COUNCIL MINUTES - SEPTEMBER 11, 2000


Council met in regular session Monday, September 11, 2000 at 7:30 p.m. with all members present at Mountain Grove.

Staff members in attendance were Bill Nicol, Heather Fox and Bev Howes Irwin.

Wilf Deline and Norm Mitchell attended for the hearing of the section 442 to reduce assessments pursuant to the Municipal Act.

Sinclair Marshall attended to lodge a complaint regarding the use of a travel trailer as a dwelling. Council to discuss at the next meeting.

Steve Hannon of Camp Kennebec attended to discuss complaints regarding the noise levels and contravention of the Noise By-law.

Ronald Warner attended and presented a petition, also regarding the noise levels from Camp Kennebec and contravention of the By-law.

Bill Snyder attended to request completion of a road project started on the Oak Flats Road seven years ago.

Tenders were publicly opened for snowplowing various roads. Tenders were received from Dennis Scott, Glen Matson, Quinn Contracting and staff were instructed to submit a report for the next meeting.

The following correspondence was received for information and filed: 1) Copy of letter from Ken Clark re: Trans Canada Trail; 2) Connect Ontario information from Jim MacPherson; 3) OMYA water taking permit and pursuant Rideau Valley Conservation Authority minutes; 4) OMYA Decision; 5) Letter of Resignation from Mike Beattie; 6) Service offered by Central Frontenac Community Services; 7) 9-1-1 minutes of July 4th and 31st; 8) Social Housing Business transfer; 9) Transfer of Subdivision Authority to FMB; 10) Letter from Ron and Lauretta Barker.

That the minutes of August 22nd and September 5, 2000 be adopted as circulated.

Pursuant to Section 442 of the Municipal Act R.S.O. the assessment be reduced by $20,600. on Roll #010020008600 and the taxes adjusted accordingly as the building has been demolished.

Pursuant to Section 442 of the Municipal Act, R.S.O. 1990 the assessment be reduced by $32,400. on Roll # 01002021590 and the taxes adjusted accordingly due to the cottage being destroyed by fire May 24, 2000.

Pursuant to Section 442 of the Municipal Act R.S.O. 1990, the assessment be changed from Commercial to Exempt on Roll #08001014100 and the taxes adjusted accordingly.

Pursuant to Section 442 of the Municipal Act, R.S.O. 1990 the assessment be reduced by $42,300. on Roll # 01001004830 and the taxes adjusted accordingly due to the structure being removed.

That no action be taken under the Noise By-law for Camp Kennebec at this time giving Mr. Hannon the opportunity to address the complaints. The issue to be re-examined prior to the next camp year.

That the Public Works Manager be authorized to obtain a new tandem plow truck already in stock in the amount of $172,911.14 including applicable taxes pending comparison of recently purchased truck prices.

That Resolution #41-98 be rescinded and the following policy be adopted:

1. That approved overtime for Central Frontenac salaried and hourly employees be calculated after 50 hours per week at time and one half.
2. That approved overtime be taken as time in lieu.

3. That overtime be authorized in advance by Area Supervisors and Public Works Manager for Public Works Employees, and the Clerk-Administrator for Administrative Employees.
4. That banking hours and using them as vacation time shall be prohibited.
5. Vacation will be taken on a scheduled basis with approval given at least two (2) weeks in advance.

That the estimated cost to pulverize, grade, shape and compact the Henderson Road in preparation for re-surfacing at a later date in the amount of $25,000. to $30,000. depending on the amount of gravel required be recommended to be considered in the 2001 Budget.
