Township Council Minutes - January 25, 2000

COUNCIL MINUTES - JANUARY 25, 2000


Council met in regular session, Tuesday, January 25th, 2000 at 8:30 a.m. at
Sharbot Lake with all members present except Doug Bearance and Jack Nicolson.
Faye Putnam attended until 12:25 p.m.

Staff members in attendance were Judy Gray, Jim Hegadorn, Ian Trickett and Bev
Howes Irwin. In the absence of the Clerk, due to illness, Deputy Clerk Cathy
MacMunn fulfilled those duties.

Barry Baily and Keith Howitt attended on behalf of the Sharbot Lake and District
Snowriders Snowmobile Club to update Council and staff on their activities on
the trail. It was verbally agreed that advance notice would be given to the
Public Works Manager when material will be required from the municipal pit and
that a record of amounts removed would be provided to the office to ensure
accurate reporting to the Federal Government.

Joyce Bigelow and Jim MacPherson attended to request Council's support in
principle for the "Trails to Literacy Program".

Claire Graves attended to request Council to appoint her Committee as an Ad Hoc
Committee to gather information regarding the K & P abandoned track bed. She
was requested to restructure her Committee so that all sides were represented
and come back to Council with a criteria as to how the Committee would work for
Council.

Rick Dering of the O.P.P. attended as well as Dave Willis, Jerry Salisbury,
Darrell Kellitt and a statistical officer to discuss the O.P.P. restructuring.
Sharbot Lake Detachment would now be administrated through Perth.

The following resolutions were passed:

That the minutes of January 10, 2000 be adopted as circulated.

That the first public meeting for the Draft Official Plan be held on May
27th, 2000 at 1:00 p.m. at the Municipal Office with an open house scheduled
from 9:00 a.m.- 12:00 noon.

That the recommendations outlined in the Building Department Report dated
January 17, 2000, be accepted and hereby approved: i.e. increase the
construction calculation value from $70.00 to $80.00 per square foot; identify
the length of time a permit is valid for as 2 years; and add a penalty clause
for commencement of construction without a permit as 50% of the value of the
permit.

District Fire Department Batch # 397 - $988.53; Olden Fire Department Batch #
398 - $1,601.55; Oso District Fire Department Batch # 399 - $1,062.31.

That Council approve up to 50% of the 1999 Budget expenditures for all
Departments. Special grants and projects are excluded.

That the Public Works Manager be authorized to tender for the fuel needs
of the municipality and that the tender specify the successful bidder supply the
tanks, pump, hoses, and associated electrical wiring complying with all
applicable standards or codes.

That the Public Works Manager advertise for equipment available to perform
work for the municipality requesting equipment make, model (size), price and
insurance coverage for the year 2000.

That the Draft Terms of Reference to obtain quotes from consultants to
prepare tender documents with associated field investigation and construction
inspection for Road 38 be approved.

That Council support in principle the Trails to Literacy Proposal as
outlined in their presentation on January 25, 2000.

That Sharbot Lake High School be provided with the available maps to
conduct their GIS demonstration for educational purposes only, and that no
copies can be produced and sold.

That the Council of Central Frontenac support the administrative re-
organization of the O.P.P. as presented by the O.P.P. representatives on January
25, 2000.

February 2, 2000 from 1:00 p.m. to 3:00 p.m.

That the policy established by resolution of Council dated November 23,
1999, #510, regarding 2 firefighters volunteering on 2 departments at the same
time be rescinded.

That the information received regarding the subscription to "Inside

Forest Firefighter Training Course using MNR instructional material.

Chief of the Kennebec District Fire Department be read three times and passed at
one meeting.

That Council authorize the signing of the addendum to the 1998
Restructuring Grant Agreement between the Township of Central Frontenac and the
Minister of Municipal Affairs and Housing extending the end date for incurring
eligible costs to September 30, 2000.

That Ralph Babcock's Cemetery Contract be re-newed for a one year term
with the option to further re-new.

That the interviews for the Fire Coordinator position will be conducted on
February 8th, 2000 at 1:30 p.m. The following members of Council to be appointed
to the interview panel along with the Clerk-Administrator: Lloyd Lee, Doug
Bearance, Bill MacDonald and Mike Beattie.
