Township Council Minutes - March 13, 2000

COUNCIL MINUTES - MARCH 13TH, 2000


Council met in regular session Monday, March 13th, 2000 at 7:30 p.m. at the
Olden Library Building, Mountain Grove with all members present except Dick
Harwood and Doug Bearance who were absent with cause.

Staff members in attendance were Judy Gray and Heather Fox.

A Public Hearing was conducted to hear any comments either in support of, or
objection to, the request for a zone change at Part Lot 16, Concession 1, Oso
District, owned by Wayne and Sandra Moase. Marcel Giroux attended to answer any
queries.

Leonard Doucette attended regarding the old cars and tires left on a
neighbouring property and to request action be taken. Since there is not a
Property Standards By-law in effect in Kennebec District, Mr. Doucette was
advised the Township would notify the Ministry of Environment of the problem.

The Mayor was authorized to make telephone calls regarding the final ice storm
funding not yet received.

The Public Works Manager was authorized to investigate E & S. Logging carrying
full loads on roads posted as half loads.

The following information was received and filed: 1) North Frontenac Community
Services Report; 2) Kennebec District Recreation Committee Minutes; 3) Olden
District Recreation Committee Minutes; 4) 9-1-1 Minutes of February 7, 2000;
5) Federal Budget 2000; 6) AMO Alert re: Federal Infrastructure Program; 7)
AMO Alert re: Tony Clement announced as Minister of Municipal Affairs; 8)
Invitation to attend Land O' Lakes Community Network workshop; 9) Changes in
Ministry of Agriculture, Food & Rural Affairs; 10) 1999 Library statistics;
11) Joint Council Meeting Minutes of March 8, 2000; 12) AMO Alert appointment
of Parliamentary Assistant vacancies.

Discussion took place on increasing the mileage rate due to the increase of gas
costs and it was decided to leave it until the salary negotiations were
finalized.

The following resolutions were passed:

That the agenda be adopted as amended.

That the minutes of February 29, 2000 and February 24, 2000 be adopted as
circulated.

That By-law #2000-64, being a By-law to amend By-law #1091-91 of the
Former Township of Oso (Moase Property), be read three times and passed at one
meeting.

#113 Faye R. Putnam, Lloyd Lee
WHEREAS Section 415 of the Municipal Act RSO authorizes the Treasurer to
give a written certified statement of arrears of taxes;
AND WHEREAS the fee for this service has been established at $25.00;
NOW THEREFORE the Council of the Corporation of the Township of Central
Frontenac resolves that all requests for tax certificates shall be in written
form,

accompanied by the applicable fee, and that verbal information will not be
provided.

That the section of resolution #44-98 establishing the charge for a Zoning
Certificate at $25.00 be hereby amended to increase the charge to $50.00.

The Council of the Corporation of the Township of Central Frontenac hereby
resolves that all requests for Zoning Certificates shall be in written form,
accompanied by the applicable fee, and that verbal information will not be
provided.

That the Treasurer investigate the dual service charges due to two hydro
metres on some municipal properties and that a quote from an electrician be
obtained to incorporate two metres to one where appropriate.

That the following vouchers be approved for payment: General Batch #440 -
$97,468.82; General Batch # 441 - $7,351.48; Roads Batch #436 - $85,459.58;
General Batch # 430 - $6,760.67; Roads Batch #431 - $36,255.07.

That the Township of Central Frontenac reinstate the former fire
protection agreements between the Township of Oso and the Township of Bedford ,
and the Township of Hinchinbrooke and the Township of Bedford at the request of
the Township of South Frontenac; and further that the Director of Fire and
Emergency Services be requested to investigate an Automatic Aid Agreement.

That Council accept the letter of resignation dated February 8, 2000 from
Connie Wellamn, on behalf of Dave Wellman and Son Inc.

That Council proceed to an "In Camera" session to discuss a personnel
issue.

That Randy Vinkle be appointed to the position of Machinery
Operator/Labourer for District # 3 at the rate established by Council on January
26, 1999 and that the probationary period be 3 months effective March 12, 2000.

That HarVan Consulting be contracted to prepare a Pay Equity Plan pursuant
to the Pay Equity Act, and a Salary Grid, at the rate quoted in an e-mail dated
February 25, 2000.

That Councillor Lloyd Lee work with the Trappers' Association and the
Public Works Manager to reach an agreement suitable to both parties further to
the draft proposal submitted by the Frontenac-Addington Trappers Council dated
February 5, 2000.

That the resolution from the City of Pickering re: protection of children
from sexual exploitation be endorsed and the appropriate letters sent.

That the letter from the Ontario Crime Commission re: Certificate for

That the Mississippi Valley Conservation 2000 levy be received and
incorporated in the 2000 budget.

That the information from the Township of South Frontenac re: taking water

That the resolution to endorse from the Township of South Glengarry re:

endorsed and the appropriate letters sent.
