Township Council Minutes - April 4, 2001

COUNCIL MINUTES - April 4, 2001

Council met in special session, Wednesday, April 4, 2001 at 7:00 p.m. at the
Council
Chambers, Sharbot Lake to discuss Road 38 and the road issues as outlined in the
March 27th agenda package.

Present: Mayor Bill MacDonald
Deputy Mayor - Jack Nicolson
Councillors - Marsden Kirk, Boyce Peters, Elva Price, Faye R.
Putnam,
Frances Smith and Bill Snyder

Absent: Councillor Bob Harvey

Also in attendance: Heather Fox, Clerk-Administrator, Bill Nicol - Public Works
Manager and David Brison - Frontenac News Reporter.

No members of the public attended.

No declaration of pecuniary interest.

The following resolutions were presented:

#134 Frances Smith, Marsden Kirk
That the agenda be adopted as presented.

#135 Elva Price, W.P. Snyder
Due to the collapse of the storm sewer at the intersection of Road 38 and
Robert Street in the village of Sharbot Lake, the Public Works Manager is hereby
authorized to proceed to have the storm sewers replaced as per the tender
documents prepared by Archibald Peterson and that this action be so noted on the
tender document. Three quotes to be obtained and the contract awarded at the
discretion of the Public Works Manager.

#136 Jack Nicolson, Marsden Kirk
That Alternative #2 of Archibald Peterson's letter dated March 22, 2001,
being that South Frontenac construct the section of Road 38 from Piccadilly to
Westport Road on behalf of Central Frontenac, which is the equivalent in length
of South Frontenac's share of the boundary road between Bobs Lake Road and
Ducharme Road, and that the boundary road be reconstructed by Central Frontenac
in the future with no cost sharing with South Frontenac be approved provided an
agreement is prepared by the solicitor and the cost of this agreement is shared
50/50 with South Frontenac. Full year maintenance of Road 38 from Piccadilly to
Westport Road becomes the responsibility of South Frontenac and full year
maintenance of Road 38 from Bob's Lake Road to Ducharme Road becomes the
responsibility of Central Frontenac and be so incorporated in the agreement.

That a Cold In Place Recycle alternative for Road 38 re-construction be
included in the tender documents prepared by Archibald Peterson.

#138 Frances Smith, Boyce Peters
That the Public Works Manager be authorized to proceed to advertise the
tenders for reconstruction of Road 38 as prepared by Archibald Peterson being:
1. Road 38, from Piccadilly (South Township Boundary) to the White Lake Road
intersection.
2. Road 38, York Road settlement area.
3. Road 38, south limit of Sharbot Lake to Highway 7.
Tenders to close on April 25th, 2001 at 3:00 p.m.

That the Township of Central Frontenac adopt the recommended guide
prepared by the Ontario Good Roads Association as the township's
minimum standards.

#140 Frances Smith, Faye R. Putnam
That the Clerk be instructed to prepare a by-law to adopt a policy for
Signage and that the following fee structure be established:
Minimum for Road 38 and 509 (annual fee) $150.00
Minimum for all other township roads (annual fee) 75.00
For signs larger than 32 sq. ft. OR 3 m2 add $50.00/m2 for Road 38
and 509 and $25.00/m2 for all other township roads annually.
Implementation date - January 1, 2002.

That the meeting adjourn until Monday, April 9th, 2001 at 7:00 p.m. at the
Library Building, Mountain Grove.
