COUNCIL MINUTES - OCTOBER 24, 2000


Council met in regular session Tuesday, October 24, 2000 at 8:30 a.m. at the Municipal Office with all members present.

Staff members in attendance were Judy Gray, Heather Fox and Bev Howes Irwin.

Marcel Giroux attended to present a Joint Management Agreement for 9-1-1 and to discuss an appreciation party for the volunteers and the Committee. Council requested time to review the document before passing and suggested the term "Management Board" not be used. Further discussion is to take place at the 9-1-1 Committee level regarding appreciation for the 9-1-1 volunteers before Council makes any decision.

Art Young attended to advise Council of a flooding problem on his property caused by a man made dam on property owned by John Wemp; that the ditches along the road need to be cleared out and that the shingles should be removed from the waste disposal site as they are located next to the swamp which flows into the lake.

Ruth and Harry Warren attended regarding obtaining a deed for the property their cottage is located on.

The following correspondence was received for information and filed: 1) acknowledgement of OSTAR application; 2) Olden District Recreation Committee Minutes September 6 - October 4; 3) No increase in OPAC rates for Year 2001; 4) Letter from Tony Clement re: Municipal Performance Measurement Program; 5) AMCTO Express; 6) News Release - Social Housing; 7) AMO Alert - Social Housing; 8) Kennebec District Fire Department Minutes.


The following resolutions were presented.

That Council agree to Jackie Jarvis withdrawing his application for a zone change to accommodate a wrecking yard and to allowing the crushing of the cars at the present location provided: he enter into an agreement with the municipality that he will not conduct a wrecking yard business now or in the future at any location on Lot 4, Con 2 Oso District.

That the accounts receivable for 1999 ice storm outstanding funding be transferred from reserves for auditing purposes and paid back to reserves when received.

That staff be authorized to proceed with any legal action required to further implement the action taken thus far on tax sale property file # 001-98 vested to the municipality.

That the Mill Road construction to achieve positive drainage away from the Mountain Grove Fire Station in the amount of $9,500.00 be approved with the recommendation that the money used out of reserves be allocated back to reserves in the 2001 budget.

That the Public Works Manager be authorized to work in conjunction with CPR to clean out the ditches along the abandoned rail bed for drainage purposes of the Cronk Road in Mountain Grove and recover whatever portion of the costs applicable. The abandoned rail bed being ditched is in the process of being purchased by the municipality.

That the Public Works Manager proceed to demolish the structures at the site of the Sleepy Hollow Motel and prepare the property for sale at a budgeted price of $5,000. The costs to be recoverable through the sale of the property.

That the list of surplus equipment provided in the Public Works Manager's Report dated October 19, 2000 be listed for sale by tender, except the pull grader.

That Council agrees in principle to the request from Harry and Ruth Warren to acknowledge Mr. Warren's possessory title to Part 30 on Plan FR353570 and execute a deed in favour of same. Further that the abandoned rail bed not be part of this transaction and that all costs be incurred by the Warrens.

That resolution #454-99 be rescinded due to the condition of the roof at the Long Lake Road Garage and that the Olden and Kennebec Fire Trucks be stored in the Township of Central Frontenac Works Garage on #7 Highway until alternate arrangements are made.

That the invitation from the Hinchinbrooke District Fire Department to participate in the Santa Claus Parade on December 3, 2000 be accepted.

That the resolution from the City of Windsor regarding reinstatement of the Special Circumstances Funding be endorsed and the appropriate letters sent.

That the request from Leona Dombrowsky for endorsement of her Private Members' Bill, the Ontario Water Resources Amendment Act (Water Taking Permit Notification) 2000 be endorsed and the appropriate letters sent.

That By-law #2000-82, being a by-law to delegate certain powers and duties granted or vested in the Head for the purposes of the Municipal Freedom of Information and Protection of Privacy Act be read three times and passed.

That Council Remuneration for the Council taking office effective December 1, 2000 be established as follows:
Mayor - $11,000.
Deputy Mayor - $7,500.
Councillors - $6,800.
and, mileage be paid for travel outside the Township for meetings. Mileage rate to be set in the New Year.

That the quote of Stan Ferguson in the amount of $8,208.27 be accepted to supply and install a furnace in the District 1 Works Garage.
