COUNCIL MINUTES May 29, 2001
Council met in regular session, Tuesday, May 29, 2001 at 9:00 a.m. at the
Council Chambers, Sharbot Lake.
Present Mayor Bill MacDonald
Deputy Mayor Jack Nicolson
Councillors Bob Harvey, Marsden Kirk, Boyce Peters, Elva Price,
Faye R. Putnam, Frances Smith and Bill Snyder
Also in attendance were Heather Fox Clerk, Bill Nicol Public Works
Manager
Chris Bertrim - Departmental Secretary, Judy Gray - Treasurer attended for the
budget portion of the meeting. Ian Reid, Reporter for the Gazette also attended.
Four members of the public attended.
Phil Bird attended to request a road allowance closure at Part Lot 18, Concession
8 & 9, Hinchinbrooke District.
There were no declarations of pecuniary interest.
The following items were received for information and filed: 1) Eagle Lake
Property Owners Association Newsletter; 2) Amo Alert re: Four Bills
introduced; 3) Ministry of Municipal Affairs and Housing re: Ontario Smart
Growth; 4) Olden District Recreation Committee minutes; 5) Kennebec District
Recreation Committee minutes; 6) North Frontenac Community Arena Financial
Statement for 2000; 7) Municipal World Article Are Rural Municipalities
Facing a Squeeze, 8) Kennebec Lake Association Newsletter; 9) note from
meeting with Kirk Parsons; 10) Fairmount Home receives approval for 32 new
beds.
The Clerk was authorized to prepare a No Camping By-law for approval at the
next meeting and to post a sign as soon as possible at the Kennebec Lake Boat
Launch.

That the request from Jacqueline Bird to stop up, close and deed the road
allowance at Lot 18, Concession 8 and 9, Hinchinbrooke District be approved in
Principle, subject to the statutory requirements and the guidelines established by
the Municipality. Carried

That the resolution from the County of Peterborough re: funding for land
ambulance be endorsed and the appropriate letters sent

That the resolution from the City of Woodstock re: additional Provincial funding
be endorsed and the appropriate letters sent.

That the letter from Chris Hodgson, Minister of Municipal Affairs and Housing
expressing an interest in knowing how the Township of Central Frontenac is
addressing SMART GROWTH in our area be received and the following action
taken to promote SMART GROWTH, a letter be sent requesting more
information on how a rural municipality can participate in this program.

That a public meeting to review the draft Official Plan and introduce the draft
Zoning By-law be scheduled for 9:00am-1:00pm, Saturday July 21st at the
Library Building, Mountain Grove.

Pursuant to Section 9(a) of By-law #2001-89, Council agreed to the introduction
of the two following resolutions by Bill Snyder without notice of motion.

That the 1.1 km extension of road widening to Oak Flats Road up to Davey Road
including granular base and gravel surfacing that was deleted from the 2001
budget be considered on the 2002 budget, if possible, along with all other
township project recommendations.

That the approximate 400 feet of road that is badly heaved each spring on the
Wagarville Road, at the Cronk Road intersection, be repaired if there are any
surplus funds left in any 2001 road budgets which was recently discussed with
Bill Nicol and Terry Ducharme at the estimated cost of $14,000.00

Budget deliberation continued following the completion of the agenda. Final
decisions were reached to reflect an overall increase in taxes of 8.9%. The By-
law to adopt the budget to be prepared for the next meeting.
