COUNCIL MINUTES - April 9, 2001
Council met in regular session Monday, April 9, 2001 at 7:00 p.m. at the Library
Building, Mountain Grove.
Present Mayor Bill MacDonald
Deputy Mayor Jack Nicolson
Councillors Bob Harvey, Marsden Kirk, Boyce Peters, Elva
Price,
Faye R. Putnam, Frances Smith and Bill Snyder
Also in attendance were Heather Fox - Clerk, Bill Nicol - Public Works Manager
One member of the public in attendance until 7:30 p.m.
There were no declarations of pecuniary interest
DELEGATIONS:
7:00 P.M. - Walter Steiner, to request Council to consider work on the Oak Flats
Road. Mr. Steiner presented Council with an information
sheet
outlining the background for his request. Mayor MacDonald
advised
that Councillor Bill Snyder had brought the concerns of the
citizens on the Oak Flats Road to Council's attention and
further
discussion would take place during budget deliberations.
OPEN QUESTION FORM:
Sharon Shepherd supported Mr. Steiner's request for work on
the
Oak Flats Road and suggested that if it was not possible to
do any
Construction this year to at least apply some gravel. Mrs.
Shepherd
also questioned what projects were being contemplated and
was
advised they were projects which were ongoing as well.
Staff was requested to prepare a report for the next meeting regarding
definitions for exemptions from fees for the Community Halls to eliminate the
gray areas in the current by-law.
Discussion took place regarding gravel tenders and it was decided to wait until
budget deliberations before any call for tenders.
The following items were received for information and filed: 1) Reply from the
Ministry of Finance to FMB's letter re: request for additional funding for
roads; 2) Kennebec District Fire Department minutes of February 14, 2001; 3)
Animal Control Officer's Report; 4) Summary of items discussed at FMB, March
21, 2001; 5) AMO information re: money for Grain and Oilseed Farmers; 6)
Minutes of Joint Council meeting of March 7, 2001.

That the agenda be adopted as amended.

That the minutes of March 27th and April 4th, 2001 be adopted as
circulated.

That the deed to grant a quit claim deed for part 1 on Plan 13R-15837,
being the original request from Ruth and Harry Warren at part lot 14,
Concession 2, Oso District, Township of Central Frontenac be signed

and sealed and that's Part 2 and 3 will not be deeded.

That the resolution from the City of Welland re: Ontario Association of
Fire Chief's Association be endorsed and the appropriate letters sent.

That the Mayor and Clerk be authorized to sign the Licence of
Occupation
change for the Eastern Ontario Trails Alliance to change their submission
date of the Annual Report from March 31st to April 30th each year.

That the resolution from Durham Region re: amendments to applications
for Pits and Quarry licences be received and filed.

That the Clerk be authorized to prepare a policy to govern the content of
the Township's web page as per the direction at this meeting and that
the policy be presented to Council for approval on April 24th, 2001.

That the Departmental Secretary position be filled by Christine Bertrim,
effective April 17, 2001 and that the probationary period be three
months. The salary to be Step One on the approved salary grid.

That Council receive the letter from the Ontario Provincial Police
outlining the professionalism of the Oso District Firefighters and the
Oso Rescue Unit operators during the recent fatality on Highway 509
and provide a copy of the letter, accompanied by a letter from Council
to commend the firefighters for their actions above and beyond the call
of duty.

That the request from the Clerk to hold a Customer Service Workshop
for the Municipal Office Administration Staff at a cost of $500.00 be
approved.

That Council proceed in camera to discuss personal matters about an
identifiable individual including municipal or local board employees.

That the Public Works Department proceed to either renew or
re-tender as required for the hall maintenance, grass cutting and
garbage pick up contracts as previously approved by council and
that the current contracts be extended until new contracts awarded.

That the meeting adjourn until Tuesday, April 24th at 8:30 a.m. at
Sharbot Lake or the call of the Mayor.
