COUNCIL MINUTES - FEBRUARY 29, 2000
Council met in regular session, Tuesday, February 29, 2000 at 8:30 a.m. at the
Council Chambers, Sharbot Lake with all members present except Dick Harwood and
Mike Beattie who were absent with cause.
Staff members in attendance were: Ian Trickett, Jim Hegadorn, Judy Gray,
Heather Fox and Bev Howes Irwin.
Susan Leslie and Linda Rush attended to update Council on the status of North
Frontenac Community Services and the Child Centre. They advised funding was
needed and asked Council to consider $80,000 per year but $20,000 would help.
They were advised their request would be brought forward during budget
deliberations.
Michael Dawber attended to update Council on the Millenium History Book and that
it was on schedule to be launched July 1, 2000.
Jerry Teal attended to discuss a plugged culvert on the Long Lake Road. He was
advised some remedial work had already been completed and it would be monitored
in the spring to determine further action. A letter from Valerie Nedow's
solicitor on the same issue was also distributed.
The letter from the Frontenac Addington Trappers' Council and the Public Works
Manager's Report were discussed. Deputy Mayor Lee agreed to discuss some
concerns with Jim Hegadorn and report back to Council at a later date for a
decision.
The following information was received and filed: 1) Copy of a letter to the
North Frontenac News from Sandra Moase re: K & P Trail; 2) Information from
Frontenac Landowners re: K & P Trail; 3) List of Committee appointments per
Councillor 4) FMB Decisions of February 16, 2000; 5) FMB minutes of January
19, 2000 6) Notes from Waste Management Meeting with Connie Wellman; 7)
Arena Board Minutes; 8) Eastern Ontario Trails Alliance Minutes; 9) Agenda
for Joint Council Meeting, March 8, 2000.
The list of twenty -five (25) applications for the position of Machinery
Operator/Labourer were received and the recommended short list of eight (8) was
accepted.
The Administrative Report regarding 2000 salaries was received and deferred
until a Pay Equity Plan and Salary Grid are established.
The Clerk was instructed to invite Penny Sharman to a Council Meeting to discuss
Voting by Mail.
A letter is to be forwarded to Glenn Matson as a member of the former Kennebec
Snowmobile Club to confirm the Township's ownership of a snow groomer in the Elm
Tree Hall.
The Clerk was instructed to invite Vikki Newlove to attend a Council Meeting to
have her concerns regarding the Christmas Party addressed by all of Council.
Councillor Nicolson on behalf of Councillor Beattie and Harvey submitted a
report on the Good Roads/ROMA Convention.
Mayor Bill MacDonald verbally reported on the same convention and in particular
land ambulance.
The Clerk was instructed to research the Lilly Mill Road and then invite Brian
Burke to attend a meeting regarding his enquiry about the Snowmobile Club
crossing his property.

The Clerk was requested to provide further information regarding the Building
Permit and ownership of Part 30, on Plan FR353570 (Harry Warren) to enable
Council to respond to the letter written by Mr. Warren's solicitor dated January
4, 2000.

That the Public Works Manager's Report, dated February 29, 2000 regarding
the purchase of a power washer at the Arden garage be received and the Public
Works Manager given authority to tender for this item.

That the report from the Public Works Manager, dated February 29, 2000,
regarding the Public Works Storage Garage on the Long lake Road being used for a
fire truck be received and any decision deferred until the Director of Fire and
Emergency Services has provided comments.

That the following interview panel for the Operator/Labourer position be
appointed to conduct interviews on March 8th, 2000 at 1:00 p.m.: Bob Harvey,
Faye R. Putnam and Lloyd Lee and further that the applications be short listed
to eight (8) interviews to be held at the Olden Library Building.

forwarded to staff to review and compile for the next regular Council Meeting.

That Crystal Nedow be appointed as Area Foreman for District # 3 effective
February 6, 2000 at the rate approved by Council on January 26, 1999 and that
the probationary period be 3 months. Further that the Public Works Manager be
authorized to advertise for applications for the position of Machinery
Operator/Labourer.

Branch 425 and Branch 334 from certain taxation, be read three times and passed
at one meeting.

Whereas Pitch-In Canada is a non-profit, charitable organization
established in 1967;
And Whereas hundreds of thousands of Canadians show their civic pride each
year, cleaning up local neighbourhoods, ravines, waterways and illegal dump
sites;
And Whereas Pitch-In Canada promotes to Canadians that reducing, re-using,
recycling and properly disposing of waste is everyone's responsibility;
And Whereas Pitch-In Canada involves volunteers in various action programs
ranging from initiating waste reduction, recycling and composting programs to
cleaning up and enhancing shorelines, streams, urban and wilderness areas;
And Whereas it is appropriate to start the 21st Century with a campaign to
reinforce the need for all Canadians to take care of the environment;
Now Therefore I, Bill MacDonald, of the Township of Central Frontenac
declare the week of May 1 - 7, 2000 as Pitch-In Canada week within our
municipality and invite all citizens in our community to take part in "The First
Clean Up of the Century!"
