Township Council Minutes - February 14, 2000

COUNCIL MINUTES - FEBRUARY 14TH, 2000


Council met in regular session, Monday, February 14, 2000 at 7:30 p.m. at the
Olden Library Building, Mountain Grove with all members present except Dick
Harwood who was absent with cause.

Staff members in attendance were Judy Gray and Heather Fox.

Logan Murray and Derek Matson attended to discuss the Elm Tree Hall. They
advised that they were assisted by Keilan Kelsey, Reg Peterson and Glen Matson
in preparing their proposal. It was suggested that the report be turned over to
the Building Inspector to determine if it meets code and that a report be
prepared for the next Council Meeting.

Fire Chief, Derek Matson advised they had two (2) old fire trucks which were
surplus and since they were not purchased from municipal funds the proceeds of
their sale should not go to the new municipality. The snow groomer and the
furnace in the Elm Tree Building are also to be surplused and tendered. Mr.
Matson was instructed to contact the Public Works Manager regarding the
tendering process.

Fire Chief Jamie Riddell attended to discuss the recently purchased rescue van
(old ambulance) and where it would be housed. The existing fire hall in
Mountain Grove does not have enough land to accommodate an addition. He
suggested using the old municipal garage presently used for storage to house a
fire truck and house the rescue van at the fire hall. Mr. Riddell was
instructed to view the building with the Public Works Manager.

Fire Chief Mel Conboy attended to bring Council up to date on the Ice Water
Rescue training and requested a resolution of support.

It was decided that Councillors Nicolson, Lee, Price, Harvey and the Public
Works Manager, Jim Hegadorn, attend the meeting at Mountain Grove on February
18th at 10:30 a.m. to discuss options for replacing the recycling contract due
to the closing of Dave Wellman & Son Inc.

The following information was received and filed: 1) 9-1-1 Committee statement
of receipts and disbursements 2) Information regarding changes in Agriculture
& Rural Division of OMAFRA; 3) Kennebec District Recreation Committee minutes;
4) Information from Ken Gilpin regarding incorporation of his business; 5)
Limestone District School Board Annual Report 6) Around the Rideau Newsletter;
7) Olden District Recreation Committee minutes; 8) Central Frontenac
Recreation Committee minutes.


The following resolutions were passed:

that the Fire Coordinator investigate the situation and make a recommendation to
Council which will address the problem in Hinchinbrooke District Fire Department
if resolution # 510 is rescinded, and the problem in Oso District Fire
Department, if it is not.

February 15th, 2000 with a six month probationary period; further that the rate
of pay be established at 12,000 per year and that the Fire Coordinator have a
base centre at the Municipal Office or at a location to be determined, with an
expense allowance of $3,000. per year. Expenses to include mileage, car and
telephone.

outside rink at Tichborne for the winter with the option to renew, be approved
with the following conditions: that cooperation with local volunteers be
obtained and no municipal dollars be spent.

Recreation Committee's 1999 budget be set aside in reserve for expenditure in

Pavilion and Clear Lake Public Beach.
