteer reunion of the North Frontenac News
be denied.

That the information reports identified on the agenda as items 9(a-e) be received
and filed.

That Council proceed in camera to discuss personal matters about an identifiable
individual including municipal or local board employees, a proposed or pending
