Township Council Minutes - May 23, 2000

COUNCIL MINUTES - MAY 23rd, 2000


Council met in regular session Tuesday, May 23, 2000 at 8:30 a.m. at the Municipal Office, Sharbot Lake with all members present except Mike Beattie. Councillor Price left at 9:50 a.m. to attend to a family matter.

Staff members in attendance were Judy Gray, Jim Hegadorn, Ian Trickett, Cathy MacMunn, Heather Fox and Bev Howes Irwin.

Councillor Lloyd Lee declared conflict of interest on Roads Batch #502 as a purchase was made at Ball Outdoor Sales of which he is associated.

Mark Howes and Glenn Stinson attended to present a proposal for an exhibitor's entrance at the back of the display building at the Parham Fair Grounds.

The following correspondence was received and filed: 1) reply from M.O.E. re: funding; 2) Around the Rideau Brochure; 3) Super Build Bulletin; 4) Quinte Conservation Authority announcement of new planner; 5) 9-1-1 Minutes; 6) Olden District Recreation Minutes; 7) Kennebec District Recreation Minutes.

The following resolutions were passed:

That the agenda for May 23, 2000 be adopted as amended.

That the minutes of May 8th, 2000 be adopted as circulated.

Councillor Lloyd Lee declared conflict of interest on motion # 258.

That the following vouchers be approved for payment: General Batch #493 - $22,903.88; General Batch #501 - $2,807.77; Fire Batches 497, 498, 499 , 500 - $13,931.74; Roads Batch #494 -$8,299.54; Roads Batch #502 - $35,007.00; Roads Batch # 503 - $12,061.29.

That the report from Golder Associates regarding the Arden Waste Disposal Site be received and the following action taken: That Task # 5 in the recommendation dated May 17th, 2000 be completed and a report submitted including an estimate re: construction cost of closure and estimated expansion costs.

That the third draft of the Minimum Maintenance Standards for municipal highways from M.T.O. be received and filed.

That Council enter into an agreement with the Frontenac Addington Trappers' Council as amended.

That the tender for operation if the canteen at the Parham Fairs Grounds from Cory Thompson in the amount of $200.00 be accepted for the 2000 season.

That John's Sweeping be contracted to sweep the streets at the price of $90.00 per hour.

That the Public Works Manager inform the contractor for tender # 00-11 and 00-12, grass cutting and garbage collection, that the work is not being performed to the specifications outlined in the job description and that a one week time frame be allowed to correct the deficiencies and if this cannot be rectified Council will re-examine the issue.

That the Parham Agricultural Society be granted permission to install poles for lighting the show ring in front of the grandstand.

That the Parham Agricultural Society be granted permission to hold a fireworks display on Saturday, August 26, 2000 provided the fire department is on stand-by and the fireworks are set off by a licenced operator.
Also that the Parham Agricultural Society have use of the backhoe for the horse draw on August 25, 2000.
Also, that a donation in the same amount as in 1999 be given to the Agricultural Society.

That Council accept the resignation of Public Works Manager, Jim Hegadorn, with much regret and wishes him every success in his new position effective June 2, 2000.

That the position of Public Works Manager be advertised in the Whig Standard, the Globe and Mail, the Frontenac News and internally, with applications to close on Wednesday, June 7, 2000 at 4:00 p.m. Salary commensurate with experience and that the job description be changed to add the following under Knowledge and Qualifications - Possess a C.E.T. designation or equivalent in work related experience.

That the Minor Ball Association be authorized to purchase a new home plate for Parham Ball Field and that the bill be submitted to the Recreation Committee for payment.

That the recommendation from the Relay 2000 Committee to recognize the Seniors honoured by Council in 1998, 1999 and 2000 at the Relay 2000 celebrations on September 2, 2000 be approved.

That staff be instructed to prepare a written policy and procedure for the disposition of surplus equipment to incorporate the decision of Council that all surplus equipment will be offered for sale by public tender, save and except for lands vested to the municipality through the Municipal Tax Sales Act in access of $300.00.

That staff be instructed to draft a policy for filling swimming pools by the Volunteer Fire Department to incorporate the fee schedule and conditions as discussed.
