Township Council Minutes - October 9, 2001

COUNCIL MINUTES – October 9, 2001

Council met in regular session, Monday, October 9, 2001 at 7:00 p.m. at the
Library Building, Mountain Grove.

Present Mayor Bill MacDonald
Deputy Mayor Jack Nicolson
Councillors Bob Harvey, Marsden Kirk, Boyce Peters, Elva Price,
Faye R. Putnam, Frances Smith and Bill Snyder

Also in attendance Heather Fox, Clerk Administrator, Bill Nicol, Public Works
Manager, Chris Bertrim, Departmental Secretary, David Brison, Frontenac News
Reporter, Ian Reid Gazette News Reporter. Cathy MacMunn, Planning
Co-ordinator attended for the first portion of the meeting.

Six members of the public attended other than those scheduled on the agenda.

There were no declarations of pecuniary interest.

Joyce Lewis attended to request a Handicapped Parking space in front of the Post
Office in Sharbot Lake and submitted letters of support from North Frontenac
Community Services and Community Living – North Frontenac. The Public
Works Manager was requested to investigate the situation and report back to
Council. The staff of the bank and post office is to be encouraged to park in the
municipal parking lot across from this municipal office.

Peter Nedow, not on the agenda received permission to speak regarding the lump
sum portion of the Road 38 plowing and sanding tender. He was advised that
while the option was tendered, Council had decided it would not be awarded by
lump sum.

The following items were received for information and filed: 1) Donations to
Oso District Fire Department in memory of Albert Neilson; 2) Summary of
Frontenac Management Board September 19th meeting; 3) Frontenac
Management Board minutes of August 29th, 2001; 4) Animal Control Officer’s
Report; 5) Thank you letter for road work; 6) Outside emergency telephone at
Parham Ambulance Base;
7) Letter from Leona Dombrowsky; 8) Cowan Newsletter; 9) Munci-Pro News
and Views; 10) Smart Growth Management Council; 11) Letter from Greer
Galloway re: Highway 7 passing lane; 12) Advance notification of Good
Roads/Roma Conference; 13) Treasurer’s Report.

The following resolutions were presented:

That the agenda of October 9th, 2001 be adopted as amended.

That the minutes of September 25th,2001 be adopted as circulated.

#422 Boyce Peters, Marsden Kirk
Pursuant to Section 442 of the Municipal Act, R.S.O. 1990 as amended that the
assessment on roll number 1039080040011550000, Donald Antoine and Mildred
Jones-Antoine, be reduced to $8,900 as per demolition permit #3-170-1100,
mobile home demolished.

Pursuant to Section 442 and 443 of the Municipal Act, R.S.O. 1990 as amended
that the assessment on roll number 1039010020075000000 David and Alma
Jamieson be reduced to $5,100 as cottage and shed assessed on the property in
error.

Pursuant to Section 442 of the Municipal Act, R.S.O. 1990 as amended that the
assessment on roll number 1039080030115400000 Keith and Eleanor Conboy be
reduced to $80,000 as cottage assessed on incorrect lot.

Pursuant to Section 443 of the Municipal Act, R.S.O. 1990 as amended that the
assessment on roll number 103908003011400000 Keith and Eleanor Conboy be
reduced to $79,000 as cottage assessed on incorrect lot.

That the wording of the report submitted by Glenn Tunnock of Tunnock
Consulting Limited to the Ministry of Municipal Affairs and Housing as a result
of Council’s discussion with Mr. Tunnock, MMAH and the Ministry of the
Environment on September 25, 2001 be approved.

That the Corporation of the Township of Central Frontenac endorse in principle
the application by the Rideau Valley Conservation Authority to the Healthy
Futures for Ontario Agriculture Program administered by the Healthy Futures for
Ontario Agriculture Secretariat, Ontario Ministry of Agriculture, Food and Rural
Affairs.

That Emergency Operations Standard Operating Guidelines #500.42 for use of
Uncertified Firefighters at Wildfire emergencies be adopted.

That the request to purchase a used rescue vehicle for the Hinchinbrooke District
Fire Department as per the report of the Director of Fire and Emergency Services
dated October 4, 2001 be approved and funded from the fire reserve.

That the request from the Eastern Ontario Trails Alliance for a letter of support
from the municipality to accompany their application for funding to OSTAR-
RED be approved.

That the information regarding the Water Liability Seminar sponsored by Frank
Cowan Company Limited on Thursday, November 22, 2001, in Kingston be

That the request from Graydon MacCrimmon to finalize a land exchange in 1928
be approved and Mr. MacCrimmon requested to pay 40% of the associated costs.

That the AMO information regarding aid provided for US Terrorist Attack Relief
Efforts be received and filed.

That the Ontario Provincial Police be requested to provide information and
associated costs to enter into a contract for police services.

That the request from the White Ribbon Campaign to proclaim White Ribbon
Days from November 25 – December 6th to recognize the end of violence against
women be approved and forwarded to FMB for joint advertising.

That the request for funding to support a local skater in the competition for the
title of Novice Champion for Canada be denied and a letter of recommendation
to Mr. Downes be forwarded.

That the letter from the Ministry of Health and Long Term Care regarding the
outside well water at the Kennebec Community Centre be received and the water
be tested monthly and treated accordingly with plan to cap the well if the
contamination continues.

That the request for input in the 2002 Lanark County O.P.P. Detachment
Business Plan be received and discussed during the delegation regarding a
contract proposal.

That pursuant to Section 441 of the Municipal Act, taxes and penalty in the
amount of $28, 184.59 be written off on roll number 10390100101022500000
for property now vested to the municipality as a result of an unsuccessful tax sale
on property located at part of lot 17, concession 7, Kennebec District.

That the Clerk be authorized to purchase a new voice mail system at a cost of
$3,650.00 plus set up plus taxes to be financed from the 2001 budget as

That by-law #2001-106, being a by-law to appoint livestock valuers for the
Township of Central Frontenac, be read a first and second time.

38 from Highway #7 south to Brewer Road and all streets within the Village of
Sharbot Lake be read a first and second time.

That by-law #2001-107, being a by-law to create reduced speed zones on Road
38 from Highway #7 south to Brewer Road and all streets within the Village of

That the resolution regarding Tender #01-22, Item #1 be reconsidered later on in
this meeting. (Note: The original resolution was lost and reconsidered at this
point in the meeting and numbered as 446.)

That item #1 on Tender #01-22, for snowplowing and spreading with a tandem
truck on Road 38 and various roads suitable for this equipment be awarded to
Hayes Trucking at $55.00 per hour.

That item #2 on Tender #01-22, for snowplowing and spreading with a tandem
truck on Wagarville Road, Fifth Lake Road, Echo Lake Road, Wilkinson Road
and various roads suitable for this equipment be awarded to Hayes Trucking at
$55.00 per hour. In the event the contract cannot be fulfilled the tenderer provide
written confirmation and that the next lowest tender of $75.00 per hour be
accepted. Since this is a tie the Public Works Manager arrange a time for a draw
to be made in public and both contractors be invited to attend.

That the meeting adjourn until Tuesday October 23, 2001 at the Council
