Township Council Minutes - May 14, 2001

COUNCIL MINUTES – May 14th, 2001

Council met in regular session, Monday, May 14, 2001 at 7:00 p.m. at the
Library Building, Mountain Grove.

Present Mayor Bill MacDonald
Deputy Mayor Jack Nicolson
Councillors Bob Harvey, Marsden Kirk, Boyce Peters, Elva
Price,
Faye R. Putnam, Frances Smith and Bill Snyder

Also in attendance were Heather Fox – Clerk, Bill Nicol – Public Works
Manager
Chris Bertrim, Departmental Secretary, Cathy MacMunn, Planning Coordinator
and David Brison, reporter for the Frontenac News attended for a portion of the
meeting.

No members of the public in attendance.

There were no declarations of pecuniary interest.

A public hearing was held at 7:00 p.m. to receive any comments regarding a
zone change application for Lot 42, Registered Plan 113, Oso District.
Rosemarie Bowick attended. There were no objections received.

Bob Hollywood attended to request a road allowance closure.

The following items were received for information and filed: 1) Approved
copy
of the Procedural By-law. 2) Letter from Tim Wilkin; 3) Letter from Leona
Dombrowsky, MPP to Minister of Agriculture; 4) Amo-survey results; 5)
Animal control Officers Report; 6) Eastern Ontario Trails Alliance minutes-
March 23, 2001; 7) North Frontenac Non Profit Housing Minutes - January 18,
2001; 8) Oso District Fire Department Minutes – March 6, April 10, May 1,

The following resolutions were presented:

That the agenda be adopted as presented.

That the minutes of April 24th and April 30th, 2001 be adopted as amended.

That By-law #2001-95, being a by-law to amend #1091-91 be read a first and
second time.

That By-law #2001-95, being a by-law to amend #1091-91 be read a third and
final time and passed.

#188 Frances Smith, W. P. Snyder
That the request from the Arden Branch of the Royal Canadian Legion to
deed
the portion of the property at part lot 14, Concession 8, Kennebec District,
Township of Central Frontenac formerly believed to have been deeded be
approved and the following action taken: 1) That the above mentioned property
be declared surplus and deeded to the Arden Branch of the Royal Canadian
Legion. 2) that all expenses, including legal, advertising and survey if
required,
be borne by the Arden Branch of the Royal Canadian Legion.

That the request from Robert Hollywood to stop up, close and deed the road
allowance being a portion of the Elizabeth Street extension as identified on
Expropriate Plan 225 as well as part of the road allowance between Concessions
1 and 2 identified as part 2 on 13R1014 be approved subject to all costs being
borne by Mr. Hollywood including, legal, advertising and survey if required.

That the following action be taken regarding reinstatement of the Elm Tree
Fire
Hall: that all action be ceased and that resolutions #597 be rescinded as well
as
#36 of January 22, 2001.

That the Public Works Manager be authorized to expend $2,500,000.00 on
Road
38 reconstruction to include the portion from Piccadilly to Godfrey and the
culvert settlement at Elbow Lake and $150,000.00 to repair and resurface Road
509. Together with the collapsed sewer repairs at the Simonett Building,
Engineering and construction administration GST, a total expenditure of
$2,968,975 to be funded from the Road 38 and 509 reserve.

That the refundable portion of the $500.00 Entrance Permit Fee be reduced
to
$400.00 from $450.00.

That the dog tag fees be increased as follows and the appropriate by-law
amendment be presented at the next regular meeting of Council: $9.00 for
January 1st to June 30th, effective January 1, 2002. $20.00 after July 1st,
effective
July 1, 2001.

That the letter from the Rideau Valley Conservation Authority re: annual
Conservation Foundation Award be received and filed.

That the letter from the Rideau Valley Conservation Authority regarding
Provincial Groundwater Monitoring Network dated April 18, 2001 be received
and filed.

That the letter from Bruce Maitland, Community Development Officer,
Queen’s
University dated April 20,2001 re: recruitment and retention of physicians be
received and filed and copy sent to Dr. Bell for information.

That the resolution from the Town of Arnprior re: Household Hazardous
Waste
and Blue Box Programs be endorsed and the appropriate letters sent.

That the letter from J.L. Dalton dated April 25, 2001, regarding the
tipping fee
for a TV Set be received and the following action taken that a letter of
explanation be sent.

That the request from District 14 of the Ontario Association of
Agricultural
Societies to sell raffle tickets in the Township of Central Frontenac through
the
local Agricultural Society be approved.

#200 Jack Nicolson, Marsden Kirk
That the request from Pearl Robinson, on behalf of the Ladies Group in
Sharbot
Lake, to purchase a large spruce tree and have it properly planted at the Oso
Memorial Hall be approved in cooperation with Public Works Manager on
appropriate location and a thank you be forwarded.

That the invitation from KANet and LOLCN to attend the Municipal
Technology
Summit on June 14, 2001 at the Lennox and Addington County Court House,
Napanee be received and the following registered to attend, Jack Nicolson and
Bob Harvey.

That the invitation from Central Frontenac Community Services and the
Kingston District Community Information Centre to attend a discussion session
on information needs in the rural areas on Thursday, May 17, 2001 at Tamworth
Arena at 1:30 p.m. be received and filed.

That MTO be requested to change the road name signs on Highway #7 pursuant
to by-law #2000-79 as follows: Tryon Road, Blueberry Road, Elm Tree Road to
West Gate Road and any other names to as required.

That the Mayor and Clerk be authorized to sign the operating agreement
between
the Township of Central Frontenac; the Township of Bathurst Burgess
Sherbrooke; Marion Deacon, Robert Scott Deacon and Catherine Vermette; and
the Howard See Estate regarding the unmaintained access road being the road
allowance between the former Townships of South Sherbrooke and Oso.

municipality ambulance service cost be received and filed.

Total $305,827.74 as per Treasurer’s distribution list dated May 10, 2001

That Schedule “A” to By-law #1998-7 be amended to increase the building
permit fee to $8.00 per $1,000 of construction value, effective June 1, 2001 and
that the Mobile Home Permit fee be increased to $250.00.
